About this file

This is a Notice of Short List to Phase 1 issued by Hillsborough County Public Schools (HCPS) Procurement Services Department on April 30, 2026, for solicitation 26114-RFP-EST regarding an Integrated Library System and Discovery Layer Solution. HCPS is procuring an enterprise-level software solution to replace its current SirsiDynix Symphony system and support over 220 school library locations serving approximately 225,000 students across elementary, K-8, middle, high, and specialty schools. The procurement requires a fully implemented, production-ready off-the-shelf solution with circulation management, cataloging, collection management, online public access catalog (OPAC) functionality, reporting and analytics, comprehensive data migration including MARC records, system integration with district platforms (ClassLink SSO, FOCUS student information system, and INFOR staff system), training materials, and ongoing support and maintenance. Proposals were due electronically via VendorLink on April 10, 2026, at 5:00 p.m., with the initial contract term beginning July 1, 2027, and automatic yearly renewals contingent upon performance and budget availability. Four vendors advanced to Phase 1 meetings: Follett Software LLC, Mackin Book Company, Sirsi Corporation, and The Library Corporation.

Three vendors were deemed non-responsive and did not advance: Companion Corp failed to submit General Terms & Conditions signature pages; Concourse Tech Inc. did not submit proof of experience and was missing signatures on required solicitation forms; and Insignia Software Corporation did not submit completed required solicitation forms and affidavits. Vendors must demonstrate a minimum of three years of experience providing required services, authorization to do business in Florida, appropriate insurance coverage, and field-proven K-12 implementations with at least three business references preferably from school districts. The evaluation process allocates 25 points for specifications and scope of work compliance, 30 points for qualifications and experience, 35 points for cost evaluation, and up to 10 points for Small Business Encouragement Program utilization. All pricing must be firm for a minimum of three years with clearly identified increases thereafter, and proposers must submit a required 10-year cost of ownership spreadsheet with pricing based on FOB Destination and invoice payment terms at Net 45 days. Questions regarding the competitive solicitation may be directed to Christy Perales, Procurement Officer, at (813) 272-4683 or christy.perales@hcps.net.
