About this file

This is a Notice of Intent to Award issued by Hillsborough County Public Schools (HCPS) Procurement Services Department for Request for Proposals 26114-RFP-EST, regarding an Integrated Library System and Discovery Layer Solution. The procurement seeks to replace the current SirsiDynix Symphony system with an enterprise-level, off-the-shelf software solution to support over 220 school library locations serving approximately 225,000 students across elementary, K-8, middle, high, and specialty schools. Required deliverables include circulation management, cataloging and collection management, online public access catalog functionality, reporting and analytics, comprehensive data migration from the current system, integration with district platforms (ClassLink SSO, FOCUS student information system, and INFOR staff system), training materials, and ongoing customer support and maintenance. Bid notifications were sent to 1,858 vendors via VendorLink and 248 via Euna Open Bids, with eight proposals received by the April 10, 2026, deadline. The initial contract term begins July 1, 2027, with automatic yearly renewals contingent upon performance and budget availability. The evaluation process consisted of three phases assessing specifications and scope of work (25 points), qualifications and experience (30 points), cost and best value (35 points), and Small Business Encouragement Program utilization (10 points).

Four vendors advanced to Phase III evaluation following initial screening that eliminated five vendors for non-responsiveness. The Library Corporation received the highest total score of 79.13 points and is recommended for award, followed by Mackin Book Company with 70.86 points, The Library Corporation with 79.13 points, Sirsi Corporation with a Phase II score of 19.86 points, and Follett Software, LLC with a Phase II score of 19.37 points. No vendors earned Small Business Encouragement Program points. The current contract with SirsiDynix runs through June 30, 2027. Proposers were required to demonstrate a minimum of three years of experience, authorization to do business in Florida, appropriate insurance coverage, and field-proven K-12 implementations with three business references preferably from school districts. All pricing must be firm for a minimum of three years with clearly identified increases thereafter, submitted via a required 10-year cost of ownership spreadsheet with FOB Destination terms and Net 45 payment terms. Warranty requirements mandate no less than one year from acceptance for equipment and labor, with contractor response to warranty requests required within 24 hours of notification.
