About this file
This document is a Request for Purchase from the City of Fort Myers, Florida, pertaining to a repair and upgrade project for two JIB cranes at the Central Wastewater Treatment Plant located at 150 Raleigh Street. The project involves replacing two existing 2010-era 4-ton mechanical hoists with new 5-ton Harrington electric chain hoists, each equipped with an electric trolley, and motorizing both North and South JIB crane masts with positioning and locking systems. The procurement involves removing existing hoists, installing new electric chain hoists with trolleys, retrofitting crane masts, and replacing worn components including hoist controls, safety relays, chains, and hook block mechanisms.
The total project cost is $308,576.00, with line items of $72,350.00 and $81,938.00 charged to account 4600. The justification for the upgrade stems from the current hoists being over a decade old, presenting operational and safety risks due to deterioration and reliance on manual tethers and rope-based securing methods. The upgrade aims to improve safety, control, and operational efficiency at the wastewater treatment facility. The supplier for this project is Certified Slings Inc., located in Casselberry, Florida, with vendor number 027455, and the request was initiated by Stephen Keel and approved by Jessica Giese.

Location: 150 Raleigh Street, Fort Myers, FL Project Summary:
This project involves the repair, upgrade, and motorization of two existing JIB cranes located at the Central Wastewater Treatment Plant. The existing 2010-era 4-ton mechanical hoists will be replaced with new 5-ton Harrington electric chain hoists, each equipped with an electric trolley. Additionally, both the North and South JIB crane masts will be outfitted with motorized positioning and locking systems.
Detailed Work Description:
- Remove existing 4-ton hoists from the North and South JIB --cranes.
- Supply and install (2) new 5-ton Harrington electric chain hoists with electric trolleys.
- Retrofit and motorize both JIB crane masts to enable powered rotation and secure positioning.
- Replace worn and outdated components including:
- Hoist controls -Safety relays -Chains -Hook block mechanisms Justification:
The current hoists and related components are over a decade old and have deteriorated due to exposure and age, posing operational and safety risks. The cranes currently rely on manual tethers for movement and are secured by tying ropes to nearby structures—a method that is both unsafe and unreliable, especially in windy conditions. Upgrading to motorized systems will improve safety, control, and operational efficiency. $144,700.00 4600
