About this file

This is a Non-Competitive Oversight Committee Justification Form submitted by Pinellas County, Florida, for the Pinewood Cultural Park Wayfinding Signage project. The form documents the county's request for approval to proceed with a non-competitive procurement for the design, fabrication, delivery, and installation of 52 distinct exterior wayfinding and gate instruction signage units at Pinewood Cultural Park in Largo, Florida. The signage comprises 21 pedestrian directional wayfinding signs (24" W x 63" H), 5 tenant directional vehicle-scale signs (48" W x 72" H), 3 welcome signs and 3 site welcome signs (72" W x 48" H), 3 tenant directional pedestrian-scale signs (24" W x 63" H), 4 hours of operation signs (24" W x 48" H), 4 parking area directional signs (24" W x 48" H), 2 thank you signs (48" W x 33" H), and 7 gate instruction signs (18" W x 24" H). The Invitation to Quote was released on April 8, 2026, with a proposal submission deadline of April 16, 2026 at 3:00 PM via the OpenGov procurement portal. Project completion is required by August 14, 2026, with a mandatory pre-commencement meeting upon award. Site visits may be scheduled in advance with County Contact Michael Polizzi at (727) 582-2914.

The form requires vendors to submit pricing as a fixed lump sum inclusive of all design, fabrication, delivery, and installation costs with unit prices shown for each line item, with all pricing quoted FOB Pinellas County with prepaid transportation. Payment structure consists of 50 percent upon purchase of materials and initiation of base fabrication, with the remaining 50 percent due upon receipt of materials and completion of installation, contingent upon county representative sign-off. Pinellas County Certified Small Business Enterprises (SBEs) receive preference on this informal quote, with SBEs submitting within the first five business days receiving priority consideration and those submitting thereafter receiving a five percent price preference. Prior to award, vendors must provide a Certificate of Insurance with General Liability minimum of $1,000,000 combined single limit per occurrence, Workers' Compensation coverage per Florida Statute, and Business Automobile Liability of $1,000,000, along with proof of Florida Division of Corporations registration. The Non-Competitive Oversight Committee approval requires sign-off from committee members Merry Celeste, Don Crowell, Chris Rose, and the Department ACA.
