About this file
This is a Noise Variance Decision and Order issued by the State of Hawaii Department of Health, Environmental Health Services Division, in response to an application submitted by the State of Hawaii Department of Transportation (HDOT) for noise control variance related to seismic retrofit and rehabilitation work on three bridges along Haleakala Highway in Kula, Maui. The variance has been granted for the Alae Bridge, Pohakuokala Bridge, and Waiale Bridge, with a project duration from November 1, 2026 through October 31, 2028. The scope of work includes full roadway closures for up to thirty days per bridge to allow for excavation behind abutment approaches, concrete backfilling, soil nail installation, pier debris removal, carbon fiber pier wrapping, pier footing upgrades, and creep block replacement at bridge bents. Work is authorized during extended hours on weekdays and weekends, specifically Saturday 6:00 p.m. to Monday 7:00 a.m., Monday through Friday 6:00 p.m. to the following morning at 7:00 a.m., and Friday 6:00 p.m. to Saturday 9:00 a.m., with no work permitted during the seabird fledging season (September 15 to December 15), state holidays, or the holiday season.
The variance is subject to comprehensive operational restrictions designed to minimize noise impacts on nearby residences. High-impact equipment such as auger drill rigs, concrete saws, jackhammers, and pavement scarifiers are prohibited after 10:00 p.m. within 500 feet of residences, while heavy construction equipment including backhoes, excavators, concrete pump trucks, and pavers are prohibited after midnight within the same radius. Additional conditions include prohibition of reverse signal alarms between 8:00 p.m. and 7:00 a.m., minimization of traffic noise from heavy vehicles, designation of a job-site inspector for complaint response and monitoring, advance notification to residents and businesses with inspector contact information, noise sampling during variance hours with reporting to the Department, and potential cessation of operations if excessive complaints are received. Should the project extend beyond October 31, 2028, HDOT must submit an extension request with an updated work schedule prior to that date.
