This is Addendum No. 1 to a solicitation issued by the Hawaii Department of Transportation (HDOT) for seismic retrofit work on three bridges along Haleakala Highway Route 377 on Maui's Island of Makawao under Federal-Aid Project No. STP-0377(008). The scope of work includes removal of debris from bridge piers; carbon fiber wrapping of tie beams and piers; removal and replacement of backfill behind abutments with controlled low strength material (CLSM); installation of soil nails, concrete tie slabs, corbels, and creep blocks; replacement of bearing pads; modifications to bent caps and diaphragms; pavement installation with pavement markers; installation of scour countermeasures near Alae Bridge Pier 1; temporary erosion control measures; and traffic control. A virtual pre-bid conference was held on September 22, 2026, at 10:30 a.m. HST with representatives from HDOT and multiple construction firms in attendance. The addendum postpones the original bid due date from October 15, 2026, at 2:00 p.m. HST to October 29, 2026, at 2:00 p.m. HST. Requests for Information (RFI) and substitution requests must be submitted through the Hawaii eProcurement System (HIePRO) no later than September 25, 2026, at 2:00 p.m. HST. The contract term runs from November 1, 2026, through October 31, 2028.

The estimated construction cost is between $10,000,000 and $14,000,000. Bidders must possess a valid State of Hawaii General Engineering "A" license prior to contract award. The project is subject to federal requirements including Davis-Bacon prevailing wage standards, Disadvantaged Business Enterprise (DBE) compliance under Title 49 CFR Part 26, and Equal Employment Opportunity regulations. The project has no specified DBE goal, though small business subcontractors are encouraged. Bids must be submitted electronically through HIePRO, and failure to upload the complete proposal by the deadline will result in rejection. The project is federally funded under the State Transportation Program (STP) and subject to U.S. Department of Transportation nondiscrimination requirements, U.S. Army Corps of Engineers permits, and Clean Water Act compliance. Extended work hours (6:00 p.m. to 7:00 a.m.) are permitted under noise variance 26-NR-VN-06-DO, subject to equipment restrictions and residential notification. No work is permitted during the seabird fledging season (September 15 to December 15).
