About this file
This is a Notice of Intent to Purchase a Proprietary Product or Service issued by the Health Policy Commission (HPC) of the Commonwealth of Massachusetts. The HPC seeks two years of access to Eversana's Navlin international drug pricing and market access database, which covers more than 100 countries. The procurement will provide access to pricing data for up to 30 countries to support the HPC's research efforts under M.G.L. c. 6D regarding prescription drug costs and market analysis. The response deadline for interested vendors other than the named offeror is 5:00 PM Eastern Time on Wednesday, January 21, 2026. The HPC is posting this Notice as a Due Diligence Posting rather than conducting a full competitive procurement, and will consider responses from other qualified vendors offering comparable or better value than Eversana before making a final award decision.
The HPC intends to pay $25,000 annually for a total contract value of $50,000 over the two-year period, with potential for renewal in future years on similar terms. All interested vendors must submit responses online through COMMBUYS, including documentation demonstrating their qualification and ability to provide the same or comparable proprietary product or service. Vendors must complete required forms including the RFR Required Specifications, Commonwealth Terms & Conditions, Contractor Authorized Signatory Listing, W-9 form, and Standard Contract Form. All vendors awarded contracts must maintain active COMMBUYS accounts throughout the contract duration. The HPC selected this procurement approach to ensure the process remains open, fair, and competitive while achieving best value for the Commonwealth.

Due Diligence Posting of Notice of Intent to Purchase a Proprietary Product or Service
The Health Policy Commission (“HPC) of the Commonwealth of Massachusetts announces its intent Purchase a Proprietary Product or Service pursuant to the Commonwealth’s Due Diligence Posting policy, to contract with Eversana (“Offeror”), pending the results of this Notice of Intent (“Notice”).
Description
Pursuant to its authority under M.G.L. c. 6D and its continuous work to analyze and understand the costs of prescription drugs and the prescription drug market, the HPC seeks information on international drug prices. Navlin is a drug pricing and market access database that covers more than 100 countries. Accessing this data will advance the HPC’s research efforts in support of its statutory mission.
The HPC is seeking two (2) years of access to the Eversana’s Navlin international pricing data for up to 30 countries. The HPC intends to pay $25,000 per year, for a total of $50,000 to Eversana for access to this proprietary data. The HPC also may renew access to the Navlin in future years on similar terms.
The HPC is posting this Notice rather than conducting a full procurement because the HPC believes this opportunity represents best value to the Commonwealth and is utilizing this Due Diligence Posting to ensure that the process is open, fair and competitive.
Determination of Other Interested Vendors The intent of this posting is to determine if there are any other interested and qualified vendors. Any such vendors must submit documentation that they can also provide the same proprietary product or service.
Response Requirement and Deadline All Vendors interested in responding to this Notice, other than the Offeror, regardless of prior communications with the HPC, must submit a Response to this posting containing evidence of their qualification and interest. All required information must be submitted by 5:00 PM (prevailing Eastern Time) on Wednesday, January 21, 2026.
For questions about this Notice, please contact HPC-Procurement@mass.gov.
If, after the posting deadline has passed, interest is generated by this Notice, the HPC will review all Responses and will determine whether they will accept an offer from another vendor offering a comparable or better value than the Offeror in their Response.
