About this file

This is a Mission Requirements Document (MRD) for NOAA's Geostationary Extended Observations (GeoXO) program, version 2.1, which defines Level IIa interface, functional, and performance requirements for the GeoXO satellite series mission.

The document details requirements for a system of three geostationary satellites - two GeoI satellites (East at 75°W and West at 137°W) carrying the GeoXO Imager (GXI), Lightning Mapper (LMX), and Ocean Color Imager (OCX), plus one GeoS satellite (Center at 105°W) carrying the Hyperspectral IR Sounder (GXS) and Atmospheric Composition (ACX) instruments. Key requirements include satellite lifetime of 5 years on-orbit storage plus 10 years of operations, system availability of 0.90 per month for High Availability Products, and specific performance parameters for each instrument. The ground segment must support mission management, product generation, and product distribution through the NESDIS Common Cloud Framework (NCCF). The document includes detailed specifications for spatial resolution, spectral bands, refresh rates, and data latency for each instrument's observations, along with navigation and calibration requirements.

3 Mission Requirements

3.1 Mission Overview

3.1.1 Mission Objectives

Two Government identified Primary Mission Essential Functions (PMEFs) for DOC are the responsibility of NOAA and are critically dependent on the satellite systems acquired and operated by NESDIS:

• DOC #2: Provide Satellite Imagery: Collect and provide the Nation with critical intelligence data, imagery, and other essential information for predictive environmental and atmospheric modeling systems and space-based distress alert systems by operating NOAA-controlled satellites, communications equipment, and associated systems; and,

• DOC #3: Provide Meteorological Forecasts: Provide the Nation with environmental forecasts, warnings, data, and expertise critical to public safety, disaster preparedness, all hazards response and recovery, the national transportation system, safe navigation, and the protection of the Nation’s critical infrastructure and natural resources.

Global observations of the Earth system (atmosphere, oceans, land and ice surfaces, and the biosphere) are the foundation for meeting the DOC PMEFs and NOAA mission.

Observations from space are a key component of the Earth observing system and are the major observation types that determine the accuracy of weather forecasts in the time range of up to two weeks and support now casts and warnings associated with severe weather events. These observations are critical for atmospheric characterization to improve weather and climate understanding and forecasting, and vital for marine and coastal ecosystem and resources management.

GeoXO capabilities will:

• Support existing, and improved, severe weather forecasting and warnings capabilities, and the DOC’s PMEFs and NOAA mission

• Support national priorities for weather forecasting

• Improve forecasting and warning systems globally

• Support an integrated earth observing system providing accurate and reliable data

• Continue commitment to the Coordinating Group on Meteorological Satellites Baseline

• Support World Meteorological Organization’s strategic vision

• Support better initialization of NOAA’s national air quality forecasting capability and hazard and fire forecasting and warnings

• Support coastal and ocean resource management and the identification of harmful algal bloom and hypoxia conditions

• Support Ocean and Coastal Blue economy initiatives

3.1.2 Mission Architecture

The GeoXO System shown in Figure 1 consists of segments for space and launch and for ground. A brief description of the segments is contained in the following paragraphs. A more detailed description is contained in the GeoXO Concept of Operations (CONOPS), 410-XO-CONOPS-0004 [Reference Document 1].

Figure 1: GeoXO Constellation

(CCR-X00238)

3.1.2.1 Space Segment Description

The Space Segment consists of the spacecraft bus, instrument payload, and associated communications equipment. There will be three Government Owned Spacecraft, two flying in the East/West positions and one flying in the Central position in Geostationary Orbit. The spacecraft will be 3-axis stabilized and capable of the fine pointing control necessary for mission requirements. The Primary instrument of the GeoXO space segment is the GeoXO Imager (GXI) that will provide climatic, synoptic, and mesoscale imagery for global and Continental United States (CONUS) forecasting and severe weather warning. The GXI is only located in the East and West orbital locations. Other instruments on the East and West satellites will consist of the Lightning Mapper (LMX) and the Ocean Color Imager (OCX). Coverage from both satellites is needed to provide full coverage for imaging, lightning mapping, and ocean color. These two satellites will be referred to as GeoI. Additionally, GeoI will provide auxiliary communication services in support of the Data Collection System (DCS). On the GeoXO Center satellite, the GeoXO Hyperspectral IR Sounder (GXS) and Atmospheric Composition (ACX) will be flown. In addition to these two instruments, a Partner Instrument, should it be provided, will be flown. This satellite will be referred to as GeoS.

(CCR-X00238)

3.1.2.2 Launch Segment Description

The Launch Segment provides those assets and services associated with the launch vehicle (LV) and the payload integration. Included, along with the LV are all the ground support equipment, property, and facilities to integrate the spacecraft to the LV, verify their integration, conduct pre-launch testing with the ground system, and launch operations.

3.1.2.3 Ground Segment Description

The GEO Ground Segment (GS) is comprised of three functional architectural categories: Mission Management, Product Generation, and Product Distribution. These categories have been defined as a basis for grouping functional elements and are not intended to specify implementation or design.

The Mission Management (MM) functional grouping includes mission scheduling, satellite (spacecraft and instrument) operations, satellite state-of-health trending, orbital analysis, and ground system operations. The Product Generation (PG) functional grouping includes algorithm support, processing of raw science data, and processing to Level 1b (including calibration, navigation and registration). The Product Distribution (PD) grouping includes the distribution of Level 0 and Level 1b products to the NESDIS Common Cloud Framework (NCCF) for distribution, stewardship, and further processing. GeoXO High Rate Data (see section 5 Definitions), GeoXO Medium Rate Data (see section 5 Definitions), and DCS data will also be available via NCCF.

3.1.3 Concept of Operations Summary

This section offers a description of the East/West and Center satellites and where the GEO Ground Segment is expected to operate during the lifetime of the GeoXO mission extending from 2032 through at least 2050 (or the equivalent duration if starting later).

GeoXO Satellites will have a total of six operational locations, as summarized in Table

2. The expected operational locations for the GeoI Satellites are 75°W (further referred to as East) and 137°W (further referred to as West). The expected operational location for GeoS is 105°W (further referred to as Center). Any GeoXO satellite stored on-orbit will be located at 94°W, with any secondary storage at 92°W.

The location for testing on orbit (check-out) is 88°W. Data from the instruments are packetized in CCSDS data format and transmitted via X-band to Wallops Command and Data Acquisition Station and a Consolidated Backup facility (CBU), formerly known as Remote Backup facility (RBU).

The GEO Ground Segment will operate from three sites: the NOAA Satellite Operations Facility (NSOF) in Suitland, MD, the Wallops Command and Data Acquisition Station (WCDAS), and CBU located at a geographically diverse site of Fairmont, WV. This remote site location will have visibility to operational and on-orbit satellites. The Enterprise Management (EM) function lies over all GEO Ground Segment components and locations.

Full detail of the concept of operations is contained in the GeoXO Concept of Operations (CONOPS), 410-XO-CONOPS-0004 [Reference Document 1].

Horizontal resolution is defined as the finest horizontal spatial element of the product measured at nadir.

3.3.3.3 Navigation

Navigation is defined as the accuracy of the geolocation of collected data to the appropriate earth or other reference frame.

The GeoXO System will navigate the GeoXO series Level 1b data (which meets instrument image navigation and registration requirement for earth-looking instruments).

Note: The navigation requirements are applicable during nominal operations.

3.3.3.4 Product Refresh Time

Product Refresh Time is defined as the time between the completion of the nth update of the product and the completion of the (n+1)th update of the same product.

The mission product will be refreshed by the GeoXO system, while meeting the mission product data latency, when new data from the product coverage region is available.

Discussion: The GeoXO baseline product tables list refresh times for products.

However, GXI data may be produced more frequently than the listed times, particularly due to the different scan modes of GXI.

3.3.3.5 Mission Product Data Latency

Mission Product Data Latency is product dependent and is defined as the time from the collection of the last photons through the time that the data is converted to Level 1b and made available to the NCCF.

3.3.3.6 Product Parameter Verification Criteria

The product parameter requirements in Section 3.3 of the MRD will be verified based on the following classes of criteria: Not To Exceed (NTE), 1-sigma and 3-sigma (distribution statistics, at less than |μ+3σ| or |μ+ σ|).

Radiometric Calibration: 1σ Product Navigation: 3σ Product Refresh Time: NTE Mission Product Data Latency: 3σ

3.4 Space Segment Requirements

The GeoXO Space Segment shall employ spacecraft with a reliability of at least 0.73 after 15 years

Reliability is defined as the probability that each spacecraft performs its required functions over a fifteen-year period (five years on-orbit storage plus ten years on-orbit operation). The required performance of the spacecraft includes all functionality required to produce HAP user products.
