About this file

This is a memorandum from NOAA's Office of Geostationary Earth Orbit Observations to vendors responding to the GEO Ground Request for Information, dated December 2, 2024. The memo outlines planned updates to the Geostationary Ground System Sustainment (GGSS) Functional and Performance Specification (F&PS) document that will occur between the current technical baseline and the GMSE projected contract transition date in 2028.

The memo details two main categories of updates: 1) Cloud Migration of Data Operations, which includes changes to deployment location restrictions, DO capabilities specifications, product generation requirements, and modifications to extensibility/modularity/scalability requirements to account for cloud computing benefits; and 2) System Simplification, which involves removing the OSL-2 location, reducing on-premises footprint, decommissioning the SCADA Operations Zone Development Environment, Raw Data Recorder, and Antenna Link Monitor. Additional capabilities to be retired include the triply redundant MM server as launch commit criteria, T&C Last Ditch Servers, and the Mission Management Test and Demonstration System. Some requirements removed from GGSS may be reintroduced in GeoXO requirements for implementation in the 2030 timeframe.

SUBJECT: Planned Updates to GGSS F&PS Document

The Geostationary Ground System Sustainment (GGSS) Functional and Performance Specification

(F&PS) document included in this RFI represents the current technical baseline, updated since the development of the system to reflect the added, removed and update capabilities. There are several major updates to the system planned between the technical baseline represented in the attached F&PS and the GMSE projected contract transition date in 2028, falling into the two main categories of 1) cloud migration and 2) system simplification. The updates to the F&PS to account for these planned updates are currently underway. Some of the requirements that are removed from GGSS may be re-introduced in the GeoXO requirements due to anticipation of a new solution being implemented in the

2030 timeframe.

The types of requirements potentially impacted by the two main updates to the system are:

1) Cloud Migration of Data Operations to Cloud

a. Deployment location restrictions (Section 4.2)

b. Specification of DO capabilities to on-premises sites for primary or backup purposes

(throughout)

c. Product Generation and Dissemination requirements pertinent to processing locations

(as specified in Sections 7 and 8)

d. Separation of requirements (or solutions) for areas such as Enterprise Management, Configuration Management, Auditing between on-premises and Cloud. In some cases requirements are high-level to be applicable to cloud and on-premises solutions separately, but rationale may need to clarify that common solutions are not required.

e. Extensibility, Modularity and Scalability (Section 4.14) will be modified to take cloud computing benefits into account

2) System Simplification

a. Removal of the OSL-2 location

b. Reduction in on-premises footprint including removal of Product Processing Zone

(PPZ) with DO move to Cloud and reorganization of existing environments

c. Decommissioning of SCADA Operations Zone (SOZ) Development Environment

d. Decommissioning of Raw Data Recorder

GEO Memo: Planned Updates to GGSS F&PS 12/2/24

e. Decommissioning of Antenna Link Monitor as represented in GGSS requirements

Although not directly related to requirements, there are a series of additional capabilities that will be retired from the system:

a. Removal of a triply redundant MM server as launch commit criteria

b. Decommissioning of T&C Last Ditch Servers

c. Retirement of the Mission Management Test and Demonstration System (MMTDS)
