About this file
This is a Ground Segment Design Description document (GSDD_SE-07, Revision P) prepared by L3Harris Technologies for NOAA's Office of Geostationary Earth Orbit Observations and NASA/Goddard Space Flight Center. The document details the design of the GOES-R Ground Segment (GS), which operates from three main sites: NOAA Satellite Operations Facility (NSOF) in Suitland, MD; Wallops Command and Data Acquisition Station (WCDAS) in Wallops, VA; and the Consolidated Backup (CBU) facility in Fairmont, WV.
The document outlines the GS architecture and functionality, including satellite operations, product generation and distribution, and enterprise management capabilities. Key components include Mission Management (MM), Product Generation (PG), Product Distribution (PD), and Enterprise Management (EM) functions distributed across the three sites. The system processes data from multiple instruments including the Advanced Baseline Imager (ABI), processes it into various product levels (L0, L1b, L2+), and distributes it to users via GOES Rebroadcast (GRB) and other channels. The design includes significant redundancy and backup capabilities, with the CBU able to take over critical functions within 5 minutes if needed. The document also details security implementations across two domains - the SCADA Security Domain (SSD) and Non-SCADA Security Domain (NSD), with specific protocols for cross-domain operations and data handling.

1.0 SCOPE
This document describes the design of the GOES-R Ground Segment (GS). The initial issue of this document described the Preliminary Design of the GS; subsequent revisions to this document have been generated for significant design changes driven primarily by:
• Critical Design Review (CDR)
• Server Replacement with Virtualization (ECP 033)
• Remote Access and Development (RAD)
• Compact Coronagraph (CCOR) instrument for GOES-U/GOES-19
• Space to Ground Communication (SGC) Obsolescence/Replacement
This revision of the document reflects the “end state” of the GS design for the items listed above.
1.1 Identification
The Ground System Design Document, GSDD_SE-07 (originally developed as a deliverable under
Contract DG133E-09-CN-0094), describes the design of the Geostationary Operational Environmental
Satellite “R” Series (GOES-R) Ground Segment (GS). Updates to this document are provided in accordance with Contract 1332KP-23-D-NAAA0003.
1.2 GOES-R Ground Segment Overview
The National Oceanic and Atmospheric Administration (NOAA) operates a system of Geostationary
Operational Environmental Satellites (GOES) to provide continuous weather imagery and monitoring of meteorological and space environment data to protect life and property across the United States. Two
GOES satellites remain operational (75.2 degrees west and 137.0 degrees west longitude) at all times providing coverage for the eastern United States and most of the Atlantic Ocean and the western United
States and Pacific Ocean basin. Post-Launch Test (PLT) of new satellites is performed at approximately
89.5 degrees west longitude. After PLT, an on-orbit spare satellite is maintained at 105 degrees west longitude (or the PLT location) to permit rapid recovery from a failure of either of the operational satellites.
GOES satellites provide critical atmospheric, oceanic, climatic and space weather products supporting weather forecasting and warnings, climatologic analysis and prediction, ecosystems management, and safe and efficient public and private transportation.
The next generation GOES (designated the GOES-R Series) provides continuity of the GOES mission (at
75.2 degrees west and 137.0 degrees west longitude) and improvement of its remotely-sensed environmental data. The GOES-R System consists of the Space and Ground Segments. The Space Segment comprises the spacecraft bus, and its remote-sensing instruments and communications payloads. The
Ground Segment (GS), comprising all Earth-based functions, provides satellite operations and product generation and distribution.
The primary GOES-R instrument is the Advanced Baseline Imager (ABI) that provides full disk, CONtinental United States (CONUS), and mesoscale imagery for global and CONUS forecasting and severe weather warning. Secondary instruments include the Extreme ultraviolet and X-ray Irradiance
Sensor (EXIS), Solar Ultraviolet Imager (SUVI), Space Environment In-Situ Suite (SEISS), Magnetometer
(MAG) on GOES-R (GOES-16) and GOES-S (GOES-17), Goddard Magnetometer (GMAG) on GOES-T
(GOES-18) and GOES-U (GOES-19), Geostationary Lightning Mapper (GLM), and for GOES-U (GOES-
19) the Compact Coronagraph (CCOR). Additionally, GOES-R provides a set of communications services
2 NON-Export Controlled Information
(Unique Payload Services) in support of the Data Collection System (DCS), High-Rate Information
Transmission/Emergency Managers Weather Information Network (HRIT/EMWIN), and Search-and-
Rescue Satellite Aided Tracking (SARSAT).
The GOES-R GS operates from three sites. The NOAA Satellite Operations Facility (NSOF) in Suitland, MD houses the primary Mission Management (MM), and selected Enterprise Management (EM), Product
Generation (PG), and Product Distribution (PD) functions. The Wallops Command and Data Acquisition
Station (WCDAS), located in Wallops, VA, provides the primary space communications services, EM and
MM functions, and selected PG and PD functions for the production of the sectorized Key Performance
Parameters (KPPs) for distribution to Advanced Weather Interactive Processing System (AWIPS). The third site is the Consolidated Backup (CBU) facility in Fairmont, WV, which houses the GOES-R remote backup functionality. CBU functions as a completely independent backup for the MM and selected PG and
PD functions for the production of KPPs and GOES Rebroadcast (GRB) data, and is capable of concurrent and remote operations from NSOF and WCDAS. The CBU has visibility to all operational and on-orbit spare satellites. The KPPs consist of the L2+ Cloud and Moisture Imagery (CMI) (CONUS, Full Disk, and
Mesoscale) product and its sectorized products. In addition, there are two Operational Support Locations
(OSLs) – one located at the NOAA Center for Weather and Climate Prediction (NCWP) in College Park, MD, and the other at the GOES-R factory in Melbourne, FL. The OSLs provide additional GS operator workstation positions and WAN connectivity to the GS to support GS functions such as testing and deploying updates to the field, troubleshooting and resolving issues, and system monitoring. OSLs contain no servers hosting operational functions such as satellite command and control. Figure 1.2-1 provides an overview of the GOES-R System and GS. A terrestrial network between WCDAS, CBU and NSOF has been established for GRB data, referred to as Terrestrial GRB (TGRB) data, thus removing the dependency at NSOF on GRB uplinked/downlinked data.
Figure 1.2-1 GOES-R System and GS Overview
The satellites are commanded throughout their mission lifetime from the NOAA Satellite Operational
Control Center (SOCC) located at NSOF with the ground station radio frequency (RF) interface located at

WCDAS, or CBU. The engineering telemetry streams are received by WCDAS, and CBU, and ground relayed to the SOCC for processing and monitoring at all locations.
The raw sensor data are received at WCDAS and processed by the PG function at WCDAS to create L1b and L2+ (CMI, GLM and GLM Flash Extent Density (FED)) products. Sectorized KPP products are created from the L2+ CMI by the PD function and directly distributed to the National Weather Service
(NWS) Advanced Weather Interactive Processing System’s (AWIPS) Network Control Facility (NCF) where key NWS Weather Forecast Offices (WFO) and other AWIPS users get their data. GLM FED products are produced from the L2+ GLM data and directly distributed to AWIPS. L0 data are generated at WCDAS and delivered to the government provided Geo Product Access Services (GPAS) in the
GeoCloud, for use in calibration and validation activities, and for secondary distribution to the NOAA
National Centers for Environmental Information – North Carolina (NCEI-NC), via the GPAS. For GOES-
U (GOES-19) the CCOR instrument L0 data are sent to the NOAA Space Weather Prediction Center
(SWPC) and the SWPC Alternate Processing Site (APS) in near real-time and are archived in the GPAS.
The L1b and L2+ (GLM) products are then rebroadcast through the spacecraft GRB transponder. The GRB data are also sent from WCDAS/CBU via terrestrial network to NSOF where the remaining L2+ products are created. Ancillary data used in generating the L2+ products at NSOF are ingested from the Ancillary
Data Relay System (ADRS) function of the Product Distribution and Access (PDA) interface. At NSOF, applicable products are distributed to the PDA GOES-R Access Subsystem (GAS) component of the
Environmental Satellite Processing and Distribution System (ESPDS) for distribution to end users such as
National Environmental Satellite, Data, and Information Service (NESDIS), NWS, and other GOES data users such as the Comprehensive Large Array-data Stewardship System (CLASS) for long term archive and access supporting retrospective users of GOES data. Figure 1.2-2 shows the primary data flow through the system.

At the CBU, the raw sensor data are received through its RF interface and processed by the PG function and distributed by the PD function.
The GS includes separate development and integration and test (I&T) environments for the purposes of ongoing development and I&T throughout the GOES-R mission. Portions of these environments are

3.0 GOES-R GS DESIGN DESCRIPTION
Section 3 of this document discusses the overall GOES-R Ground Segment Design.
3.1 GOES-R GS Design Decisions
Table 3.1 summarizes the design decisions that apply to the design of the GOES-R GS. These design decisions were made by the government and were articulated in the GOES-R Functional and Performance
Specification (F&PS) provided as System Requirements.
Table 3.1 GOES-R Ground Segment Design Decisions
Title Design Decision(s) Rationale
Spacecraft navigation
The satellite navigation system uses the
Global Positioning System (GPS).
Autonomous operations are enhanced and navigation error contribution to product mapping accuracy is minimized.
Space-ground communications links
The satellite command uplinks are at S-band. The satellite telemetry downlinks are at S-band. The satellite instrument raw data downlink is at X-band. The
GOES Rebroadcast (GRB) uplink to the satellite is at X-band. The satellite GRB downlink is at L-band.
Selected bands driven by legacy and interoperability considerations
(commanding, telemetry, GRB downlink), and bandwidth availability (instrument raw data downlink, GRB uplink).
Space- ground interface protocols
The CCSDS family of network, link, and physical layer protocols for space-ground communications are used.
Open, standards-based protocols minimize life-cycle costs.
Command and
Telemetry
Exchange
The CCSDS Recommended Standard for
XML Telemetric and Command Exchange
(XTCE) is used to exchange satellite and instrument information needed by the GS.
Standards based exchanges improve interoperability with multiple OTS products and reduce life cycle costs.
Deployment locations
The GS is deployed at the NOAA Satellite
Operations Facility (NSOF) in Suitland, Maryland, Wallops Command and Data
Acquisition Station (WCDAS) near
Chincoteague, Virginia, and the
Consolidated Backup Unit (CBU) in
Fairmont, West Virginia. The NSOF and
WCDAS are the primary sites. The CBU is the backup site.
The use of existing facilities minimizes life-cycle costs.
Continuity of operations
The CBU site promotes the continuity of operations.
GOES operational mission continuity of operations requirements.
Space-ground communications site connectivity
Telemetry and commanding links at
WCDAS and CBU. GRB uplink and downlink at WCDAS and CBU.
Instrument raw data downlink at WCDAS and CBU.
A combination of legacy, real estate availability, and life-cycle cost considerations.

Title Design Decision(s) Rationale
External system connectivity
AWIPS connectivity at WCDAS and
CBU. PDA (GAS and ADRS) connectivity at NSOF.
A combination of GOES-R user requirements for products and life-cycle cost considerations.
GS partitioning The GS is partitioned into the Core
Ground Segment, the Antenna System, the
Timing and Frequency Reference System, the GOES-R Access Subsystem, the Space
Segment Command and Telemetry
Simulator and the Space Segment Satellite
Simulator.
Risk-reduction and programmatic.
Three Site
Satellite
Telemetry &
Command (T&C)
Satellite telemetry monitoring and commanding functions are available at all three sites.
Provides for continuity of operations, and operational flexibility.
Three Site
Satellite Data
Repository
Include a 5-day satellite telemetry and raw instrument data repository at NSOF
(telemetry only), WCDAS and CBU.
Provides for anomaly investigation, integration and test, and training.
Four Satellite
Extensibility
Extensibility to operate up to four satellites concurrently.
Allows satisfaction of operational mission requirements.
ISO Metadata Use applicable ISO metadata standards for
GOES-R products and produce ISO Series metadata for product types. Incorporate dynamic metadata into end product file formats.
Ensure GOES-R products are interoperable and support operational and climatology needs while reducing bandwidth use by eliminating redundant information.
Product File
Formats
Use Network Common Data Format
(netCDF-4), and Flexible Image Transport
System (FITS) file formats for products.
Utilize prevalent file formats for environmental products.
Core GS contains at least four
Elements
The Core GS to be implemented with four elements: Mission Management, Enterprise Management, Product
Generation and Product Distribution.
Customer directed in procurement.
IS as a fifth
Element
Collect network hardware, storage hardware and compute platforms into the
Infrastructure Element (IS).
Better management of selection and design of common hardware components. Consolidated storage across four elements (MM, EM, PG and PD). Optimized storage and network solutions across segment.
