OPENING REMARKS

All questions must be submitted in writing not later April 14, 2017.

Potential bidders’ questions posed orally during the pre-bid conference/site visit must be reduced to writing and provided to the Contracting Officer prior to the completion of the event.

Questions submitted and responses to such questions, or any additional information deemed necessary by the Government will be posted as an amendment to the IFB.

The Government reserves the right to post all questions received during this conference as an amendment to the IFB.

Potential bidders are responsible to check the electronic posting for amendments issued prior to the bid opening date. No oral understanding or agreement shall be binding on either party.

STATEMENT OF WORK

General Scope

The Contractor shall furnish all supervision, qualified personnel, administrative services, equipment, materials, supplies, and transportation necessary to provide the custodial support as defined in the SOW for facilities located at NASA Langley

Research Center and NASA buildings located on the adjacent Langley Air Force

Base, Hampton, Virginia.

CLIN 1 - Basic Custodial Services (SOW Section 3) include but are not limited to:

Floor Maintenance - carpeted and non-carpeted (SOW Sec 3.1) Stairways, Elevators, and Handicap Lifts (SOW Sec 3.2) Floor (Walk-Off) Mats and Floor (In-Set) Mats (SOW Secs 3.3 and 3.4) Trash/Waste Collection and Removal (SOW Sec 3.5) Drinking Fountains (SOW Sec 3.6) Sinks, Including Shop Sinks (SOW Sec 3.7) Kitchen Areas in buildings other than the Cafeteria (SOW Sec 3.8)

BASIC CUSTODIAL SERVICES

CLIN 1 - Basic Custodial Services (SOW Section 3) include but are not limited to:

LaRC building 1197 for use as the Contractor Facility (SOW Sec 9.1)

Janitorial Closets or Storage Areas (SOW Sec 9.2)

One desktop computer and service to manage, integrate, control and record all work preformed under this contract. Computer shall only be used for this contract. (SOW Sec 9.3)

• Completed prior to the performance start date for the Base Period

• Contractor will be required to be fully operational on the effective date of the contract.

• A CLIN for Transition/Phase-in will not be used or separately priced.

• Offerors should refer to PWS Exhibit A when calculating its proposed unit prices and total bid. The total pricing for each year in Contract Exhibit B must equal the amount bid for the corresponding CLIN in Section B, Clause B.4.

• The FFP amounts in Section B.4 will take precedence over the offeror’s calculations that are disclosed in Contract Exhibit B.

• Ensure bid amounts are correct and no mistakes are made when inserting amounts for each CLIN in Pricing Schedule

M.3 - Evaluation of Bids based on Total Overall Evaluated Price

• Amount proposed in Section B, Clause B.4 (Pricing Schedule)

• Any bid may be rejected if determined to be unreasonable as to price.

Unreasonableness of price includes not only the total price of the bid, but individual line items as well any bid may be rejected if prices for any line items or sub-line items are materially unbalanced.

Ensure bid amounts are correct and no mistakes are made when inserting amounts for each CLIN in Pricing Schedule.

Award will be made to responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation. Award shall not be made until all required approvals have been obtained and the award otherwise conforms with 14.103-2.

Award is to be made in the aggregate (all-or-none basis)

Determination of Responsibility will be made prior to award IAW FAR 9.1:

Adequate financial resources, or ability to obtain them Comply with proposed performance schedule Satisfactory performance record (We define satisfactory performance as the following: Performance that meet contractual requirement. The contractual performance of the sub-elements contains some minor problems for which corrective action taken by the contractor appear or were satisfactory.).

Collective Bargaining Agreement (CBA) is effective during entire period of performance of contract.

Contract award can only be made to the small business concerns expressly certified by the Small Business Administration in the SBA 8(a) program. (See Section I.10 clause “Notification of Competition Limited to Eligible 8(a) Concerns (52.219-18) (January 2017).

The apparent successful offeror will submit a Safety and Health Plan.

1. Please provide the correct due date for Questions for the Government.

Answer: Please reference Section L, Paragraph L.7 & Section L, Paragraph L.8 Due date for questions to be answered at the site visit was April 04 2017. Due date for questions that arise after the site visit are due April 14, 2017.

2. Is there a fluctuation period in population/customers served that would cause an increase in the weekly or monthly supply costs?

Answer: As center operations increase or decrease, it is anticipated that the demands for supplies will also either increase or decrease.

3. Request the government define a WYE. Please confirm that a WYE is not the same as a Full-Time Equivalent (FTE).

Answer: Please reference Exhibit B Paragraph L. On and Near-Site Staffing Report

Questions

4. Phase 1 and 2 should be included in the firm fixed price quote.

Answer: Yes. Please reference Exhibit A Appendix A cleaning levels, and Appendix B Estimated Square Footage.

5. Based on the statement that the, “CO will notify the Contractor of changes to the requirement.” Are we to price Phase 3 and 4 into the FFP CLIN X001? If so, what is the square foot, area type and number of restrooms for buildings 2103 and 2104? Or will there be an Equitable/Price Adjustment at the time of the change?

Answer: NO. Please reference APPENDIX C (Since the anticipated move-in date for Building 2103 is not firm, the CO will notify the Contractor of changes to the requirements, specifications of that building, and completion date.)

6. Request the Government clarify the statement to read “The Contractor is responsible for installing any worn or broken Government Furnished items.”

Answer: Please reference Exhibit A Paragraph 3.17: Government Furnished Custodial Supplies/Items - The Contractor is responsible to provide all supplies unless specifically identified as Government Furnished. The Contractor shall notify the COR when it becomes necessary to replace Government Furnished items which may include but are not limited to dispensers (e.g., soap, paper towel and toilet paper), trash receptacles, feminine hygiene product disposal receptacles, and walk-off mats. The Contractor shall be responsible for the replacement of any worn or broken Government Furnished items.

8. Is the contractor required to replace the sand in these receptacles?

Answer: NO. Please reference Exhibit A, Performance Work Statement, Paragraph

3.12 Cigarette Ash/Butt Receptacles - The Contractor shall empty cigarette ash/butt receptacles and ensure that they are free of ashes and other refuse.
