QUESTION ANSWER

1. Are Clean Room Service Areas (SF) identified in Appendix B.

Refer to Appendix B of Exhibit A. The cleanrooms’ square footages are included in the overall square footage of the buildings that they are located in.

2. What is the Level of Service is to be performed in the Clean Rooms?

Refer to Appendices D, E, and F of Exhibit A which define the cleanroom procedures as well as the cleaning schedule/frequencies.

3. Are Clean Room Services priced under CLIN 001? If not, where should they be priced?

Yes, Clean Room Services are priced under CLIN 0001.

4. Can you provide an estimate of the weekly and monthly required labor hours to provide Clean Room Services?

It is the responsibility of the Contractor to determine the estimated labor hours for all services rendered.

5. Shall we price the costs for servicing buildings 2103 and 2104 in our proposal or will those be added as Modifications as they come on line?

The Contractor is not to price the cost of servicing Buildings 2103 and 2104 in its proposal.

Amendment 000002 revised Appendix B of Exhibit A to delete all references to Buildings 2103. Currently, the Government has not determined the cleaning levels or the square footage of those buildings. The CO will notify the Contractor through contract modifications on the requirements, specifications, and service start dates of those buildings.

6. How often are the restrooms cleaned in the Level 2 Sections of 1219 and 1222?

Refer to page 15 in Appendix A (Cleaning Level

2) of Exhibit A, “Clean/Service Restrooms/sinks in Medical Center Exam rooms - Daily.”

7. By “Porter Service” in Appendix A Level 2 Restrooms in 2102 do you mean we shall have a person standing by those restrooms every day from 8 AM until 6 PM? If not, can an explanation be provided?

Refer to page 15 in Appendix A (Cleaning Level

2) of Exhibit A, Restroom Porter Services will “clean at 8 am, 11 am, 1:30 pm & 6 pm.”

8. Are Terrazzo Floors in 2101 required to be stripped and waxed or sealed to protect the marble?

Refer to paragraph 3, Section 3.1.1 of Exhibit A on Non-Carpeted Floor Maintenance.

QUESTION ANSWER

9. Are the trash locations listed in Appendix G exterior pickup locations? Are these the only locations where we empty trash or do we also empty individual interior trash cans?

Refer to paragraph section 3.5 of Exhibit A, trash receptacles are throughout the buildings;

however, all collected trash shall be taken to a designated collection point (See Appendix G of Exhibit A).

10. Can you provide an estimate of the number of labor hours required weekly for Chair Setup in Building 2102? Appendix A Level 2.

Appendix A of Exhibit A states “as needed”;

therefore, an estimate cannot be provided.

11. What is the period of performance on the current contract?

The period of performance for the current contract is July 1, 2016 – June 30, 2017.

12. Is the awarded price of $1.6 million with the current contractor for one year or all years combined?

The award price of $1.6M is for a one-year period of performance.

13. Please provide current CBA / Employee Seniority list.

LaRC will follow the procedures established IAW FAR 22.1020. At The commencement of the succeeding contract, the contracting officer shall provide a copy of the list to the successor contractor for determining employee eligibility for vacation or other fringe benefits which are based upon length of service, including service with predecessor contractors if such benefit is required by an applicable wage determination.

14. Provide square footage of restroom facilities. Refer to the GIS link provided in L.9 BIDDERS

15. On the Level 3 Task List it says "Daily" for Restroom and Kitchen service, but then goes on to say "(to be completed before 8 am and in mid‐afternoon). Is it Daily or 2x Daily?

The task should be performed “2 times Daily”.

Refer to Amendment 000002 for the revised Appendix A.

16. Does the Terrazzo ever get stripped and re-waxed or just the tile?

Refer to paragraph 3, Section 3.1.1 of Exhibit A on Non-Carpeted Floor Maintenance.

QUESTION ANSWER

17. Has the PWS - Performance Work Statement changed at all, from what is currently being done by Alutiiq? If yes, what are the changes?

There were very minor changes to the Performance Work Statement. Please utilize the Performance Work Statement provided in the

IFB.

18. May we please have the data sheets on pages 17-22 of the PWS (Appendix B) as Excel files?

The IFB stands as is.

19. The last line of Section B Page 3 states “SUM

OF TOTAL AMOUNTS -- BASE, PLUS

OPTIONS (Including Total Maximum IDIQ Value (CLIN 0002)” However the corresponding box where the total would be listed is labeled “FFP” for firm fixed price. Is this correct, since CLIN 0002 is IDIQ? Please clarify.

Yes, it is correct because CLIN 0002 will be FFP using rates from IFB Section B.5.

20. The list of labor categories on page 4 of section B includes four labor categories for CBA-type work but which do not correspond to CBA job titles: General Laborer, Refuse Collector, Window Cleaner, and Recycling Worker. Please provide guidance as to what CBA job titles we should use for the above-cited Government-listed labor categories. Is the Government expecting the contractor to use SCA rates for these labor categories?

Please clarify.

It is the Contractor’s responsibility to determine the rates used for the four labor categories mentioned. Refer to instructions and cited note disclosed in IFB Section B.5.

21. The CBA labor categories associated with floor work (Floor Maintenance Leader and Floor Maintenance Specialist) are not included in the labor categories for hourly rates on page 4 of Section B. Does the Government not want such hourly rates because they have requested per square foot rates for floor work? Please clarify.

IDIQs for floor work will be priced out based on square footage. Refer to IFB Section B.5

QUESTION ANSWER

22. Attachment 4, Historical Data, cites two contracts, NNL16ADA62P – Alutiiq Commercial Enterprise LLC, and NNL16AA00C – Jackson’s Cleaning Service LLC. What is/was the period of performance for each of these contracts?

For NNL16AD62P – Alutiiq, please refer to response for question 11.

For NNL16AA00C – Jackson’s Cleaning Service LLC, the period of performance was October 1, 2015 to June 30, 2016.
