GOVERNMENT RESPONSE

24 Solicitation Section L.9 (d) (12) Solicitation Section L.9 (d) (12) states that offerors are to include “one (1) properly executed bid bond in accordance with NFS 1852.228-73.” Please confirm that this is the same as 48 CFR 1852.228-73 which states that “each bidder shall submit with its bid a bid bond (Standard Form 24) with good and sufficient surety or sureties acceptable to the Government, or other security as provided in Federal

Acquisition Regulation clause 52.228-1, in the amount of twenty percent (20%) of the bid price, or $3 million, whichever is the lower amount.”

NFS 1852.228-73 has been removed from the NFS. Amendment 0006 removed the reference from the solicitation.

Please refer to FAR 52.228-1 in section L.2 of the solicitation for bonding requirements.

25 Drawing No. 79K39838 Drawing No. 79K39838, Note 2. Sequence of Demolition Activities indicates that due to possible PCB-contaminated soils, the contractor may be required to turn over work areas to the Government for up to six months. Will the Government extend the Contract Completion Date accordingly for any delays caused by the discovery of PCB-contaminated soils?

The contract duration includes a 6 month window where the Contractor will not be able to perform work inside the potential PCB contaminated areas and setback boundary as indicated on Drawing No.

79K39838 Sheet EN 2. Demolition work can be performed in all other areas during this time. The 6 months are embedded in the whole contract performance period, including the time period between completion of CIF building (M6-0342) and turnover of the Headquarters building (M6-0399).

26 Solicitation p. 14, Section F.1 and F.2, RE:

Option 1 – DARCY Operations

F.1 Site Availability Date is listed as, “Concurrent with period of performance of Task 1 and Task 2.”

F.2 – Work Period is listed as 7:00 AM to 3:30 PM, Monday through Friday. However, it was indicated at the site visit that the current contractor only operates the DARCY two days per week. Is it the intent of the RFP for the contractor to fully manage and operate the DARCY for the full Work

Period listed in F.2 with the contractor’s own personnel and equipment for the duration of the project?

If the option is awarded, the contractor will operate the DARCY Monday thru Friday per the hours indicated at clause F.2. This would only be while the demolition operations are on-going. You're to bid per the description of CLINs 0003A and 0003B.

27 J-B-34 RECYCLING AND SALVAGING

MATERIALS (MAR 2014)

What is the recycling goal that has to be met under this contract? KSC has a center-wide recycling goal which this project will support. The Contractor shall recycle and salvage all materials indicated in this contract clause, and throughout the contract drawings and specifications. As a project we're pursuing a 51% recycling or salvaging goal by weight. This goal is not imposed upon the contractor, though the contractor is expected to identify and implement any means within contract scope to support this goal.

28 J-B-37 SCHWARTZ ROAD LANDFILL

OPERATIONS (OCT 2015)

Given the limited time that the KSC landfill/DARCY is operational, how many loads of debris can the landfill/DARCY process in a day?

Truck loads of material go through a weighing in at the single monitoring station. If properly identified

(a placard indicating project, site number and name, and contents is to be displayed on the windshield) it should take no more than 5 minutes for processing. The remainder of the time is transportation time.

You can assume 90% of the loads going into the DARCY, while demolition is on-going, will be from this project's demolition activities. The contractor is expected to manage the logistics of this activity accordingly in order to prevent a funnel effect at the landfill/DARCY.

29 H. 6 SAFETY AND HEALTH (MAY

2014)

Do we have to have a Site Safety Officer? The contractor is to provide a project safety officer to handle the multiple safety requirements on this contract.

30 E. 2 BASIC INSPECTION SYSTEM

(MAR 2016)

Do we have to have a Contractors Quality Control Manager? Yes, although it does not need to be a full time discipline. This function shall be addressed in the submitted contractor's quality control plan (a deliverable). Specifications, Part 1, Summary 4th paragraph states Contractor's Quality Control (CQC) System Manager and the Designer of Record, if applicable, to check and approve all items prior to submittal and stamp, sign, and date indicating action taken.

31 J-B-34 RECYCLING AND SALVAGING

MATERIALS (MAR 2014)

Are there any restrictions on the size of the concrete to be recycled? No.

32 J-B-34 RECYCLING AND SALVAGING

MATERIALS (MAR 2014)

Are there any restrictions on rebar in the concrete to be recycled? No. Rebar removal is a normal activity for a project of this size. An unquantifiable amount of rebar will still be embedded in the clean concrete deposited at the DARCY.

33 H. 6 SAFETY AND HEALTH (MAY

2014)

Do the contractors have to perform a pre-demolition engineering survey? Yes, refer to 79K39837 Specification section 02 41 00 paragraph 1.3.1, 1.7 and 1.11.

GOVERNMENT RESPONSE

34 H. 6 SAFETY AND HEALTH (MAY

2014)

Is there a requirement for erecting a construction fence around the buildings? A construction fence will be absolutely necessary at the HQ, M6-0399, site, eastern area, due to the immediate vicinity of the new Central Campus, which will be fully operational prior to the demolition activities. The contractor should expect to have personnel walking near that fence at any time of the day. In other areas there may be wide open expanses where no traffic or personnel is expected and in these areas a fence may not be required.

35 J-B-34 RECYCLING AND SALVAGING

MATERIALS (MAR 2014)

What are the dumping procedures at the landfill and DARCY? Do the contractors have to wait till all the debris have been covered?

Dumping procedures require the driver to follow the monitor's directions to the desired dumping area.

There's no expected wait time for covering debris.

36 J-B-37 SCHWARTZ ROAD LANDFILL

OPERATIONS (OCT 2015)

Does the non friable ACM (Cat II) have to be abated prior to demolition? If we can demolish the building using wet methods with non friable Cat II ACM in place, will the KSC landfill accept the debris?

No, only RACM and materials that will become RACM during demolition require abatement. The contract drawings also require selective abatement of non-friable materials. Refer to 79K39838 Sheet

EN1 Asbestos Abatement Note 2 and Sheet EN2 Environmental Notes 1-3, 79K39839 Sheet EN1

Are there any restrictions on the size of the debris that the landfill can handle? No.

50 Spec Section 028213 Does the ACM plan have to be prepared and stamped by a CIH? No, refer to 79K39837 Specification section 02 82 13.00 98, which requires the ACM plan to be signed by a Florida Licensed Asbestos Consultant.

51 Do all the personnel working onsite have to be US citizens? Can foreign nationals work onsite? Personnel must meet NASA badging requirements. Personnel who are US citizens, naturalized US

Citizens and US legal residents with green cards should meet badging requirements. Please contact

321-867-7763 for specific badging questions for any foreign nationals and the escort requirements that it may entail.

52 Is there a burrow pit for fill and top soil materials Contractor is to assume materials will be obtained off site for base bid.

53 Are all the salvageable and recyclable materials property of the contractor? See J-B-34 RECYCLING AND SALVAGING MATERIALS (MAR 2014) . No. Salvageable and recyclable materials are specifically called out in the contract clauses, contract drawings and

Specification 02 41 00. Generally, salvageable materials are turned over to the Government, while recyclable materials are given to the Contractor, with some exceptions as indicated in the contract documents. J-B-34 is being amended to include asphalt materials as salvage to the government. Also amended to include all metal as recycle material to be the property of the contractor. Amendment to follow making these changes.

54 Appendix “Asbestos Schedules (HQ and

CIF)”

This appendix includes a lot of data that needs to be transferred to estimating programs. Can we get these data in excel format? We understand we are responsible for data contained in the original NASA provided format.

No, this data is only available in pdf format. The Contractor is solely responsible for determining all quantities and estimations.

55 Temporary Electrical Service Are specifications available for provision of temporary electrical service? There are no specifications available. The government will not provide temporary electrical service.

Any means of temporary electrical service put in place by the contractor will need to follow OSHA

Standards.

56 Drawing D1 (79K39838) Note 2 under

Sequence of Demolition Activities due to possible PCB Contaminated Soils.

The Note states that the Contractor shall turn over PCB Contamination Areas for up to 6 months, however, at the site walk it was stated that the KSC Headquarters Building (M6-0399) was not going to be released to the Contractor until August 31, 2017, and the required Contract Completion date was stated to be March 30, 2018. This is only a 7 month period and does not leave any time to perform work required at the KSC Headquarters Building. Is the Government going to revise the Contract

Completion Deadline to allow for the required 6 month Government PCB Remediation?

The 6 months are embedded in the whole contract performance period, including the time period between completion of CIF building (M6-0342) and turnover of the Headquarters building (M6-0399).

57 Secftion C.2 Item (b) DARCY Operations It was indicated at the site walk that DARCY and the KSC Class III landfill standard operating hours are Tuesdays and Thursdays only. This does not appear to be sufficient to meet the work requirements in the 16 week CLIN 0003 Option 1 description. Will the Government extend the operating hours at the landfill and DARCY to accommodate a 5 or 6 day per week working schedule?

The 16 weeks is a minimum time for the Option. This is why Sub CLIN 0003B is there. For the baseline, assume the same 2 days of operation as the landfill per clause J-B-37.

58 Attachment J-E Appendix Will the Government provide the asbestos surveys for both the KSC Headquarters Building (M6-0399) and the Central Instrumentation Facility (CIF) M6-0342, Hazardous Waste Shelter M6-0342B, GN2

Storage Area M6-0342C, Generator Enclosure M6-0342D and the Toxic Hazard Lab M6-0392?

Yes, refer to Data Manual Appendix B (Attachment KSC-TA-13017 App B)

(Section Paragraph/Page)

GOVERNMENT RESPONSE

59 Secftion C.2 Item (b) DARCY Operations The Government bid item for CLIN 0003, SUBCLIN 0003A contemplates 16 weeks of DARCY

Operations Services. It appears that these 16 weeks contemplated by the Government appear to be consecutive 16 week period, however, as stated at the site visit there is a long period of time between release of the CIF buildings and the Headquarters Building, not to mention the required up to 6 month period for PCB remediation at the Headquarters Building. Therefore the DARCY Operations Services might have to be broken up into several discreet operations periods, with mobilization and demobilization built in to accommodate Government project timing. Will the Government consider revising the CLIN 0003, SUBCLIN 0003A to accommodate the Governments scheduling requirements?

CLIN 0003A may cover only a portion of the HQ demolition period. CLIN 0003B will be providing any additional time required during the performance of demolition activities including CIF operations.

60 Solicitation - Bid Due Date Will the Government consider extending the due date an additional 2 to 3 weeks to accommodate answering of the questions, bidder review of any additional information provided by the Government in answer to questions, and to allow bidders to coordinate and receive the past performance questionnaires from customers?

See Amendment 0005 0005

61 (b) Statement of Work for CLIN 3 –

OPTION 1 – DARCY OPERATIONS

Statement of Work Item 2 states that the Demolition Contractor’s proposed stockpiling methodology must accommodate the storage of 80,000 tons of material and include adequate room (as determined by NASA) for a future crushing operation and associated processed material lay down area(s) and Item 3 states The Demolition

Contractor will be responsible for processing the incoming materials and loads that are a result of this contract for Deconstruct Facilities and Structures, HQ (M6-0399) & CIF

Group as well as materials and loads that are incoming from other active NASA construction sites herein referred to as NASA construction contractors. Where did the Government derive the quantity of

80,000 tons, what are the processing requirements for incoming materials (i.e. sorting, crushing, rebar removal, screening, stockpiling, etc.), what is the footprint of the NASA future crushing operations, and how many other loads of concrete are expected from other NASA construction contractors?

The estimated tonnage of 80,000 tons is a storage capacity goal. It's not the estimated number of tons to be deposited at the DARCY. The estimate going into the landfill and DARCY combined would be close to 1,000 tons/day if no additional days are available. This is approximately 7 trucks per hour, if the driver has all the required identification of the load and the material has been segregated properly.

Processing means, weighing, verifying load content as acceptable for the DARCY, directing where loads are to be deposited (i.e. to segregate concrete from fines (sub-base material), densifying by accommodation material that may have been improperly scattered, or piling material higher as needed for meeting capacity goal as well as accessibility for accepting additional loads. This doesn't include any crushing or screening. The footprint of a crusher and screening equipment is approximately 1/4 acre including the pile it creates. Accessibility for future deposits of raw material must also be considered. Other NASA construction contractor and tenants will deposit approximately 20 tons a year at the DARCY. The demolition contractor will deposit the majority of material at the DARCY.

62 (b) EVALUATION OF NON-PRICE

FACTORS (1) TECHNICAL

EXPERIENCE (i-vi), p. 84

The experience requirements are a bit stringent for many 8(a) companies to meet. We have two projects valued at $500,000 and $900,000 which fit well with the scope and nature of work and other requirements. Would the government consider reducing the contract dollar value of $1,000,000 and the building size requirement of 50,000 square feet?

No the dollar value will not be reduced. Please see Amendment 0006 changes to Section M.1 (b)(1)(ii) which reduces the number of projects that must fit that parameter.

63 (b) EVALUATION OF NON-PRICE

FACTORS (1) TECHNICAL

EXPERIENCE (i-vi), p. 84

Can prime contractors use the technical experience of non 8(a) subcontractors which meet the requirements for acceptability in this section?

Please see Amendment 0006 changes to Section M.1 (b)(1)(ii). In addition, relevant experience , in accordance with M.1.(b)(2) second paragraph, will be considered. This includes the possibility of using PPQs that refer directly to a major subcontractor.

64 (b) EVALUATION OF NON-PRICE

FACTORS (1) TECHNICAL

EXPERIENCE (i-vi), p. 84

We are an 8(a) company with successful and recent demolition experience; some of this occurred under multiple contracts which add up to the required value. Would the government allow 8(a) companies use a combined value and square footage under these contracts?

Please see Amendment 0006 changes to Section M.1 (b)(1)(ii). In addition, Section (No

Suggestions).(b)(1)(v) states that the demolished square feet of all contract/projects shall collectively total a minimum of 50,000 square feet. Several projects can collectively total 50,000. However, the offeror must submit projects in accordance with changes found in Section M.1 (b)(1)(ii)

65 (b) EVALUATION OF NON-PRICE

FACTORS (1) TECHNICAL

EXPERIENCE (i-vi), p. 84

With the specificity of non-price technical experience evaluation factors, is there an incumbent 8(a) performer in consideration for this opportunity?

No.

66 SF 1442, #13A Will the government consider granting a time extension for the response to allow more time for question and answer review and appropriate response adjustments?

110 Will we be provided water/power hookup? If not can we use the Fire Hydrants or are we going to be required to brink water tanks?

The government will not provide utilities or utility hookups directly to the contractor. The Contractor may use water from nearby hydrants without being charged. Amendment 0007 will make this change to clause I.16

111 Can we use the technical experience of our teaming partner or major subcontractor? Technical experience of teaming partners or major subcontractors can be used. Please also see

Amendment 0006 changes to Section M.1 (b)(1)(ii).

112 Will the land fill will be open 5 days a week No. Per J-B-45, the landfill hours of operations are restricted to Tuesdays and Thursdays from 0715 to

1500.

113 Under the base bid will the DARCY be open 5 days a week or just 2 unless the option 1 DARCY operations is utilized

The DARCY will be available only Tuesdays and Thursdays, under the base bid.

114 Specifications 3.1.5 Miscellaneous Metal Some as-built drawings were not supplied, please confirm interior wall of building M6-0399 and M6-

0342 are mainly steel studs and not wood 2x4's , and if so will the landfill take construction debris that contain steel studs? Or will the contractor be made to remove all metals from construction debris and salvage as scrap even though it is not cost efficient?

Generally both buildings have both steel and wood studs, depending on period of construction. The landfill will take construction debris that contains steel studs. However, the government requests that the contractor make an effort to reduce the amount of steel going into the landfill to support the government's recycling goals.

115 Will water be made available from fire hydrants in the vicinity and at no cost to the contractor? The government will not provide utilities or utility hookups directly to the contractor. The Contractor may use water from nearby hydrants without being charged. Amendment 0007 will make this change to clause I.16

The Contractor may use water from nearby hydrants without being charged. Amendment 0007 will make this change to clause I.16

117 Seven months is far too short a duration for the abatement and dismantlement of the Headquarters building, given the astronomical quantities of asbestos that must be removed prior to demolition. Will

NASA consider a longer duration for this evolution of the project?

The government will extend the period of performance by 4 months.

118 Please confirm that no work can be performed outside during Phase II lightning warnings [typical in the summer].

That is correct.

119 How long does NASA Shops have to respond to a utility outage request? Two weeks. See clause J-B-1.

120 Is ECATTS training required for all workers on site? No.

121 What are the restrictions for bringing in large [over-sized] equipment, such as track-hoes, etc.? Are there special permits required? Due to the massive traffic influx in the a.m. and outflow during certain hours in the p.m. are there time restrictions as well?

See clause J-B-5. In addition, all oversized vehicle entrance to KSC must be preceded by coordination with KSC security services at least 2 days prior. There are no special permits.

122 Please confirm that all the asbestos greater than 1% must be removed from the buildings prior to demolition and that it cannot be demolished in place with the buildings.

No, all Asbestos greater than 1% does not have to be removed from the buildings prior to demolition.

Only RACM and materials that will become RACM during demolition require abatement. The contract drawings also require selective abatement of non-friable materials. Refer to 79K39838 Sheet EN1

Asbestos Abatement Note 2 and Sheet EN2 Environmental Notes 1-3, 79K39839 Sheet EN1 Asbestos

GOVERNMENT RESPONSE

123 The blue paint on the exterior columns of Headquarters is identified as containing 1,174 ppm PCB's, which is well above the 500 parts per million threshold for PCB Bulk Product Waste. Will this paint have to be removed and turned over to NASA as hazardous waste prior to demolition?

These concrete columns may not be recycled at DARCY. Therefore, the paint may remain on the concrete columns and shall be disposed of as C&D waste at the KSC Class III Landfill. If the contractor removes the paint, the waste stream shall be considered hazardous PCB waste and shall be turned over to NASA following the PWQ/TRP process. However, if the paint is removed, the concrete columns will still not be allowed to be recycled at the DARCY.

124 RFP p. 6, Section C.2 (b) The RFP p. 6, Section C.2 (b) 3 states that “the Demolition Contractor will be responsible for processing the incoming materials and loads.” Can the Government more clearly specify what is intended by “processing”? Does the Government mean to say that the Demolition Contractor will be responsible for “handling” the incoming materials and loads?

Processing means, weighing, verifying load content as acceptable for the DARCY, directing where loads are to be deposited (i.e. to segregate concrete from fines (sub-base material), densifying by accommodation material that may have been improperly scattered, or piling material higher as needed for meeting capacity goal as well as accessibility for accepting additional loads.

125 RFP p. 6, Section C.2 (b) With the Landfill and DARCY operation only open 2 days a week, the demolition process will most likely move faster than KSC can receive the material.
