EXECUTIVE SUMMARY
The work to be performed under this project consists of providing the labor, equipment, and material to close/demolish selected facilities at Kennedy Space Center (KSC, including KSC’s Headquarters Building (M6-0399) and the KSC Central Instrumentation Facility (CIF, M6-0342). The scope of work also includes demolition of facilities ancillary to the CIF, consisting of the Toxic Hazards Lab (M6-0392A), Hazardous Waste Staging Shelter (M6-0342B) and Tank Containment (M6-342C).
Base bid work consists of demolishing and disposing of permanent facilities at KSC. Facility demolition consists of dismantling, scrapping internals, abating asbestos, segregating universal waste, taking toxic constituent precautions, decommissioning utilities, preparing for disposal, and disposing of materials. The ground will be sodded and match existing grade.
The Auditorium and Training Building (M7-0351) will remain in service; therefore, the work also consists of providing the labor, equipment, and materials to reroute all utilities serving this facility from Headquarters.
The work also includes providing the labor, equipment, and materials to remove Headquarters from the central chilled-water system.
Removing the south parking lot circuitry from Headquarters is also part of this project. The parking lot will be relighted in the process using existing poles and providing new LED style luminaires.
This manual provides the standard NASA review of procedures for handling asbestos-containing material (ACM), construction and demolition debris (C&DD) including specific types of waste material expected and disposal options, and impacts to threatened and endangered (T&E) species.
This project also includes crushing and stockpiling unpainted concrete and hauling the material to the Diverted Aggregate Reclamation and Collection Yard (DARCY) at the KSC Class III Landfill.
The Contractor will perform the appropriate lock-out/tag-out procedures to ensure personnel safety in accordance with applicable Federal, State, and KSC requirements.
This project is within the boundaries of several identified solid waste management unit (SWMU) sites that are being investigated by the Remediation Group of NASA Environmental. A SWMU designation means that a site has had historical operations that may have had the potential to impact the environment. The requirements in this manual concerning management of soil and groundwater must be complied with during demolition activities.

FLAGS/NOTES AND DEFINITIONS
PQL: Practical Quantitation Limit.PQL
B Results are based upon membrane filter colony counts that are outside the method indicated ideal range.
I The reported value is between the laboratory method detection limit (MDL) and the practical quantitation limit (PQL).
J Estimated value.
K Off-scale low; Actual value is known to be less than the value given.
L Off-scale high; Actual value is known to be greater than value given.
M Presence of analyte is verified but not quantified; the actual value is less than the MRL but greater than the
MDL.
N Presumptive evidence of presence of material.
O Sampled, but analysis lost or not performed.
Q Sample exceeded the accepted holding time.
T Value reported is less than the laboratory method detection limit. The value is reported for informational purposes only and shall not be used in statistical analysis.
U Indicates that the compound was analyzed for but not detected.
V Indicates that the analyte was detected in both the sample and the associated method blank.
Y The laboratory analysis was from an improperly preserved sample. The data may not be accurate.
Z Too many colonies were present (TNTC); the numeric value represents the filtration volume.
? Data are rejected and should not be used. Some or all of the quality control data for the analyte were outside criteria, and the presence or absence of the analyte cannot be determined from the data.
* Not reported due to interference.
Confirmation result exceeds 40% RPD, lower result reported due to interference.GC-07
