Amendment 1

Architect-Engineering Services (AES) Request for Qualifications (RFQ) Questions and Answers

Note: The questions that are listed in this document were reproduced exactly as they were submitted.

Question 1: Is there total page limitation to the proposal?

Response 1: No, only Sections F and H have page limitations as identified in

Section D.1 of the RFQ.

Question 2: Please confirm the 30 page limit for the 6 projects required for Section F.

Response 2: There is a 30 page limit for the six projects required for Section F.

Question 3: Making the forms 12 point Arial Font with one inch margins pushes most pages of the forms to two pages. Is this ok? Ie. Part 2 is now two pages minimum.

Response 3: The Standard Form 330 shall be used with its default formatting.

See revised Section D.2 of the RFQ to clarify additional page formatting. Additionally, the Standard Form (SF) 330 along with extra pages for each Section of the SF 330 have been included as Attachment 3 to the RFQ.

Question 4: Do all sub consultants need to be SAM registered?

Response 4: No, only the prime contractor needs to be registered in SAM.

Question 5: Will selected firms be responding to a Fixed Price Rate proposal fixing rates for all projects during the 5-year performance period upon selection?

Response 5: Yes, in accordance with Section A.6 of the RFQ, the “selected firms” with which the Contracting Officer may negotiate will receive a request for proposal (RFP) and be required to submit a Fixed Price Rate Proposal to include labor, overhead and other costs for the 5-year period of performance for negotiation by the Contracting Officer prior to contract award. The negotiated agreement will be incorporated into the contract and used in the pricing of Firm Fixed Price task orders.

Question 6: Does the Small Business Subcontracting Plan (SBSP) also apply to every proposal submitted by a selected firm over the 5-year performance period or is a specific SBSP required for each proposal made by the selected firm?

Response 6: In accordance with Section A.6 of the RFQ, the “selected firms” with which the Contracting Officer may negotiate will receive an RFP and will be required to submit a small business subcontracting plan that must be approved by the Government prior to contract award. A SBSP is only required at the contract level.

Question 7: Is SAM registration required for contractors but not selected A/E firms? If applicable to selected firms is it done only once after “selection” and prior to any contract award?

Response 7: A/E firms selected for negotiations as a result of any action from this solicitation shall be registered in the SAM database prior to award of any contract. Registration shall be maintained for the duration of the contract.

Question 8: Is proof of Texas and New Mexico registration to be provided after being listed as one of the most highly qualified firms but no yet one of the selected firms?

Response 8: In accordance with Section A.9 of the RFQ, A/E firms selected for negotiations will be asked in the Request for Proposal to provide proof that the firm is permitted by law to practice the professions of architecture and engineering.

Question 9: Can respondents submit more than the 6 projects required for section F?

Response 9: No, projects submitted in excess of the 6 projects required for Section

F will not be evaluated by the Government and will be returned to the respondent. See revised Section D.4 of the RFQ.

Question 10: The NAICS Code used implies an Architectural Small Business set aside.

Is this in fact a small business solicitation or is it open?

Response 10: This acquisition is being conducted under full and open competition procedures in accordance with the Section A.2 of the RFQ.

Question 11: We are interested in including a particular small business environmental consulting firm on our team for the A-E Services opportunity. Would NASA view it as a conflict if this small business environmental firm currently holds an environmental contract with Johnson, as some of the scope in the solicitation may overlap?

Response 11: An analysis of organizational conflicts of interest will need to be completed in order for the Government to make a determination whether there is a conflict. It is likely that there would be a conflict if the scope in the solicitation overlaps, and a mitigation plan proposed by the offeror for NASA’s consideration will need to be approved and implemented to ensure that any conflicts are resolved and do not impair work being completed.

Architect-Engineering Services (AES) Request for Qualifications (RFQ) Change Summary

1. The second paragraph under Section 1. Specialized Experience and

Technical Competence, page 5, is revised to clarify that the reference to solicitation Section C.2 is strictly for the definitions of recent and relevant.

2. Section D.2, page 11, is revised to clarify that the Standard Form 330 shall be used for responses and that the page definition is for pages that don’t have a SF 330 sheet.

3. Section D.4, page 12, is revised to clarify that pages and projects submitted in excess of the limitations specified in the solicitation will not be evaluated by the Government and will be returned to the respondent.

4. Section F.2, page 13, is revised to extend the date for submittal of the SF330 packages and Past Performance Questionnaires.

5. Standard Form 330 is added as Attachment 3 to the RFQ.
