ARCHITECT & ENGINEERING SERVICES
REQUEST FOR QUALIFICATIONS
***ATTENTION: THE INSTRUCTIONS PROVIDED IN THIS SOLICITATION ARE IN
ADDITION TO THOSE PROVIDED ON THE SF 330, ARCHITECT-ENGINEER
QUALIFICATIONS.
A. DESCRIPTION
A.1 This is a request for Standard Form (SF) 330, Architect-Engineer (A-E) Qualifications, in accordance with the Brooks Act as implemented in Federal Acquisition Regulation (FAR) Subpart 36.6, Architect-Engineer Services and NASA FAR Supplement (NFS) Subpart 1836.6, Architect-Engineer Services. This requirement is for Multi-discipline A-E Services in support of National Aeronautics and Space Administration (NASA) Johnson Space Center (JSC), Center Operations Directorate (COD). NASA JSC COD facilities include the following:
Johnson Space Center (JSC), Houston, TX; Sonny Carter Training Facility (SCTF), Houston, TX; Ellington Field (EF), Houston, TX; and White Sands Test Facility (WSTF), Las Cruces, New Mexico. A-E firms meeting the requirements described in this solicitation are requested to submit a Standard Form (SF) 330 Parts I and II, and any additional information requested by this solicitation.
A.2 This acquisition is being conducted under full and open competition procedures.
The North American Industrial Classification System (NAICS) Code for this procurement is 541310, Architectural Services, which has a small business size standard of $7.5 million.
A.3 The Government estimates awarding at least two, but no more than three, A-E Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts under this solicitation. Each awarded contract will have a five (5) year performance period. The guaranteed minimum amount of work which may be required under the contracts is $1,000.
The maximum amount of all task orders under all contracts awarded under this solicitation shall not exceed $24,000,000 for the 5-year period of performance.
A.4 Work will be issued as fixed-price task orders under the A-E multiple award IDIQ contracts. Ordering of task order projects will be amongst the A-E multiple award IDIQ contract holders. The placement of orders will be consistent with FAR Subpart 36.6, Architect-Engineer Services.
A.5 In accordance with FAR 36.602-3, Evaluation Board Functions, an A-E Evaluation Board will be established to review responses to the solicitation, evaluate firms, hold discussions with at least three of the most highly qualified firms, and prepare a selection report for the designated Selection Authority. Firms will be ranked according to the numerical scores as evaluated by the Evaluation Board. At least three of the most qualified firms will be invited for an interview with the Evaluation Board. Based on the results, scores may be revised and re-ranked.

Pursuant to FAR 36.602-4, Selection Authority, final selection(s) will be made by the designated Selection Authority. This final selection shall be a listing, in order of preference, of the firms considered most highly qualified to perform the work. All firms on the final selection list are considered “selected firms” with which the Contracting Officer may negotiate beginning with the most preferred firm in accordance with FAR 36.606.
If a mutually satisfactory contract cannot be negotiated, the Contracting Officer shall obtain written final proposal revision from the firm, and notify the firm that negotiations have been terminated. The Contracting Officer shall then initiate negotiations with the next firm on the final selection list. This procedure shall be continued until a mutually satisfactory contract has been negotiated.
A.6 Respondents are put on notice that the “selected firms” with which the Contracting Officer may negotiate will receive a request for proposal (RFP) and be required to submit a Fixed Price Rate Proposal to include labor, overhead and other costs for the 5-year period of performance for negotiation by the Contracting Officer prior to contract award. Negotiations will be conducted in accordance with FAR Part 15, Contracting by Negotiation, beginning with the most preferred firm of the final selection. The negotiated agreement will be incorporated into the contract and used in the pricing of Firm Fixed Price task orders.
In addition, in accordance with FAR 52.219-9, Small Business Subcontracting Plan, large business firms selected by the Selection Authority will be required to submit a small business subcontracting plan that must be approved by the Government prior to contract award. The following small business subcontracting goals have been established for this acquisition:

- Women-Owned Small Business (WOSB) Concerns 1%
- HUBZone Small Business Concerns 0.01%
- Veteran-Owned Small Business (VOSB) Concerns 0.50%

A.7 In accordance with FAR 36.209, Construction Contracts with Architect-Engineer Firms and FAR 36.606(c), Negotiations, all interested contractors are hereby put on notice that no construction contract may be awarded to the firm that designed the project or its subsidiaries or affiliates.

A.8 All interested contractors are hereby put on notice that registration in System for Award Management (SAM) Database is required prior to contract award. Failure to register in the SAM Database may render your firm ineligible for award. For more information, check the SAM Website: https://www.sam.gov.
A.9 All interested contractors are hereby put on notice that all A-E firms must be registered architectural and engineering firms in the states of Texas and New Mexico to be eligible for award. The most highly qualified firms will be asked in the Request for Proposal to provide proof that the firm is permitted by law to practice the professions of architecture and engineering, (i.e., state registration number, or a brief explanation of the firm’s licensing in states that do not register firms, etc.).
Failure to submit the required proof could result in a firm’s elimination from consideration.
B. REQUIRED SERVICES
B.1 The professional services required include architectural, electrical, mechanical, environmental, civil, structural, and fire protection disciplines. In addition to multi-discipline experience, particular focus of specialized experience is required in (1) United States Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) capabilities and experience to meet NASA requirements for sustainable building design as mandated by NASA Procedural Requirements (NPR) 8820.2G, Facility Project Requirements, (See Attachment 1 to this solicitation); (2) Building Information Modeling (BIM) capabilities and experience in developing design packages utilizing BIM software; (3) Geographic Information System (GIS) capabilities and experience in developing design packages utilizing GIS processes; and (4) Owner’s Representative (OR) roles performed on design-build projects.
B.2 The A-E firm shall be capable of performing design analysis, planning, development, computer-aided design and drafting (CADD), pre-design site-assessment, feasibility and conceptual studies, design, geotechnical investigations and reports, environmental investigations, studies and reports, abatement and sampling, construction documentation, cost estimates, value engineering, life cycle costing, and post design services (PDS). PDS shall include shop drawing review, construction phase services, construction Requests for Information (RFI), and construction administration. Additional services include but are not limited to seismic design and analysis, topographic and boundary surveys to include mapping and analysis (including data collection and verification), historical and cultural resource investigations, design review, design construction cost reconciliation, environmental testing, statement of work review, site surveys and evaluations, remediation design, and Environmental Protection Agency (EPA) compliance assessment for hazardous materials such as petroleum products, automotive chemicals, asbestos, lead and radon. The A-E firm is also required to have expertise and knowledge of the design of Anti-Terrorism/Force Protection https://www.sam.gov/

(AT/FP) requirements, security and communications systems, fire protection and life safety systems, and other A-E services as may be required.
B.3 The A-E firm shall comply with NPR 8820.2G, Facility Project Requirements, which requires incorporation of sustainable design principles to the maximum extent possible to reduce life-cycle costs, implement pollution prevention principles, and minimize facility impacts on natural resources while maximizing occupant health, safety and productivity. All projects may not require the application of this NPR;
however, where it is appropriate, these design requirements shall be met through application of the USGBC LEED approach.
B.4 All work shall be performed by or under the direct supervision of licensed professional architects and engineers in the state the work is to be performed.
B.5 The A-E firms shall have the capacity to provide all the personnel to perform all the work identified.
B.6 The types of projects anticipated under the resultant contracts are:
• Office Buildings (New Construction and Renovations)
• Labs (New Construction and Renovations)
• Research Facilities (New Construction and Renovations)
• Utility Upgrades (Site Electrical, Steam, Potable Water, Chilled Water, etc.)
underground and above ground.
• Building and site mechanical systems
• Environmental
• Site improvements
C. EVALUATION
C.1 Selection Criteria
Each respondent’s SF 330 submittal package will be evaluated in accordance with FAR 36.6 procedures. The selection criteria, order of importance and weighting (points) of each criterion will be as follows:
1. Specialized Experience/Technical Competence - 400 Points
2. Past Performance – 250 Points
3. Professional Qualifications - 200 Points
4. Capacity - 50 Points
5. Other – 50 Points
6. Location - 50 Points

C.2 Selection Criteria Descriptions
The selection criteria descriptions (1 through 6) are provided below.
1. Specialized Experience and Technical Competence
Respondents shall substantiate the extent of their capabilities and experience with their responses in SF 330 Section F, “Example Projects Which Best Illustrate Proposed Team’s Qualifications For This Contract”.
Respondents shall include six projects as examples of their recent and relevant (Ref. solicitation section C.2, 2. Past Performance, 2.1) specialized experience and technical competence in the type of multi-discipline work required, including where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials;
Respondents shall also include demonstrated experience and capabilities with (1a.) USGBC LEED, (1b.) Building Information Modeling (BIM), (1c.) “Owners Representative” roles for design-build projects, (1d) GIS and (1e.) Environmental.
1a) USGBC LEED:
i. Respondents shall include, in SF 330 Section E, “Resumes of Key Personnel Proposed For This Contract”, the name(s) of the person(s) responsible for heading the project design team for LEED design. (SF 330, section E, block 12)
ii. Projects that are LEED certified, have been submitted for LEED certification or are LEED registered shall be identified as “LEED”, in parentheses, behind the title of the project. (SF 330, section F, block 21)
iii. Identify if the firm was a prime contractor or subcontractor and include the percentage of work performed. (SF 330, section F, block 24)
iv. For each LEED example project, provide names and roles of each
LEED professional that worked on the project (SF 330, section G).
v. For each LEED project, identify the certification level obtained, submitted for approval, and targeted for approval. (SF 330, section F, block 24)
vi. For certified projects, provide a copy of the final LEED construction application review received from the USGBC (This does not count towards the page limit.). For projects not yet certified, provide a
Page | 6 copy of the LEED scorecard(s) (This does not count towards the page limit.). Include size, cost of construction, building features and General Construction firms that built the project for both certified and non-certified projects. (SF 330, section F, block 24)
1b) Building Information Modeling (BIM):
i. Respondents shall include, in SF 330 Section E, “Resumes of Key Personnel Proposed for This Contract”, the name(s) of the person(s) responsible for heading the project design team for BIM design. (SF 330, section E, block 12)
ii. Projects that were designed using BIM shall be identified as “BIM”, in parentheses, behind the title of the project. (SF 330, section F, block 21) block 24)
iv. Identify the BIM software, technology and process used. Describe the BIM process used for program space validation, clash detection, clash reports, clash resolution and the value or success the use of BIM gained the project. (SF 330, section F, block 24)
v. Provide a sample of a BIM execution plan and a model progression matrix used for a typical project (This does not count towards the page limit.).
vi. For projects utilizing BIM design, include the size, cost of construction, building features and the General Construction firms that built the project. (SF 330, section F, block 24)
1c) Geographic Information Systems (GIS):
i. Respondents shall include, in SF 330 Section E, “Resumes of Key Personnel Proposed for This Contract”, the name(s) of the person(s) responsible for GIS implementation. (SF 330, section E, block 12).
ii. Projects where GIS was utilized shall be identified as “GIS”, in parentheses, behind the title of the project. (SF 330, section F, block 21).

iv. Identify the GIS software (Bentley/ESRI), technology and processes used. (SF 330, section F, block 24).
v. Identify projects utilizing GIS to capture, store, manipulate, analyze, and manage data that can be updated as construction progresses.

1d) “Owner’s Representative” role for design-build projects:
i. Projects whereby the respondent served as the “Owner’s Representative” for design-build projects shall be identified as “OR”, in parentheses, behind the title of the project. (SF 330, section F, block 21)
ii. Identify the respondent’s capability and experience in developing the bridging documents to turn over to the Design-Build contractor for execution of the project. (SF 330, section F, block 24)
iii. Identify the respondent’s capability and experience in acting as the
“Owner’s Representative” during the pre-solicitation activities through issuance of the Certificate of Occupancy on design-build projects. (SF 330, section F, block 24)
iv. For projects utilizing the Design-Build method, include the size, cost of construction, building features and the Design-Build firm that built the project. (SF 330, section F, block 24)
1e) Environmental:
Respondents that have capability in environmental disciplines shall submit information, in SF 330 Section H, “Additional Information”, demonstrating knowledge, proficiency, expertise, and associated certifications to provide the following type(s) of environmental engineering and support services:
i. Experience and expertise in assessing environmental (including natural, cultural, and socioeconomic) impacts associated with proposed construction projects. Provide a brief project description and the number of NEPA Records of Environmental Consideration associated with a determination of applicability of Categorical Exclusions, Environmental Assessments (EAs), Findings of No Significant Impacts (FONSIs) and/or Environmental Impact Statements (EISs) which were prepared in the past three years. In particular, describe projects involving any direct interaction/consultation with the State Historic Preservation Office (SF 330, section H, block 30).

ii. Experience and expertise, including applicable state certifications in preparing asbestos designs. Provide a description and number of asbestos designs and Asbestos Hazard Emergency Response Act (AHERA) type assessments prepared in the past three years for compliance with EPA asbestos regulations (40 CFR 763 Subpart E and Appendix C, Asbestos Model Accreditation Plan (MAP); 40 CFR 61.140 Asbestos National Emissions Standards for Hazardous Air Pollutants (NESHAPS); Texas Department of State Health Services (TX DSHS) asbestos regulations and other equivalent state agencies regulating asbestos designs and assessments. (SF 330, section H, block 30). Asbestos MAP compliant designs may include large facilities and equipment abatements by removal, encapsulation, or enclosure, in support of modifications, renovations and demolition projects.
iii. Experience and expertise, including applicable engineering disciplines to control effluents and emissions to the atmosphere, to surface water, and to groundwater, in accordance with applicable federal and state regulations (e.g., limitations applicable to new sources) and client-specific permit limitations, including air emissions operating (Title V) permit, Multi-sector general permits (industrial and storm water), Municipal Separate Storm Sewer Permit, and applicable pre-treatment requirements for discharges of industrial wastewater to the sanitary sewer. Provide a description and the number of air emissions, storm water and wastewater management design projects, which included preparing studies, plans, proposals and cost estimates in the past three (3) years with demonstrated compliance with National Pollution Discharge Elimination System (NPDES) and Texas Pollution Discharge Elimination System (TPDES) regulatory requirements (e.g.
discharge applications, designs meeting “no exposure” requirements, and designs for corrective actions and process improvements of surface and subsurface storm and wastewater systems). (SF 330, section H, block 30)
iv. Experience and expertise, including applicable certifications, for design and installation/removal of above and below ground tanks, tank systems, and/or equipment (e.g., electrical equipment) containing oil or hazardous substances regulated under federal and state programs, including SPCC (40 CFR 112) and RCRA (40 CFR 279). Provide a description and the number of bulk tank-related design projects, which included preparing studies, plans, proposals and cost estimates in the past three (3) years that demonstrated compliance with applicable design and remediation requirements.

v. Experience and expertise for design and installation of Industrial Solid and Hazardous Waste treatment, storage, accumulation and recycling facilities. Provide a description and the number of ISHW-related design projects, which included preparing studies, plans, proposals and cost estimates in the past three (3) years that demonstrated compliance with applicable design and permitting requirements. (SF 330, section H, block 30)
vi. Experience and expertise for design and installation of Potable water treatment and storage, facilities per applicable federal and state safe drinking water regulations. Provide a description and the number of drinking water-related design projects, which included preparing studies, plans, proposals and cost estimates in the past three (3) years that demonstrated compliance with applicable design and permitting requirements. (SF 330, section H, block 30)
vii. Experience and expertise, including applicable certifications such as corrective action specialists, preparing documentation leading to a designation of no further action by state and federal regulatory agencies. Respondents shall describe any direct experience communicating directly with regulatory agencies in support of their clients preparing permit applications or responding to Notices of Violations, Consent Orders, and Administrative Penalty Assessments (fines) issued by the U.S. EPA, the Texas Commission on Environmental Quality (TCEQ), Texas State Department of Health Services (TSDHS) Asbestos Programs Branch, or from any other environmental regulatory body (e.g., the U.S. Army Corps of Engineers regulatory branch for nationwide permits). Provide the date, location, brief discussion of the circumstances of each interaction, and date of final disposition of the matter or current status. (SF 330, section H, block 30)
2. Past Performance
The Government will evaluate Past Performance to assess how well recently performed work, relevant to the types of projects anticipated under the resultant contract, was performed. The Government will use the information received as one indicator of the respondent’s ability to perform under a resultant contract.
2.1 Recency Screening: Recency is defined as performance occurring within five (5) years of the date of this solicitation, except that ongoing projects must have begun no less than one (1) year prior to the issuance of this solicitation.
2.2 Relevancy Screening: Relevancy is defined as performance of work on projects that are similar in scope to the types of projects anticipated under the resultant contracts (Ref. solicitation section B.6).

2.3 The Government will evaluate recent and relevant (Ref. C.2, 2. Past Performance, 2.1 and 2.2) past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, compliance with performance schedules, responsiveness during follow-on construction services, and safety management. Respondents with no previous past performance shall so state when addressing the selection criteria.
2.4 Past Performance Questionnaires (Attachment 2 to this solicitation):
Respondents shall complete Section A (General Information) of the Past Performance Questionnaire and provide it to the Government representative as part of the SF 330 submittal package.
Respondents shall submit the Past Performance Questionnaire Sections B through D and the Cover Letter to each past performance Contracting Officer (or customer contact equivalent) and Project Manager (or customer contact equivalent) identified in its SF 330 Section F, “Example Projects Which Best Illustrate Proposed Team’s Qualifications For This Contract”.
Sections B through D of the questionnaire shall be completed ONLY by the contract customer. The contract customer shall complete sections B through D of the Past Performance Questionnaire and shall submit it directly to NASA/JSC via email (Ref. solicitation section E.1) by the SF 330 submittal package due date identified in the solicitation (Ref.
solicitation section F.2). Past Performance Questionnaire sections B through D will not be accepted from Respondents. Questionnaire sections B through D must come directly from the Respondent’s contract customer.
The Respondent bears the burden of providing relevant and timely references with accurate and current telephone numbers and addresses.
The Respondent is responsible for ensuring that the questionnaires issued by them are completed by the contract customer and submitted directly by the contract customer to NASA, Johnson Space Center, at the email address listed in section E.1 of this solicitation, no later than the SF 330 submittal package due date designated in this solicitation (Ref. solicitation section F.2).
Respondents are notified that the Government may use any additional sources of information available to it regarding the Respondent’s relevant experience and past performance and consider the information thus obtained as part of this evaluation.
3. Professional Qualifications
Professional Qualifications necessary for satisfactory performance of required services (Use only the SF 330);

4. Capacity
Capacity to accomplish multiple projects with concurrent performance schedules in the required time represented by part II of the SF 330 (SF 330, section H, block 30);
5. Other
Other evaluation criteria established for this procurement are:
5a) Experience with design considerations unique to the gulf coast such as high humidity, wind, soil type, subsidence and flood potential (SF 330, section H);
5b) An effective approach to cost estimating. Provide in SF 330 Section H, “Additional Information”, a brief narrative for the respondent’s cost estimating approach; it shall include any unique factors in the estimating approach for performing work in the Houston, TX area, specifically JSC, and Las Cruces, NM area for WSTF.
6. Location
Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project.
D. SF 330 SUBMITTAL PACKAGE PAGE LIMITATIONS
D.1 The following page limitations are established for each portion of the package submitted in response to this solicitation.
• SF 330, Part I, Section F – Limit 30 pages
• SF 330, Part I, Section H – Limit 20 pages
• See solicitation section C.2 and D.3 for items that are not a part of the page limit.
D.2 A page is defined as one side of a sheet, 8 1/2" x 11", with at least one inch margins on all sides, using non-compressed Arial font with single-spaced 12 point text. Foldouts count as an equivalent number of 8 1/2" x 11" pages. The metric standard format most closely approximating the described standard 8 1/2" x 11" size may also be used. Tables, captions, and graphics shall be formatted in a font no less than 12 point type.
D.3 Title pages and tables of contents, if applicable, are excluded from the page counts specified in solicitation section D.1. Information that can be construed as belonging in one of the other sections of the proposal will be so construed and counted against that section's page limitation.

D.4 Pages submitted in excess of the limitations specified in this solicitation will not be evaluated by the Government and will be returned to the respondent.
E. COMMUNICATIONS REGARDING SOLICITATION
E.1 Questions and comments regarding this solicitation must be submitted in writing via e-mail and directed to the Government representative indicated below. All questions or comments must cite the following: “Subject: Architect-Engineer Services Solicitation No. NNJ16571636R”.
Oral questions or those submitted by facsimile will not be answered.

Questions regarding this solicitation are due to the Government Representative no later than February 29, 2016, at 2:00 p.m. Central Standard Time.
E.2 Questions or comments should be submitted by the date above to allow for analysis and dissemination of responses. Late questions or comments are not guaranteed a response prior to the SF 330 submittal package due date. The Contracting Officer will issue a written amendment to this solicitation to answer questions.
F. SUBMISSION OF SF 330 SUBMITTAL PACKAGE
F.1 The SF 330 submittal packages shall consist of a completed SF 330 parts I and II, specific information addressing each of the six (6) selection criteria (Ref.
solicitation section C) described in this solicitation; the additional information required by this solicitation and past performance questionnaire section A (Ref.
solicitation section C.2, 2. Past Performance, 2.4). Respondents are required to meet all solicitation requirements in addition to those identified as selection criteria.
SF 330 submittal packages not consistent with the requirements and selection criteria of this solicitation may be determined unacceptable and removed from consideration.
F.2 SF 330 submittal packages, including Past Performance Questionnaires, shall be submitted no later than 2:00 p.m. Central Standard Time on March 23, 2016.
Respondents are responsible for ensuring SF 330 submittal packages, any revisions, and modifications are submitted so as to reach the Government office designated in the solicitation by the time specified in the solicitation. Any SF 330 submittal package, modification, or revision, that is received at the designated

Government office after the exact time specified for receipt is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late submittal would not unduly delay the acquisition;
and—
(a) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of submittal packages and was under the Government’s control prior to the time set for receipt of submittal packages; or
(b) It was the only submittal package received.
F.3 SF 330 Submittal packages must be marked and delivered in accordance with solicitation section H, “SF 330 Submittal Package Marking and Delivery”.
G. SF 330 SUBMITTAL PACKAGE PREPARATION INSTRUCTIONS
G.1 Respondents shall submit the indicated number of copies of the SF 330 parts I and II, questionnaire section A and the additional information requested by this solicitation. Respondents shall submit:
i. One original - SF 330 parts I and II, questionnaire section A and additional information requested by this solicitation, marked “Original”
ii. Three copies - SF 330 parts I and II, questionnaire section A and additional information requested by this solicitation

Originals shall be marked as “Original” for retention by the Contracting Officer.
All copies shall contain identical information and formatting. The Government will use the electronic copies in the evaluation process and may compare the electronic and paper copies. If a variation in content between any of the paper copies and the electronic one is noted, the paper copy marked “Original” will be considered the submitted SF 330 submittal package solicitation response.
Electronic media must be labeled or tagged with the RFP Number, Company Name, Date Prepared, and an indication of the files or range of files contained on the disk.
G.2 SF 330 submittal packages shall be organized as detailed below. Each SF 330 submittal package (original and copies) shall be separately bound in 3-ring binders that permit the binder to lie flat when open, shall be tabbed in accordance with the structure identified below and shall be prepared in accordance with the page limitations identified in solicitation section D, “SF 330 Submittal Package Page Limitations”. Staples shall not be used. All pages in
Page | 14 each binder shall be sequentially numbered. A cover sheet should be included in each binder, clearly marked with the Respondent's name, complete address with 9 digit zip code, DUNS number, Cage Code, phone number, facsimile number, e-mail address, date of response, title, copy number, and solicitation identification.
Provide the same information for all the teaming partners. Information not provided elsewhere in the SF 330 submittal package shall not be incorporated by reference. A table of contents shall be provided with each binder for ready reference to sections, figures, and illustrations.

H. SF 330 SUBMITTAL PACKAGE MARKING AND DELIVERY
H.1 Methods of SF 330 Submittal Package Delivery
SF 330 submittal packages shall be delivered to the designated submittal package receiving office by one of the following methods:
1. U.S. Postal Service
2. Commercial Delivery Service
3. Delivery by company employee or other individual agent
Regardless of the method of delivery chosen, the respondent is responsible for delivery of the submittal package to the designated receiving office no later than the date and time specified in section F.2 of the solicitation.
H.2 External Marking of SF 330 Submittal Package(s)

All submittal packages must be closed, sealed, and marked in large letters “RESPONSE TO SOLICITATION – DELIVER UNOPENED”. Submittal packages must include the solicitation number, the contracting officer’s name, mail code/stop, and the respondent’s name and address clearly marked on the outside of the package.
The respondent shall include a notice on the cover of the submittal package as follows:
“NOTICE: THIS RESPONSE TO THE SOLICITATION MUST BE DELIVERED
TO THE SPECIFIED ADDRESS NO LATER THAN (RESPONDENT—ENTER
DATE AND TIME).”

JSC Central Receiving can only be accessed through JSC Gate 4, which is located off Space Center Boulevard. SF 330 submittal packages will be considered to be timely if the package arrives in Building 420 by the due date and time.

The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. I.4 1852.215-84 OMBUDSMAN (NOV 2011)—ALTERNATE I (JUNE 2000)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and contractors during the pre-award and post-award phases of this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes. Therefore, before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.

I.5 1852.233-70 PROTESTS TO NASA (DEC 2015)
(a) In lieu of a protest to the United States Government Accountability Office (GAO), bidders or offerors may submit a protest under 48 CFR Part 33 (FAR Part
33) directly to the Contracting Officer for consideration by the Agency. Alternatively, bidders or offerors may request an independent review by the Assistant Administrator for Procurement, who will serve as or designate the official responsible for conducting an independent review. Such reviews are separate and distinct from the Ombudsman Program described at 1815.7001.
(b) Bidders or offerors shall specify whether they are submitting a protest to the Contracting Officer or requesting an independent review by the Assistant Administrator for Procurement.
(c) Protests to the Contracting Officer shall be submitted to the address or email specified in the solicitation (email is an acceptable means for submitting a protest to the Contracting Officer).
