NextSTEP-2 BAA, Appendix K: Commercial Destination Development in Low Earth Orbit (LEO) Free Flyer – Attachment I
Attachment I: Request for Government Support Instructions The Government possesses specialized ground-based facilities, property, services, and/or workforce that may be useful for the performance of work under this public-private partnership. Offerors that have a need to request use of these ground-based capabilities from the Government may obtain a Letter of Intent (LOI) to be included in their proposal. Use of Government facilities, property, services, or Government workforce should be limited to cases where the requested support is not available commercially at a fair price. Communications are allowed between the Offeror and the Government Points of Contact (POC) designated below for the purpose of requesting an LOI for Government support. A sample NASA LOI is provided in Figure 1.
NASA’s intention to provide the requested support is non-binding, non-exclusive and is contingent on the Offeror’s proposal being selected, relevant Task Order authorization, and the availability of the required resources and appropriated funds, if applicable.
Instructions for requesting an LOI for Government support:
· The Offeror is responsible for initiating requests with the appropriate center.
· The Offeror shall provide a Request for Support (RFS) defining the requested support, including but not limited to the following:
· Task or service requested and the relation to key project milestones, work element or contract Statement of Work/Task Order,
· List of Government deliverables,
· Period of Performance and schedule or need date(s), and
· Appropriate rationale justifying the need for Government support.
· Offerors are requested to submit a written request to the appropriate Government Point of Contact within 28 calendar days of the issue of the BAA Appendix to allow the Government to submit a timely response. All requests will be considered on a best-effort basis.
· Communications with the Government POC(s) must be limited to the specific request. The Government POC will not provide any assistance in preparing the Offeror’s proposal, advice, or opinions on the Offeror’s proposed approach for performing the objectives requested by the BAA Appendix or any information regarding the competition. However, if the Offeror’s RFS is lacking in information that makes it difficult or impossible for the Government to generate a LOI, the Government POC may request additional detail from the Offeror.
· If performing work on a NASA center, the Offeror is responsible for developing a detailed Safety and Occupational Health Plan for work to be performed at a NASA Center in accordance with that NASA Center’s policy.
· The Offeror should not combine multiple requests for Government support from different Centers.
· The Offeror should discuss and reach agreement with the NASA POC on a date for returning the LOI from the Center.
Note: Upon contract award, the NASA Contracting Officers Representative (COR) will review the Offeror’s RFS(s) and corresponding NASA LOI and coordinate with the Offeror and the performing organization on the appropriate implementation strategy and mechanism for the requested support.
