96. Section I & L, Since this services procurement is a small business set-aside requiring the prime to perform more than 50% of the cost of contract performance incurred for personnel, we respectfully request that 52.215-23 (Limitations on Pass-Through Charges), contained in
Section I.1, and 52.215-22 (Limitations on Pass-Through Charges – Identification of
Subcontract Effort), contained in Section L.1, be removed from the solicitation.
Response: The above clauses cannot be removed from the solicitation.
97. Section I, There is no Employee Class or Monetary Wage—Fringe Benefits information provided. Please clarify.
Response: I.11 Clause 52.222-42 is hereby removed and is RESERVED. It is not applicable to the SMAS II RFP.
98. Section L, Since adequate price competition is expected (in accordance with RFP Section
L.13, Page 79), and proposals are not required to be cost certified (in accordance with RFP
Section L.13(a)), we respectfully request that 52.215-20 (Requirements for Certified Cost or
Pricing Data and Data Other Than Certified Cost or Pricing Data (Oct 2010)) be removed from Section L.1 or Alternate IV be added to 52.215-20.
Response: Alternate IV added. See amendment 4.
99. The RFP instructions on p. 89 indicate that Exhibits 10A and 10B (to appear in the Cost
Volume) fulfill the Total Compensation Plan requirement for non-significant subcontractors.
We interpret this to mean that for the Mission Suitability Volume, the non-significant subcontractors do not need to replicate their Total Compensation Plan. Is this correct?
Response: Yes, that is correct.
100. The GPM states that the Metrology Quality Assurance Engineer or Sr. Product Engineer requires an associate degree in metrology or electronics, or equivalent technical training
(military or civilian). The GPM also states that the Metrologist requires Associate degree in
Metrology or Electronics, or equivalent technical training (military or civilian), Bachelor's degree in physics, metrology, mechanical or electrical engineering from an accredited college or university. Please confirm that the Metrologist requires an engineering degree and the Metrology Quality Assurance Engineer does not require an engineering degree.
Response: Reference revised Government Pricing Model.
101. The removal of SOW 4.0 was not addressed in the Government’s response to any question. Strategies were developed and teaming arrangements put in place to accommodate the consolidation of SOW 4.0 into the SMAS II contract. Please provide rationale for the Government’s decision. Also, please clarify the SOW risk section given the removal of SOW 4.0 which is integral to the Section L instructions and Section M evaluation criteria.
Response: The inclusion of the SOW 4.0 requirement was an error; therefore, it had to be removed from the SMAS II solicitation.
