Amendment 00002 – CONTINUATION PAGES...

A. Answer the following questions received in response to the RFP.

24. As a Federal space mission, we expect that spacecraft radio transmissions will be certified by the

NTIA. How shall we interface to NASA Spectrum Management on frequency certification tasks?

Direct interface with the NASA Spectrum Management office is only needed if a contractor provided

Ground Data System (GDS) solution is proposed. The PTD project will initiate the interface between the NASA spectrum management office and the successful offeror.

25. The EMI/EMC tests are very expensive so we would like the exact test to be identified.

Offerors shall refer to the NASA GEVS for the EMI/EMC testing recommendations. The offeror must select the requirements that fit the characteristics of the mission and the proposed solution.

26. For NASA Option 3 thru 10, CubeSat 6U Buses 2 thru 5, what CDRLs 1 thru 20 are required for Tasks 2 thru 5 that for each Bus Delivery shown in NASA Excel table to cost?

Statement of Work Section 5.0, Deliverables, has been amended to update the CDRL requirements.

27. SOW Table 5.2, Support to Project Deliverables. Which one of these is NASA writing versus the contractor and/or estimate percentage? We need to cost this NASA support and not sure our level of responsibility for these deliverable? What contractor LOE hour support for each project deliverable item identified?

The NASA PTD project is responsible for generating all project deliverables in Table 5‐2. The required support from the successful offeror is “input only”. It is the offeror’s responsibility to determine the LOE to dedicate to this effort. Statement of work Table 5.2, Contractor Support for

Project Deliverables, has been amended to provide additional details.

28. In the SOW Table 5‐2, Contractor Support for Project Deliverables there are additional deliverables and for CubeSat 6U Bus 2 thru 5, what ones will contractor be supporting?

The NASA PTD project is responsible for generating all project deliverables in Table 5‐2. Any updates to those documents (as applicable) will be required by the Contractor for CubeSat 6U Bus 2 thru 5.

Please reference the addition of highlighted information in the SOW CDRL tables. Statement of

Work Section 5.0, Deliverables has been amended to update the CDRL requirements.

29. Orbit average power, which requirement is valid?

o Req. 6.5.6 states “PTD shall supply the Payload at least 45 (TBR) Watts on‐orbit‐average power”.

o Req. 6.6.8 states “PTD shall supply the Payload power in accordance with the PDT to Payload ICD” PTD to payload ICD, paragraph 6.1.4, states 20W orbit average power

Requirement 6.5.6 is correct, the ICD has been corrected for consistency.

30. Peak power, which requirement is valid?

o PTD to payload ICD, paragraph 6.1.8, states 180W (TBD) as peak load. This equals 18.94A of current at the minimum bus voltage of 9.5V.

o PTD to payload ICD, paragraph 6.1.11, states that the payload shall be turned off if the current draw is above 5.5A for more than 250ms (TBR). This corresponds 52.25W at the minimum bus voltage of 9.5V.

o Please note that 180W of peak power would require large batteries to remain within the safe discharge range for Li‐Ion batteries

PTD to Payload ICD paragraph 6.1.8 stating 180W peak load is correct. Paragraph 6.1.11 and 6.1.12 in the ICD have been corrected for consistency. Concerning battery discharge rate, payloads >75W would not be active during eclipse periods and would be duty cycled to stay within the 45W on‐orbit average.

31. PTD to payload ICD, paragraph 6.1.6, states that a minimum of 5W (TBR) orbit average survival power shall be available at any given time to the payload. Is this power to be considered in addition to the payload orbit average power or will they never be used at the same time?

The 5W would be to supply survival heating power to the payload. When the Payload is powered, this 5W load would switch off when Payload temperatures exceed the survival thermostat temperature range. 180W peak power shall not be exceeded.

B. The following changes/revisions have been made to the statement of work.

1. Update the following items in Section 5.0 ‐ Deliverables:

i. Table 5‐2: Contractor Support for Project Deliverables

ii. Table 5‐3: Contractor Hardware Deliverables

iii. Paragraph 5.4 – Contractor Data Deliverables (items 01‐20)

C. The following revisions have been made to the PTD Spacecraft to Payload ICD:

1. Update Section 6.0 – Electrical Interfaces

i. Paragraph 6.1.8 – Peak Load

ii. Paragraph 6.1.11 – Over Current Circuit Limits

iii. Paragraph 6.1.12 – Inrush Currents

All other terms and conditions remain unchanged.
