Questions/ Answers
Q1. IAW section II. (a). i., it states for offeror to provide information showing the quality of its technical approach for the attached drydock ship repair specification. Please clarify that this MATOC is for dockside availabilities only and drydocking experience is not required.
(Answer) A1. This solicitation is ONLY for NOAA Ship dockside repair. If the word drydock is found in the document it probably should be understood as “dockside”. This word correction may have been unnoticed in editing.
Q2. To solicitation Response Date appears to have been changed from the Nov. 17, 2016 10:00 A.M. PST to Nov. 21, 2016 10:00 A.M. PST. However there is not any Amendment that states that. Please verify if the correct response date is Nov. 21, 2016 10:00 A.M. PST.
A2. Amendment No. 2 changed response date - Note date, and time above.
Q3. In regards to Section 3.34 .3 WORK AT CONTRACTOR FACILITIES of AD No. 1 Base DOCKSIDE IDIQ SOW”
A3 ANSWER: As stated in previous Amendments, the work for dockside repairs will be done at the ships homeport. Section 3.34 may apply in some circumstances, but that is a special condition that would be spelled out in the RFQ for the particular task order (i.e. a future Task Order). All of the work for the applicable task orders tied to this solicitation will be done at respective homeports.
Q4. IAW FAR Clause 52.228.16 of the solicitation, Offer is to provide Performance and Payment Bonds:
(1) Will the Offer also have to provide Bid Bonds when bidding the individual task order?
(2) On past Task Orders of previous NOAA IDIQ contracts, the bonding requirements were lifted and not required. Will NOAA lift or waive the bonding requirements on this MATOC contract, when allowed by congress?
A4. Performance and Payment bonds will be required, per solicitation, bid bonds are not. We do not anticipate any lifting of bond requirements.
