About this file

This is a technical memorandum from the Federal Highway Administration providing pavement and gravel surfacing structural recommendations for the Elephant Butte Historic Roads project in Sierra County, New Mexico. The project involves resurfacing and rehabilitation of multiple gravel and asphalt roads and parking lots at the Dam Site and Paseo Del Rio area within Elephant Butte Lake State Park and Historic District.

The memorandum details field investigation findings from January 2021, which revealed asphalt thicknesses of 1-4.5 inches and base course thicknesses of 0-3 inches, with subgrade soils consisting of silty sands with gravel and clayey gravels. Specific recommendations are provided for 20 different road and parking area sections, generally calling for 3" Hot Mix Asphalt (HMA) with 4-6" Aggregate Base Course (ABC) for roads, and 8" aggregate surfacing for some parking areas. The document includes a detailed soil testing report and specifies eight bid items needed for construction, including subexcavation, roadway aggregate, asphalt concrete pavement, fog seal, prime coat, tack coat, and joint sealing. The work area requires special consideration due to proximity to historic structures, making full depth reclamation impractical.

Project Description:

This memorandum provides the pavement and gravel surfacing structural section recommendations for the NM BR AAO ELBU(1) Elephant Butte Historic Roads project located in Sierra County, New Mexico, east of the City of Truth or Consequences. The project consists of the resurfacing and/or rehabilitation of multiple gravel and asphalt roads and parking lots at the Dam Site and Paseo Del Rio area; all within the Elephant Butte Lake State Park and the Elephant Butte Historic District. Elephant Butte Lake State Park is managed by New Mexico State Parks under a lease agreement with the U.S. Bureau of Reclamation. There are multiple historic walls and structures adjacent to the roads and parking lots which will need to be protected during construction.

Field Investigation:

On January 20, 2021, CFLHD Pavement & Materials (Marty Fey and Trevor Moulton) conducted a field investigation for the project which included pavement coring and subgrade sampling at various locations throughout the recreation area. A hand auger, pick, and shovel were used to collect two subgrade samples. These samples were submitted to the CFLHD lab for soil classification and R-Value testing (see attached).

The investigation found asphalt thicknesses ranging between 1 and 4.5 inches with base course thicknesses ranging between 0 and 3 inches. The subgrade soils consist of silty sands with gravel and clayey gravels with sand; AASHTO A-1-b and A-2-6 soils. The investigation found old, oxidized asphalt pavement with high severity fatigue cracking, as well as, aggregate surfacing with severe wash-boarding. The project is a good candidate for full reconstruction. Due to the tight work area and the close proximity to historically significant structures, full depth reclamation or other pavement recycling methods are not practical.

Pavement, Gravel Surfacing, and Material Recommendations:

Traffic counts are not available for the Elephant Butte Historic Area. The roads are classified as recreational with low speeds and little to no commercial traffic. The Federal Lands Highway (FLH) Project Development and Design Manual (PDDM) and engineering judgement were used to provide recommended pavement and gravel surfacing structural sections for the project as follows.

The construction contract should include a nominal amount of subexcavation (~200 cubic yards) to be used at the discretion of the CO. CFLHD standard SCRs related to pavement and materials should be used for the project with the following bid items.
