About this file
This document is a comprehensive project specification and bidding package for the Florida Department of Management Services, prepared on behalf of the Department of Highway Safety and Motor Vehicles, for electrical infrastructure upgrades at the Neil Kirkman Building in Tallahassee. The project involves replacing A-Wing switchgear, upgrading D-Wing power distribution units (PDUs), replacing uninterruptible power supply (UPS) systems, and installing new surge protection devices. The mandatory pre-bid meeting is scheduled for September 18, 2025, at 10:30 AM, with sealed bids to be publicly opened on October 14, 2025, at 2:00 PM. The estimated construction cost is $2,216,309, with a project completion timeline of 365 calendar days after the Notice to Proceed. Bidders must provide a bid bond of at least 5% for bids exceeding $100,000, with performance and labor/material payment bonds required for contract awards over $100,000. The contract will be awarded to the qualified, responsive low bidder in accordance with Rule 60D-5, with the award recommendation to be posted on the Vendor Bid System and DMS Opportunities website within 72 business hours after bid opening. The project involves carefully coordinated power outages, primarily scheduled for weekends and non-business hours, with generators maintaining critical loads during electrical system transitions, and includes an allowance of $4,500 for generator fuel.
