About this file

This is a Statement of Need for on-site nitrogen equipment required by the 22d Maintenance Group (MXG) at McConnell Air Force Base, Kansas, dated 30 July 2026.

The 22d MXG requires updated nitrogen generation equipment to increase production capacity for high wheel assembly operations. Current on-site nitrogen buildup equipment produces insufficient nitrogen, creating strain on availability and causing production delays. The procurement specifies three primary equipment components: an air compressor with minimum 30 horsepower and 200-gallon tank capacity; a nitrogen generator producing minimum 90 CFM at 95% or greater purity with 200-gallon tank minimum; and output pressure capability of at least 300 psi. The new equipment must fit through existing facility doorways with minimum dimensions of 83 inches height and 98 inches width, and should be comparable in size to the current nitrogen generator (79.5 inches height, 30.5 inches width, 33 inches depth). The contractor must provide minimum six-month warranty coverage from delivery date for defects in materials, workmanship, and manufacturing errors. Delivery must be completed within six months after receipt of purchase order, down payment, and clarification of all technical and commercial details. Additionally, contractors are prohibited from providing any products or specifications requiring Class I ozone-depleting substances (halons, chlorofluorocarbons, carbon tetrachloride, methyl chloroform, and methyl bromide) in testing, operation, or maintenance of any system or component.

Statement of Need

On Site Nitrogen Equipment

McConnell AFB, Kansas

1. Overview

1.1 The 22d MXG requires updated nitrogen equipment to accommodate mission needs. Current equipment for on-site nitrogen buildup does not produce enough Nitrogen. Though substituted by AGE, this has begun to put a strain on availability in high wheel assembly production and can cause random time deviation.

2. Requirements

2.1 Air Compressor: 30HP minimum, 200gal Air tank minimum.

2.2. N2 Generator: 90CFM minimum of Equal to or greater than 95% purity. 200Gal Tank minimum.

2.3 N2 Generator: 300psi minimum output.

2.4 Current N2 Generator: Height 79.5in, Width 30.5in, Depth 33in.

2.5 Minimum doorway: Height 83in Width 98in

3. Warranty

3.1 The contractor shall provide a minimum of six months from the date of delivery and covers defects in materials and workmanship, and malfunctions or failures due to manufacturing errors.

4. Delivery

4.1 The contractor shall complete delivery within 6 months after receipt of purchase order, down payment and clarification of all technical and commercial details.

ELIMINATION OF USE OF CLASS I OZONE DEPLETING SUBSTANCES (ODS)

a. Contractors shall not:

1.Provide any service or product with any specification, standard, drawing, or otherdocument that requires the use of a Class I ODS in the test, operation, or maintenanceof any system, subsystem, item, component, or process; or

2. Provide any specification, standard, drawing, or other document that establishes a test, operation, or maintenance requirement that can only be met by use of a Class I ODS as part of this contract/order.

b. For the purposes of Department of the Air Force policy, the following products that are pure (i.e., they meet the relevant product specification identified in AFI 32-7086[AR2] ) are Class I ODSs:

1. Halons: 1011, 1202, 1211, 1301, and 2402;

2. Chlorofluorocarbons (CFCs): CFC-11, CFC-12, CFC-13, CFC-111, CFC-112, CFC-113, CFC-114, CFC-115, CFC-211, CFC-212, CFC- 213, CFC-214, CFC-215, CFC-216, and CFC-217, and the blends R-500, R-501, R-502, and R-503; and
