About this file

This file is a Questions and Answers document related to the procurement of a nitrogen generator system for McConnell Air Force Base. The document addresses clarifications and inquiries submitted by potential contractors regarding the technical specifications, system requirements, and procurement details outlined in the solicitation (FA462126Q0039). The Q&A provides authoritative guidance on interpreting contract requirements, system performance standards, delivery expectations, and other aspects of the turnkey on-site nitrogen generation system intended to support the 22d Maintenance Squadron's Wheel and Tire Shop operations for KC-46 aircraft maintenance.

As a supplemental document to the solicitation, this Q&A attachment helps ensure all bidders have consistent understanding of the government's expectations and requirements. It clarifies any ambiguities in the Statement of Need and technical specifications, allowing potential offerors to submit responsive proposals based on uniform information. This document was added via Amendment 0002, which extended the proposal response deadline to 14 August 2026, and supports the Lowest Price Technically Acceptable (LPTA) evaluation methodology for award determination under this Firm-Fixed-Price contract.

Questions/Answers for Nitrogen Generator System

1. What electrical power do you have available for this unit? (Volts, Amps, Hertz.)

a. As shown in the photos, the panel has 240/120V AC, 225 Amps total bus bar capacity, and 60Hz.

i. That panel looks to have some outlets and our two split system AC units connected to it.

2. Does the air compressor need to be supplied as a separate piece of equipment, or can it be integrated with the nitrogen generation system as a single, self-contained unit with one overall footprint? Understanding your preference will help us determine the most suitable configuration and ensure the proposed system aligns with your space and operational requirements.

a. It can be a single, self-contained unit.

3. Could you help us understand whether the 90 CFM Does the Air Compressor have to be separate, or can it be incorporated into the system under one footprint? minimum at 95% purity requirement is based on the size of the nitrogen generator you currently have (or are replacing), or if it reflects the nitrogen flow requirements of your tire servicing operation? This information will help us evaluate the most appropriate solution for your application.

a. It does not have to be separated. These requirements are just the minimum requirements as stated in our Tech Data. The nitrogen system will be connected to a Tire Inflation cage to set the bead and inflate aircraft tire assemblies. As long as it can be connected, provides the minimum requirements, and fit in the available space, the physical set up is more flexible.

4. In your solicitation you state, Minimum doorway: Height 83in Width 98in. What are the maximum doorway dimensions?

a. Apologies, those are the maximum. That is the double doorway into the room we’ll install the Nitrogen system. The shop entrance is a much larger, roll up door.

5. Is there a minimum space requirement that the new package must fit?

a. The room is 236” from wall to wall and 282” from doorway to far wall. We would like the footprint not to extend past 6’ from the wall to wall measurement (Stopping at least a foot from the doorframe as to not block the exit.). There is quite a bit of space depending on how the equipment is set up. There are also pictures showing where the hose from the tank to our Tire Inflation cage is through a cutout in the doorway wall.

6. Is membrane technology acceptable?

a. Yes, and it is preferred. We use it in our Self Generating Nitrogen Carts along with our newer High Purity Nitrogen Carts.

7. What are the site conditions? Is it indoor or outdoor?

a. It is indoors. Inside of a room, within a large hanger.

8. Could you please confirm whether the nitrogen generation system will be installed in a climate-controlled room? If not, could you also provide the expected minimum and maximum ambient operating temperatures at the installation location?

a. The room is climate controlled via a Mitsubishi Electric wall mounted split system unit.
