About this file
This is an Amendment of Solicitation (Standard Form 30, Amendment 0003) issued by the U.S. Air Force at McConnell Air Force Base, Kansas on August 17, 2026. The amendment extends the offer due date from August 14, 2026 at 12:00 PM to August 21, 2026 at 4:30 PM CDT for solicitation FA462126Q0039. The amendment updates the solicitation number from FA462126Q00390002 to FA462126Q00390003 and revises key submission and evaluation requirements.
The solicitation is for On-Site Nitrogen Generation Equipment using a Lowest Price Technically Acceptable (LPTA) evaluation methodology. Offerors must submit quotes via email to scott.cragle@us.af.mil and brian.brammer.1@us.af.mil and shall provide a completed price schedule with unit and total prices for equipment and freight/installation (CLINs 0001-0002), technical specifications and product literature demonstrating compliance with Statement of Need minimum requirements, an explicit item match statement, and warranty documentation confirming a minimum six-month warranty covering defects in materials and workmanship. The government will evaluate quotes first by organizing them from lowest to highest total price and will cease evaluations once two offers are deemed technically acceptable. Delivery is required within six months after award or sooner. A revised Statement of Work (Nit Gen SoN 3.1, dated August 17, 2026) was added as an attachment, replacing the previous Nitrogen Generator SoN document.

ADDENDUM TO FAR 52.212-2: EVALUATION FACTORS FOR AWARD
Basis for Award: Lowest Price Technically Acceptable (LPTA)
Offers will be evaluated starting with the lowest price and will cease evaluations once we have 2 deemed Technically Acceptable.
Evaluation Factors for Award Quotes will be evaluated based on the following two factors:
Factor 1: Price The Government will evaluate quotes by organizing them from lowest to highest total price. The price factor evaluates the total firm-fixed-price for fulfilling all requirements of the Statement of Need (SON), including equipment, freight (FOB Destination), and installation. The Government will evaluate the total price for fairness and reasonableness.
Factor 2: Technical Acceptability This factor will be evaluated on an "Acceptable" or "Unacceptable" basis.
To be rated "Acceptable," the offeror must clearly demonstrate the capability to meet the minimum requirements outlined in the Statement of Need (SON).
To receive an "Acceptable" rating, the quote must explicitly provide:
Item Match / Technical Specifications: Sufficient technical product literature (e.g., specification sheets, product brochures) to prove the quoted turnkey system meets or exceeds all minimum salient characteristics in the SON.
Warranty: An affirmative statement or documentation confirming the system includes a minimum six (6) month warranty covering defects in materials and workmanship.
