About this file

This is a Notice of Intent to Award a Contract issued by the State of Oregon Department of Administrative Services, State Procurement Services (DAS SPS) on behalf of Enterprise Information Services, Shared Services (DAS EIS) for RFP #S-10700-00012867 regarding Contact Center as a Service (CCaaS). The procurement process has been completed with final scores assigned to 22 proposers. Five proposers have been selected as apparent successful awardees: TTEC Digital LLC (score 2839.20), Deloitte LLP (2699.21), A&T Systems (2665.30), Accenture LLP (2630.07), and Presidio Networked Solutions Group, LLC (2543.32). An additional 17 proposers received non-award designations, with scores ranging from 2353.20 to 486.09. The state has initiated contract negotiations with the apparent successful proposers, with a 14-calendar-day window for reaching mutually agreeable terms. Affected offerors may submit written protests of the award to the Single Point of Contact by October 15, 2025. The notice was issued on October 8, 2025, with Rachel R. Smith, IT Procurement Strategist, serving as the primary contact.

The file does not contain explicit pricing terms, set-asides, incumbent information, or contract funding amounts. The Notice of Intent to Award specifies that selected proposers must submit documentation as requested in RFP Section 4.2 to proceed with negotiations. The procurement process allowed for a competitive evaluation methodology that resulted in differentiated scoring across all participants. While the related contract opportunity summary references an IQMS project for Commercial Vehicle Registration with an April 2025 timeframe, this Notice of Intent to Award appears to address a separate, more recent CCaaS procurement with contract negotiations anticipated to commence immediately upon receipt of required documentation from the apparent successful proposers.
