About this file
This is a Notice of Intent to Award issued by the Oregon Department of Transportation Procurement Office for Request for Quote (RFQ) S-73000-00012866, concerning the iQMS Commercial Vehicle Registration Project. NTT Data State Health Consulting, LLC has been selected as the top-ranked firm to negotiate a Work Order Contract (WOC) for personal services, scoring 745 points against competing proposals from Hittner & Associates (704 points) and Gartner Inc. (670 points). Don Welch and Danielle Hamm serve as the ODOT Project Managers and will lead negotiations on the statement of work, schedule of performance, and costs. Negotiations are anticipated to be completed within three weeks of the intent to award date (April 30, 2025) and must be ready for legal sufficiency review. No work is authorized until the WOC is executed and the consultant receives a written Notice to Proceed from the ODOT Project Manager. The protest period for competing proposers began on April 30, 2025, with written selection protests due by 5:00 p.m. on May 7, 2025.
Award submittal requirements include submission of a Breakdown of Costs, Certificates of Insurance, and authorization for direct deposit via Automated Clearing House (ACH) if the consultant has not previously established this payment method with the state. The solicitation emphasizes that while ACH direct deposit is not mandatory, the agency prefers this payment method for ongoing monthly payments and encourages consultants to offer similar arrangements to their subcontractors to expedite payments. If negotiations with the selected firm cannot reach agreement on costs, tasks, or other WOC requirements within the specified timeframe, ODOT reserves the right to terminate negotiations and proceed with the next highest-ranked proposer in accordance with Oregon Administrative Rules.

Direct Deposit via Automated Clearing House (ACH). For Consultants that receive ongoing monthly payments from Agency on one or more contracts or work orders, Agency prefers making Consultant payments via ACH direct deposit. While not required, if Consultant has not previously authorized ACH direct deposit and would prefer ACH to expedite transfer of payments after invoices are approved, Consultant must complete a Vendor ACH Authorization form and submit to Agency per the instructions on the form. To expedite Consultant’s payments to its subcontractors, if applicable, Consultant should make reasonable efforts to offer ACH direct deposit payments.
