About this file

This is a Government Response Q&A document addressing industry questions regarding an NGA Request for Information (RFI) for solicitation number NGAHM0476HRMIIRFI.

The RFI requires respondents to submit a white paper not exceeding 20 pages in Microsoft Word format, with 12-point font for all graphics and tables. Responses must be structured by typing the Matrix question number followed by the contractor's response; the Comment Matrix itself does not need to be included and will not count toward the page limit if omitted. The RFI response deadline was moved to 5:00 PM ET on Thursday, March 26, 2026. The Government is conducting market research to finalize its acquisition strategy, and any previously stated RFP release date of April 28, 2026, is no longer accurate. The final Request for Proposal is now anticipated for release in or around August 2026, with interested parties directed to monitor SAM.gov for the official announcement. The competition type (small business set-aside, full and open competition, etc.) and contract type have not yet been determined and will be specified at the time of RFP release. Industry questions to the RFI are now closed.

HRM II Attachment 3- Government RFI Response Q&A

1. Industry Question: Will the Government please confirm that the Comment Matrix does not count towards the 10-page response limit?

Government Response: To ensure clarity and facilitate evaluation, respondents shall structure their submission by responding to the questions in the Matrix, Attachment 2, by typing the question number, immediately followed by their response to that question.

(The Matrix table does not need to be included in the response. If the contractor does include the Matrix, it will count towards the page number limit).

Example: Matrix Question 1- (contractor response)

Please see the attached RFI Revision 1, Section 8.0, highlighted in yellow.

Per the original RFI posting, Section 4.2 White paper shall be in Microsoft Word for

Office or compatible format and shall not exceed 20 pages.

2. Industry Question: Will the Government please confirm that font sizes less than 12pt can be utilized for graphics and tables?

Government Response: 12 pt font shall be utilized for graphics and tables. Please see the

RFI Revision 1, Section 4.2, highlighted in yellow.

3. Industry Question: Would NGA consider allowing more time for small businesses to prepare our response? A thoughtful 20-page white pager is a substantial effort for market research, and small businesses have limited resources to handle such requests. Often the same one or two individuals are responding to all RFIs and all RFPs. Many businesses in your target population of bidders - - cleared small businesses who have human capital/HR expertise - - are participating in the Vertex 4 recompete happening right now. Bidders have the Phase 2 submission due to NGA on Monday, March 30th.

Government Response: Responses containing the white paper are due no later than 5:00 pm ET on Thursday 26 March 2026. Please see the RFI Revision 1, Section 4.3 highlighted in yellow reflecting RFI submission date change.

4. Industry Question: I’m reaching out regarding the upcoming opportunity associated with solicitation number NGAHM0476HRMIIRFI. Based on the forecast, it appears the release may occur around April 28, 2026, and I wanted to check if that timeline is still accurate or if there have been any updates to the schedule. Additionally, could you please confirm the anticipated contract vehicle and whether the competition type has been determined?

Government Response: The Government is currently conducting market research to finalize its acquisition strategy and appreciates industry's interest.

Any previously stated RFP release date is no longer accurate. The Government anticipates releasing the final Request for Proposal (RFP) in or around August 2026.

Interested parties should continue to monitor SAM.gov for the official announcement.

The competition type (e.g., small business set-aside, full and open competition) and contract type has not yet been determined. The results of this market research will be a factor in making that final determination. The competition type will be specified at the time of the RFP release.
