Statement of Objectives (SOO) – Nuclear Enterprise Tracking System (NETS) Air Force Nuclear Weapon Center (AFNWC) in Support of

Air Force Global Strike Command (AFGSC) 6 December 2010

1.0 Background:

Ensuring the integrity, safety, and reliability of the nuclear mission is one of the United States Air Force’s (USAF) most important and urgent goals. This Statement of Objectives (SOO) expresses the concept and approach for demonstrations of an Information Technology (IT) solution. The AF is exploring the availability of technologies to support an enterprise tracking system to enhance the nuclear enterprise mission set for the USAF by combining a suite of tracking applications on a bio-metrically secure handheld computing device.

2.0 Scope:

The contractor shall select an appropriate technology and conduct a technical demonstration in a relevant environment. The demonstration will exhibit an IT solution of synchronized position-finding of materials as well as exhibit the ability to provide real-time local/corporate command and control in tracking components.

3.0 Objectives:

This SOO provides the government’s overall objectives for this solicitation. Recent events have caused Air Force Global Strike Command (AFGSC) to explore new methodologies to improve tracking of nuclear components and materials. Processes currently in place are manpower intensive and time consuming due to the fact tracking is performed manually and data is stored on systems that are not all interoperable. Specifically, AFGSC has identified the need for a tool designed to download, store and upload data to a secure SIPRNET web portal and data repository. AFGSC is exploring concepts that would allow for full tasking list integration, the unique identification of tracked components, and local command and control for nuclear components and materials.

Contractors shall demonstrate technology that can be developed into a system that decreases data input time, increases data reliability, increases security, reduces transcription issues, improves reporting timeliness, and improves command and control while supporting the Air Force’s nuclear enterprise.

3.1 Product Outcomes – since it is not expected that any one contractor will possess solutions that address all product outcomes, demonstrate which of the following capabilities your technology currently addresses:

3.1.1 How the proposed technology can enhance the overall mission of tracking nuclear assets by providing an integrated, comprehensive set of information for USAF personnel at all levels.

3.1.2 Component tracking by part numbers, lot numbers, serial numbers and locations of the parts after installation.

3.1.3 Custody transfer function that will track handoffs from storage to maintenance/aircraft/alert location.

3.1.4 Ability to continuously download, store, upload, view, report and print data to a secure portal and data repository.

3.1.5 Unique identification of tracked components, and local command and control over both the handheld device and its user using encrypted wireless communication of the handheld device’s global positioning coordinate information.

3.1.6 Use of biometric identification such as a biometric digital fingerprint reader to verify user credentials, personnel reliability status, and currency/training qualifications.

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

PAGE -3 of 67

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and—

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government’s control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received

PAGE -4 of 67 at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

(i) Availability of requirements documents cited in the solicitation.

ADDENDUM TO FAR 52.212-01INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS (Jun 2008)

1.0 Program Structure and Objectives

Ensuring the integrity, safety, and reliability of the nuclear mission is one of the United

States Air Force's (USAF's) most important and urgent goals.

Therefore, the USAF is exploring the availability of technologies to support an enterprise tracking system to enhance the nuclear enterprise mission set by combining a suite of tracking applications on a bio-metrically secure handheld computing device.

The purpose of this solicitation is to obtain offeror demonstrations of existing Information Technology (IT) solution(s) to learn how current technology could be used to enhance the USAF nuclear enterprise through improved asset tracking.

1.1. Budget/Funding Information

The Air Force Nuclear Weapons Center (AFNWC) in support of AFGSC intends to use Research, Development, Test and Engineering (RDT&E) funds for this effort. Pursuant to this RFP, AFNWC anticipates making several firm-fixed price contract awards, estimated at no more than 10, depending upon the number of fully capable proposals received and availability of funds. The estimated cumulative cost for all contracts awarded is expected to not exceed $3.5M. Individual contracts shall not exceed $350,000.

2.0 General Instructions

(a) This section of the Instructions to Offerors (ITO) provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The offeror's proposal must include all data and information requested by the ITO and must be submitted in accordance with these instructions. The offer shall be compliant with the requirements as stated in the Statement of Objectives (SOO), Contract Data Requirements List (CDRL), and Solicitation.

Non-conformance with the instructions provided in this ITO may result in an unfavorable proposal evaluation.

PAGE -8 of 67

(b) The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their facilities and experience and/or personnel, and will base its evaluation on the information presented in the offeror's proposal.

(c) FAR 52.212-01, Para (c) is changed to read "The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers…" The offeror shall clearly state in their proposal their agreement to the proposal validity date.

(d) In accordance with FAR Subpart 4.8 (Government Contract Files), the Government will retain one copy of all unsuccessful proposals. Unless the offeror requests otherwise, the Government will destroy extra copies of such unsuccessful proposals.

If exceeded, the excess pages will not be read or considered in the evaluation of the proposal and excess paper copies will be returned to the offeror as soon as practicable. Each page shall be counted except the following: Cover Pages, Table of Contents, tabs, glossaries, and resumes (if provided).

Use at least 1 inch margins on the top and bottom and ¾-inch side margins. Pages shall be numbered sequentially by volume. These page format restrictions shall apply to both electronic and hard copy proposals. These page format restrictions DO NOT apply to product/technology literature provided in Vol II (b).

PAGE -11 of 67

Foldout pages shall fold entirely within the volume, and each 8.5 by 11 surface of a foldout shall be counted as a separate page. Foldout pages may only be used for large tables, charts, graphs, diagrams and schematics not for pages of text. For tables, charts, graphs and figures, the text shall be no smaller than 10 point. These restrictions shall apply to both electronic and hard copy proposals. These page format restrictions DO NOT apply to product/technology literature provided in Vol II (b).

2.2.2 Cost or Pricing Information

All cost or pricing information shall be addressed ONLY in the Cost/Price Proposal and Contract Documentation Volumes. The cost/price information will be limited to the offeror's technology demonstration pricing listed in Section B of the contract. This shall be a firm-fixed price contract which will be fully funded at time of award.

2.2.3 Cross-Referencing

To the greatest extent possible, each volume shall be written on a stand-alone basis so that its contents may be evaluated with a minimum of cross referencing to other volumes of the proposal.

Information required for proposal evaluation which is not found in its designated volume will be assumed to have been omitted from the proposal.

Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity. The offeror shall fill out a cross reference matrix, using the example at Attachment 1 of this ITO, to indicate proposal reference information as it relates to the ITO, SOO, CLINs, and CDRL references found therein. The cross reference matrix is not included in the page count.

2.2.4 Indexing

Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections.

2.2.5 Glossary of Abbreviations and Acronyms

A cover sheet should be bound in each book, clearly marked as to volume number, title, copy number, solicitation identification, and the offeror's name. The same identifying data should be placed on the spine of each binder. All unclassified document binders shall have a color other than red or other applicable security designation colors. Be sure to apply all appropriate markings including those prescribed in accordance with FAR 52.215-1(e) <http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/af_afmc/far/FAR52.215.doc>, Restriction on Disclosure and Use of Data, and FAR 3.104-4 <http://farsite.hill.af.mil/reghtml/regs/far2afmcfars/af_afmc/far/FAR03.DOC>, Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information.

2.3 Electronic Copies

The content and page size of electronic copies must be identical to the hard copies. All volumes may be placed on a single CD, space permitting, and each volume shall be in a different directory on the CD. Use separate files to permit rapid location of all portions, including subfactors, exhibits, annexes, and attachments, if any. If files are compressed, the necessary decompression program must be included. If there is not adequate space on a single CD then clearly identify on each CD the Volume number(s) located within the CD. The electronic copies of the proposal shall be submitted in a format readable by Microsoft (MS) Office Word 2007, MS Office Excel 2007, MS Office Project 2007, and MS Office Power Point 2007, as applicable.
