Statement of Objectives (SOO) – Nuclear Enterprise Tracking System (NETS) Air Force Nuclear Weapon Center (AFNWC) in Support of Air Force Global Strike Command (AFGSC) 22 September 2010
1.0 Background:
Ensuring the integrity, safety, and reliability of the nuclear mission is one of the United States Air Force’s (USAF) most important and urgent goals. This Statement of Objectives (SOO) expresses the concept and approach for a technical demonstration of an Information Technology (IT) solution to provide a nuclear enterprise tracking system that would enhance the nuclear enterprise mission set for the USAF by combining a suite of tracking applications on a bio-metrically secure handheld computing device.
2.0 Scope:
The contractor shall select an appropriate technology and conduct a technical demonstration in a relevant environment. The demonstration will exhibit an IT solution of synchronized position-finding of materials related to the Air Force nuclear enterprise as well as exhibit the ability to provide real-time local/corporate command and control in tracking nuclear components.
3.0 Objectives:
This SOO provides the government’s overall objectives for this solicitation. Air Force Global Strike Command (AFGSC) has identified the need for the technology demonstration of a tool that is designed to download, store and upload data to a secure portal and data repository. This IT demonstration shall exhibit full nuclear enterprise tracking and tasking list integration, the unique identification of tracked components, and local command and control over both the handheld device and its user. Additionally, it shall show corporate Air Force command and control via the continuously available data reporting of the SIPRNET web portal. The contractor shall demonstrate an information technology solution that enhances the nuclear enterprise tracking mission set for the USAF. The government objectives are described below in several categories.
Product Outcomes:
1. Demonstrate how the proposed technology will enhance the overall mission of tracking nuclear assets by providing an integrated, comprehensive set of information for AF nuclear personnel at all levels.
(Product Outcomes cont.)
2. Demonstrate that the company and its workers have an in-depth understanding of Air Force processes currently used for asset tracking.
3. Demonstrate an understanding of current logistics information systems that are in use by the Air Force and how the proposed technology will interface with them.
4. Demonstrate how this new technology can be integrated with the existing nuclear parts/components and asset tracking systems (secure and unsecure side), such as the Air Force Global Information Grid (AF-GIG), Reliability and Maintainability Information System (REMIS), Integrated Maintenance Data System (IMDS), Standard Base Supply System (SBSS), Combat Ammunition System (CAS), and Defense Integration and Management of Nuclear Data Services (DIAMONDS).
5. Demonstrate the ability to track the components by part numbers, lot numbers, serial numbers and locations of the parts after installation.
6. Demonstrate the ability to have a custody transfer function that will track handoffs from storage to maintenance/aircraft/alert location using technology such as biometrics.
7. Demonstrate a plan for implementing the proposed technology as it relates to obtaining DoD and Air Force hardware and software certification. Additionally, since some nuclear assets are non-DoD assets, the demonstration plan will show how to meet security requirements and receive approval and certification by the Department of Energy (DOE), National Nuclear Security Agency (NNSA), and National Security Agency (NSA) for use around nuclear assets.
8. Demonstrate the ability to download, store, upload, view and print data to a secure portal and data repository.
9. Demonstrate continuously available data reporting through a secure web portal.
a. Demonstrate biometrically secure handheld computing device capability.
b. Demonstrate the ability for unique identification of tracked components, and local command and control over both the handheld device and its users.
10. Demonstrate encrypted wireless communication of the handheld device’s global positioning coordinate information, coupled with user identification back to a local command and control unit.
a. Demonstrate the use of biometric identification to verify user authentication.
b. Demonstrate the ability of a biometric digital fingerprint reader to verify user credentials, personnel reliability status, and currency/training qualifications.
The offeror shall ensure all aspects of the SOO are addressed. The offeror’s SOW shall specify in clear, understandable terms the work to be done by the contractor in developing or producing the technology demonstration and define what is required in specific performance based, quantitative terms. The offerors understanding of the effort required to accomplish the work should be fully demonstrated in the offeror’s proposed WBS and SOW.
