Statement of Objectives (SOO) – Nuclear Enterprise Tracking System (NETS) Air Force Nuclear Weapon Center (AFNWC) in Support of

Air Force Global Strike Command (AFGSC) 9 November 2010

1.0 Background:

Ensuring the integrity, safety, and reliability of the nuclear mission is one of the United States Air Force’s (USAF) most important and urgent goals. This Statement of Objectives (SOO) expresses the concept and approach for a technical demonstration of an Information Technology (IT) solution to provide a nuclear enterprise tracking system that would enhance the nuclear enterprise mission set for the USAF by combining a suite of tracking applications on a bio-metrically secure handheld computing device.

2.0 Scope:

The contractor shall select an appropriate technology and conduct a technical demonstration in a relevant environment. The demonstration will exhibit an IT solution of synchronized position-finding of materials related to the Air Force nuclear enterprise as well as exhibit the ability to provide real-time local/corporate command and control in tracking nuclear components.

3.0 Objectives:

This SOO provides the government’s overall objectives for this solicitation. Recent events have caused Air Force Global Strike Command (AFGSC) to explore new methodologies to improve tracking of nuclear components and materials. Processes currently in place are manpower intensive and time consuming due to the fact tracking is performed manually and data is stored on systems that are not all interoperable. Specifically, AFGSC has identified the need for a tool designed to download, store and upload data to a secure SIPRNET web portal and data repository. AFGSC is exploring concepts that would allow for full tasking list integration, the unique identification of tracked components, and local command and control for nuclear components and materials.

Contractor technology demonstrations shall provide a system that decreases data input time, increases data reliability, increases security, reduces transcription issues, improves reporting timeliness, and improves command and control while supporting the Air Force’s nuclear enterprise.

3.1 Product Outcomes:

3.1.1 Demonstrate how the proposed technology will enhance the overall mission of tracking nuclear assets by providing an integrated, comprehensive set of information for AF nuclear personnel at all levels.

3.1.2 Demonstrate how your proposed technology can interface with the existing nuclear parts/components and asset tracking systems (secure and unsecure side) and improve other AF logistics information systems. For example, Air Force Global Information Grid (AF-GIG), Integrated Maintenance Data System (IMDS), and the Standard Base Supply System (SBSS).

3.1.3 Demonstrate which of the following capabilities your technology currently addresses:

3.1.3.1 Component tracking by part numbers, lot numbers, serial numbers and locations of the parts after installation.

3.1.3.2 Custody transfer function that will track handoffs from storage to maintenance/aircraft/alert location.

3.1.3.3 Ability to continuously download, store, upload, view, report and print data to a secure portal and data repository.

3.1.3.4 Unique identification of tracked components, and local command and control over both the handheld device and its user using encrypted wireless communication of the handheld device’s global positioning coordinate information.

3.1.3.5 Use of biometric identification such as a biometric digital fingerprint reader to verify user credentials, personnel reliability status, and currency/training qualifications.

ADDENDUM TO FAR 52.212-01

INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS (Jun 2008)

1.0 Program Structure and Objectives

Ensuring the integrity, safety, and reliability of the nuclear mission is one of the United States Air Force’s (USAF’s) most important and urgent goals. Therefore, Air Force Global Strike Command (AFGSC) has identified the need for the technology demonstration of a tool that is designed to download, store and upload data to a secure portal and data repository in order to enhance the USAF’s processes for tracking nuclear assets. There are potential shortfalls within the USAF’s current processes;

therefore, the purpose of this solicitation is to obtain offeror demonstrations on existing Information Technology (IT) solution(s) to learn how current technology could be used to enhance the nuclear enterprise through improved asset tracking.

The offeror shall outline and identify: (a) any major shortfalls they envision with the USAF’s current asset tracking processes and systems, (b) how the offerors technology can address these shortfalls today, and (c) offer concepts and approaches on how their technology could be further developed over time to address all potential known issues.

This will culminate in a final report that will completely outline development timelines, complete with cost and schedule information, to demonstrate how the existing technology could be tailored to enhance the USAF’s asset tracking priorities. One of the primary priorities is to have a biometrically secure handheld computing device that can exhibit full nuclear enterprise tracking and task list integration, the unique identification of tracked components, and local command and control over both the handheld device and its user.

All ideas, approaches, concepts presented to the Government during the course of this contract effort will be owned by the government and may be used in the development of future AFGSC requirements which will be competitively acquired.

1.1. Budget/Funding Information

The Air Force Nuclear Weapons Center (AFNWC) in support of AFGSC intends to use Research, Development, Test and Engineering (RDT&E) funds for this effort. It is anticipated that multiple firm-fixed price contracts will be awarded and each will be fully funded at time of award. Currently, the USAF has approximately $3M available to award multiple contracts for technology demonstrations. There is potential for additional funding to become available, thus allowing for additional contracts to be awarded, as long as they provide additional value to the USAF in determining how to use technology to enhance asset tracking.

2.0 General Instructions

(a) This section of the Instructions to Offerors (ITO) provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The offeror's proposal must include all data and information requested by the
