II. Project Description (Included project scope and location and refer to the attached project location map)
The proposed Emergency Relief Program for Landslide project takes place at the kilometers 5.55 of the PR-909 in the Municipality of Humacao. (See in Appendix A, Figures 1: Location Map and Figure 2:
Proposed Project Aerial Photo). PR-909 is a collector road that goes from the intersection with PR-PR- 30/PR-3 in the Municipality of Humacao to the intersection with PR-908 at Humacao and Yabucoa municipal limits and has an estimated length of 6.60 kms. The road is a two-lane country road (one in each direction) with no median and shoulder. (See Figure3 – Proposed Project Typical Sections in Appendix A).
Site ER-463 presents one landslide located at the kilometers 5.55 affecting the road in an approximate 640 square meters. The areas were showed sliding of the roadside slope material reaching the pavement edge and taking the guardrails with it. The landslide at site ER-HWY-463 was prompted by the heavy rains associated with Hurricanes Irma and Maria. A Detailed Damage Inspection Report was prepared and approved by FHWA. Copy of the DDIR is included in Appendix B.
The proposed project works includes the followings activities:
1. Construction of a reinforced earth wall
2. Installation of a Rip-Rap Class III
3. Construction of new concrete curb Type F
4. Installation of a 18-inch reinforced concrete pipe Class III
5. Pavement rehabilitation (cold milling)
6. Replacement and installation of guardrails
7. Installation of safety concrete barriers
8. Construction of drainage features
9. Installation of new pavement markings (yellow and white)
10. Other miscellaneous works
Photos of the Proposed Project Area are included in Appendix A. These emergency relief works were determined by engineering evaluations based on field inspections and current PRHTA standards (PRHTA plans and specifications, MUTCD 2009, Roadside Design Guide 2011, and others). Copy of the Proposed Project Plans area included in Appendix D. The reconstruction of road PR-909 at kilometers 5.55 will not extend outside the existing operational right of way of the road. No relocation of families or businesses are required.
III. Purpose and Need
On September 6 and 20, 2017 hurricanes Irma and María passed over Puerto Rico and impacted many areas and structures including highways, roads and bridges under the jurisdiction of the Puerto Rico Highway and Transportation Authority (PRHTA). As consequence of the damages that resulted from these hurricanes the Governor of Puerto Rico and the President of the United States declared a state of emergency in the Island.
Considering the effects of this major nature phenomenon and the consequences in the conditions and safety of the Puerto Rico’s highways, the Puerto Rico and Transportation Authority (PRHTA) has been working in their Emergency Relief Program for Landslide since the middle of last year. The program consists of the evaluation and reconstruction of landslides; i.e., slope instability, washouts and rock fall on several highway segments due to the impacts associated with Hurricanes Irma and María. Those highway segments are located within the Puerto Rico’s Federal Aid Highway System.
The PRHTA proposes the reconstruction of a segment of state road PR-909, specifically a segment at km 5.55, at the Mariana Ward in the municipality of Humacao. A landslide of 604 square meters was identified in that segment of the road.
The purpose of the project is to solve the problem of unstable soil due to different factors, including poor management of surface runoff during or after a significant rain event, where the soil can reach its maximum saturation capacity and fail. The emergency repair works would be performed to restore essential travel, enough to permit traffic to travel over it safely, minimize the extent of damage, and / or protect the remaining facilities.
IV. Planning Consistency:
