Federal code no.:
ER-9999(344)
Location:
PR-3, KM 69.3 TO 70.6, NAGUABO, PUERTO RICO
Brief project description:
The Puerto Rico Department of Transportation and Public Works (DTPW), through its Highway and Transportation Authority (PHTA), propose to perform emergency works on various roadways due to the damage occurred by the Hurricanes Irma and Maria. One of the roads affected by the hurricanes is the PR-3 from Km 69.3 to Km 70.6 in the Municipality of Naguabo, Puerto Rico. See Figure 1 - Location Map and Figure 2 - Aerial Photo.
After the atmospheric events, PRHTA personnel performed an inspection and assessment in this segment of the PR-3 road corridor and identified a landslide in this stretch of the road. This project will intervene an affected area of approximately 4,529 square meters. The alternative proposed to repair ER-HWY-344 includes the following works:
1. Installation of seven (7) marine gabion mattresses at each damage segment along the road with the project’s limits.
2. Pavement rehabilitation (from station 0+00 to stations 11+90.00 before Bridge #1458)
3. Installation of new pavement markings (yellow and white)
4. 4. Replacement and installation of guardrails
5. 5. Other miscellaneous works
The existing roadway sections and geometry of PR-3 will not be modified. No acquisition of structures and relocation of families or businesses is required for the project. All the works would be conducted in the existing right of way.
The estimated cost for these emergency repairs is:
Highway Estimated Cost
PR-3, Km. 69.3 to 70.6
Naguabo, PR $718,082.87
The proposed actions are located within areas that have been previously impacted by the construction of PR-3.
The closest registered cultural resources to the project are three prehistoric archaeological sites identified as N-A, N-B, and NG-5; each one located to the north-west of PR-3, at approximately 320 m, 280 m and 200 m, respectively (see Figure 3). The proposed actions are not expected to have negative effects on historical properties.
The proposed actions would not affect archeological remains or historic properties and comply with
Appendix A, Section II, subsection 2, 4 and 5 of the Programmatic Agreement among FHWA, PRHTA, SHPO and ACHP. Copy of the Programmatic Agreement (Appendix B) is included with this Certification of Compliance. If a historic property is identified, modification to the proposed activities would be conducted to avoid adverse effect to the resource. Also, if unexpected cultural resources are encountered at any time within the project area, work would cease in the immediate vicinity of such discoveries and SHPO would be notified.
Project is in or adjacent to a National Register of Historic Properties (NRHP) eligible or listed property or district?
This project is not in or adjacent to a NRHP eligible or listed property or district.

This Pre-Columbian site consist in one finding, a Petroglyph located in the Río Blanco Ward of Naguabo. Until now there are no associated cultural material. Its located approximately one-kilometer northwest from the kilometer 70.6 of PR 3. Its pending inclusion in the NRHP. We establish that this site its not going to be affected by the proposed project repairs for the Highway
PR 3.
N-B: Official #: NA-18: TAG: NA0100013
Pre-Columbian site, residuary with prehistoric pottery with cultural association Cuevas; Elenoide and Santa Elena.
In 1990, the archaeologist Miguel Rodríguez identified the site in a study called Archaeological Inventory of the East Coast of Puerto Rico.
The site is located west of the Suromar Housing Development, near the bed of the Blanco River.
Approximately 1.6 kilometers north from the alignment PR 3. Pending inclusion in the NRHP. We establish that this site it’s not going to be affected by the proposed project repairs for the Highway PR 3.
Bridge # 122: Official #: NA-4: TAG: NA0200017: NG-11:
Historic bridge of the 20th century located on the mouth of the Santiago River on Highway PR-3, kilometer 67.7 in the Húcares Ward of Naguabo. Located approximately 1.6 kilometer from the
69.3 kilometer when the alignment project begins. This bridge is Listed in the National Register of Historic Places on 1995. On June 1, 2001 was listed in the Official Register of Historic Sites and Zones of the Planning Board, 2009.
"The bridge consists of six sections of twenty-five feet each with steel beams on concrete trestles that crosses the Santiago River. It was designed by the engineer Rafael Nones and built by engineer Félix Benítez Rexach in 1918. Its hollow octagon railings form modern-style balusters. According to the researcher, the structural and architectural set seems to have advanced fifty years to his era” Pumarada, P.
López and W. Rodríguez.
The archaeologists Miguel Rodríguez and Jaime Pagán carried out an IA-IB Phase for the Bridge No. 122 Replacement Project on the Santiago River PR-3 Km. 67.7 in 1988 (SHPO # 01-28-00-03). Bridge # 122 was included in the National Register of Historic Places in 1995. Then in 2004, archaeologist Sharon Meléndez conducted another study for the replacement of bridge number 122 (SHPO # 05- 24-11-04 (106)).

The residuary is located approximately 1.8 kilometer from the 69.3 km.
We establish that this site it’s not going to be affected by the proposed project repairs for the Highway PR 3.
According to the information obtained in the archives on January 2019, in the Archeology and Ethnohistory Program (PAE) of the Institute of Puerto Rican Culture (IPRC) and the State Historic Preservation Office (SHPO), recorded on Table 1:
WE HAVE MENTIONED FOUR ARCHAEOLOGICAL SITES ON TABLE 1 IN ORDER TO
DOCUMENT THE PROJECT AREA.
ALL OF THEM ARE LOCATED WITHIN A RADIUS OF MORE THAN ONE KILOMETER OF THE
AREA OF POTENTIAL EFECT (APE).
NON-OF THE RECORDED HISTORIC PROPERTIES OR PREHISTORIC SITES within OR adjacent to the AREA OF POTENTIAL EFECT (APE) WILL BE AFECTED BY THE PROPOSED PROJECT
REPAIRS BECAUSE THEY ARE LOCATED MORE THAN ONE KILOMETER AWAY FROM THE
ALIGNMENT OF THE ROAD (SEE FIGURE NUMBER 2).
In summary, nine of the researches consulted close to our project seven showed negative results and two were positive, one of prehistoric type and the other historical.
The positive reports were made for the project Replacement on Bridge Number 122 on the Santiago River in the Húcares Ward of Naguabo performed by arqchaeologist Sharon Meléndez in 2004, this project was located east of this project but outside of the alignment. The other positive study was for the Construction of a Parking Area project, in the Húcares neighborhood, Playa Sector, Naguabo carried out by Herminio R. Rodríguez Morales in 1987, it is to the East and outside of this project.

SOILS OF THE PROJECT AREA
Regarding the soil of the Project area, we have used the soil study "Soil Survey of Humacao Area of Eastern Puerto Rico, United States Department of Agriculture". This has been prepared by the Soil Conservation Service of the Department of the United States and the Department of Agriculture of the University of Puerto Rico Mayagüez Campus, Rafael A. Boccheciamp 1977. The soil in the Project area is composed of five classifications and they are the following:

• Aguadilla loamy sand consist of deep sandy soils, too drained, close to sea level, with 0 to 2 percent slopes. The representative profile says that the first layer is composed of sandy and acid clay of a very dark brown color, about eight inches thick, followed by a layer composed of loose sand that extends up to fifty inches and more. These lands have no agricultural value because they have no organic matter and are not fertile.
• Cm-Coastal Beaches consists of very flat coastal stripes of clear sands along the coast.
The sand disturbed by the effect of the waves is saturated with shell fragments and marine snails. These lands have no agricultural value and lack vegatation, except for the coconut palms and the beach vines that are typical of the area.
• Salt water mash consists of humid areas that are periodically flooded by salty waters that come from adjacent mangroves or near the sea, mostly covered by grasses and herbaceous plants. These lands have no agricultural value because they are moist and salty.
• Tidal swamp consists of areas known as mangroves and / or tidal marshes, are covered by typical mangrove trees, whose roots lie in salt water most of the year. These areas are small and do not have any agricultural value but for the Fauna they have a great feeding and reproduction value for many species.
• Water the land contains very little or no water content, except salty.

In terms of the environmental characteristics of the project, it is located in the coastal zone.
Possibly the characteristics of the soil and vegetation were different for the time of the natives, which would favor the area for food exploitation obtained from the coasts. In contrast to the project, literally located on the seashore, the coastal area has undergone many transformations through the passage of time, atmospheric events, global warming, and so on. For what used to be on the shore of the sea, now it is more internal or does not exist.
In the alignment of the project there is a section that locates a concrete bridge that crosses the mouth of the Blanco River. This bridge has the number 1468 (numbering provided by the consultant EBP designer). Although the bridge is of modern construction and is not considered historic and this bridge it will not be intervened by the project as proposed. The repairs imply exclusively repaving of asphalt and minors works (see field photographs).

FIELD RECOINASSANCE
We conducted a field inspection to identify any type of cultural / historical element on the surface of the alignment on the Highway PR-3 from kilometer 69.3 to 70.6. Naguabo, Puerto Rico. In both directions and we inspected the bridge upstream and downstream. We document the recognition through photographs that we present below. It should be noted that no ties were observed in bricks or bridges of bricks presenting designs of the early twentieth century. Neither do we observe evidence of prehistoric or historical properties in the exposed areas of the road.

We understand that, due to the repairs of the asphalt of the Project area, the field inspection carried out during the month of January, of which no prehistoric or historical cultural resource was observed and the far away location of the historical properties listed in the surroundings, we determined that it is not necessary to carry out additional studies because there’s no historic properties affected . We corroborate that the Project area does not poses any characteristics that indicate that the area is likely to find and / or affect any historical property.
As we pointed out above, we determine that there is NO historical property within the area of potential effects that could be affected by the project as proposed. This is achieved through the study and documentary research on the cultural development of the study area.

Good Morning, Mr. Jorge Coll, This is in reference to your electronic message dated on November 21, 2019 and the additional information submitted on February 12, 2020 for the additional proposed work (the placement of some gabion mattress and planting of Vetiver grass) along some sections adjacent to State Road PR-3, within Km. 69.3 and 70.6 where cold milling and re-pavement will take place.
After review the additional information included on your electronic message below, I hereby inform you that this additional proposed work is covered by our previous No Permit Required Letter dated on 22 October 2019. Based on information provided, the additional works will be take place outside the high tide line. Please add this electronic message to our previous communication mentioned above for subject project.
Please inform all construction personnel to work within the project limits and avoid impacts within the aquatic environment from the high tide line toward the ocean as well as on adjacent wetlands because work performed below the mean high waterline in adjacent navigable waters of the United States, or the discharge of dredged or fill material below the high tide line in adjacent waters of the United States, without a Department of the Army permit could subject to enforcement action.
Thank you.

Saludos Gisela, Please find attached a new set of drawings including the High Tide Line and total width of gabions (fill). Dimensions of every gabion is included in a table on Sheet PMGM 6.
After revising what we included as "Mean High Water Level" in previous drawings we found out that it is in fact the "High Tide Line" for the Municipality of Naguabo. It was a misinterpretation of the concept when translating it from Spanish to English from its source. This can be verified at Blockedhttp://www.tablademareas.com/ci/puerto-rico/naguabo.
Please let me know if you need additional information.
