About this file
This is a NEPA Environmental Checklist for a Navy facilities maintenance project at SUBASENLON (Naval Submarine Base New London). The project involves air duct cleaning and sanitizing for HVAC systems in three barracks buildings (534, 560, and 559), requested by PWD FEAD (FSC) with POC Raul Valdez. The project is scheduled to begin as soon as a contract is awarded and is categorized as routine maintenance work for quality of life purposes.
The environmental review determined the project qualifies for Categorical Exclusion (CATEX) #8 for routine repair and maintenance, requiring no further NEPA analysis but mandating compliance with specific environmental requirements. Key requirements include: coordination with the Hazardous Waste Program Office for any regulated waste disposal, review of existing facility hazardous material surveys, proper handling of refrigerants by trained personnel, and strict wastewater management protocols. Wastewater from duct cleaning cannot discharge to stormwater systems and must be collected for sanitary sewer disposal under permitted conditions. The contractor must submit Safety Data Sheets for all cleaning and sanitizing products to the Environmental Division for approval and provide monthly discharge reports. The environmental determination is valid for one year and requires the project cannot be awarded until NEPA requirements are complete.
