About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Navy duct cleaning project at Naval Submarine Base New London. Specific clarifications include: contractors must clean and reinstall existing economizer screen filters, only replace filters deemed end-of-life, use gas-powered air compressors with SUBBASE Fire approval, and obtain Contractor Quality Management (CQM) certification after contract award. The mechanical work involves cleaning bathroom exhaust fans, attached duct work, and return air ducts, with specific details referencing mechanical drawings for register quantities.

SUMMARY OF CHANGES

RFI Questions & Answers
1. Will we be supplied with economizer screen filters and/or RTU pleated filters to replace during the cleaning. No filters will be supplied; the existing economizer screen filters should be cleaned and reinstalled. Any screen filters or pleated filters that are deemed end of life should be itemized and noted on daily job briefs. Once duct cleaning is complete, the Navy will coordinate replacement of filters.
2. Can we use a gas air compressor and run hoses into the building through a door or window? This unit would run daily outside. A gas-powered air compressor can be used if it meets all safety requirements for machinery, and is located a safe distance from building, away from any fire hazard and its location is approved by SUBBASE Fire.
3. NAVFAC Contractor Quality Management (CQM) Training requirement. If our staff is currently not CQM certified, are there options available for training through your program? NO, the Navy does not provide this training. Or is seeking a general training vendor recommended? Yes, it is recommended contractors seek vendor for CQM training. Is this certification required prior to submitting a proposal or is after award possible? After award is acceptable. We recognize the NADCA standards and quality control requirements of the contract, but the reporting requirements of the CQM standard may be specific.
4. To confirm, could you please specify the total number of registers and whether the exhaust fans/units are included. See mechanical drawings provided for number of registers. SOW states “Exhaust Fans/Ducts: Bathroom exhaust fans and all attached duct work including return air ducts will be cleaned and sanitized.”
