About this file

This is a pricing and evaluation sheet for NEORide's Request for Proposal (RFP) for Microtransit, Paratransit and Turnkey Transportation Services in Ohio. The proposal requires vendors to provide complete turnkey operations including drivers, supervision, fuel, maintenance, insurance, dispatch, and customer support for a hypothetical Ohio agency scenario. The evaluation assumes 30 total vehicles (18 standard and 12 wheelchair-accessible vehicles, including spares), one facility, and annual operations across 250 days (Monday-Friday, 6:30 a.m. to 6:30 p.m.) serving 150,000 annual passenger trips. The service model is on-demand shared microtransit covering a 75-square-mile contiguous urban/suburban zone with a 90 percent pickup target within 20 minutes. Proposals must be submitted electronically by Friday, November 20, 2026, at 4:00 p.m. EST. The evaluation contract term is 5 years, with potential expansion to other NEORide partner agencies throughout the United States subject to local jurisdictional requirements.

Vendors must price both one-time start-up costs and recurring annual operating rates on an Ohio basis using the provided price sheet. Start-up costs include mobilization and transition, workforce readiness (operator recruitment, training, onboarding), vehicle acquisition or lease initiation with branding, facility setup, dispatch and customer service workspace establishment, compliance and permitting, and launch support across a 120-calendar-day mobilization period. Recurring operating rates must be quoted for dedicated standard and wheelchair-accessible vehicles (per vehicle revenue hour), non-revenue vehicle time, additional labor, vehicle packages, dispatch and customer service, and administrative support. Vendors must also provide proposed starting gross hourly wages for operator, dispatcher, customer service, and supervisor positions in Ohio and any additional states offered. The pricing excludes mobility platform software, applications, licenses, and support priced separately in the RFP. Vendors should disclose minimum commitments, surcharges, vehicle ownership structures, and any exclusions or local labor agreement qualifications in their assumptions and notes. Annual escalation rates for recurring costs from Year 2 forward must be identified by vendors, with all costs calculated for the 5-year evaluation period.
