About this file
This Statement of Work (SOW) document outlines the requirements for a Mobility Platform and Turnkey Microtransit Services procurement involving 12 transit agencies across Ohio, Kentucky, Iowa, West Virginia, and Michigan: BCRTA (Hamilton, OH), SORTA (Cincinnati, OH), KRT (Charleston, WV), TANK (Ft. Wright, KY), HIRTA (Urbandale, IA), DART (Des Moines, IA), Dayton RTA (Dayton, OH), NKADD (Florence, KY), Richland (Richland, OH), BATA (Traverse City, MI), Lorain Elyria (Lorain, OH), and Indygo (Indianapolis, IN). NEORide will select two vendors to provide both a Software-as-a-Service (SaaS) mobility platform and turnkey microtransit operational services. The platform must support demand-response and ADA paratransit services, including rider and vehicle applications, central dispatch and administration, trip booking and scheduling, reporting, billing, and integrations with EZFare, GTFS Flex, and EZConnect. Implementation services include requirements traceability, design and configuration, testing and acceptance, documentation, and training. Proposals must be submitted electronically by Friday, November 20, 2026 at 4:00 p.m. EST through the procurement portal. The contract term and renewal options are not specified in this SOW document, though proposals must address pricing across the contract term and renewal periods.
Proposers must submit completed compliance matrices for both the Mobility Platform and Turnkey Microtransit requirements along with detailed pricing sheets covering fixed implementation costs, recurring platform charges, turnkey start-up costs, operating rates, and applicable annual escalation percentages. The SOW requires 99.95% system availability, 24/7 support for high-priority incidents, and comprehensive service-level agreements negotiated before project closeout. Turnkey services include vehicle fleet provision (agency-provided, contractor-provided, or mixed), operator sourcing and training, dispatch and scheduling, facilities, customer service, performance reporting, and mobilization and closeout services. The procurement is structured through a Master Service Agreement with NEORide, with individual agencies executing partnership agreements accepting the negotiated terms and pricing. Funding sources include the United States Department of Transportation and the Ohio Department of Transportation, with contract availability to other NEORide entities nationwide subject to jurisdictional law. The solicitation reserves the right to accept any proposal in whole or part, reject all proposals, and requires compliance with disadvantaged business enterprise participation requirements.
