About this file

This is a SaaS price sheet for NEORide, a consortium of Ohio-based transportation agencies, in response to a Request for Proposal for Microtransit, Paratransit and Turnkey Transportation Services. The RFP solicits proposals for a comprehensive mobility platform that includes core system components, demand response transit/microtransit systems, specialized ADA/paratransit systems, and required integrations with existing transportation software such as EZFare, GTFS Flex, and EZConnect. The evaluation assumes one participating agency with 50 active vehicles operating within a NEORide-wide network of 210 active vehicles, which determines the applicable pricing tier (Tier 2, covering 101-300 active vehicles). All proposals must be submitted electronically by Friday, November 20, 2026 at 4:00 pm (EST). Year 1 pricing is calculated from each agency's written Final System Acceptance and covers a 12-month period of recurring SaaS services.

The pricing structure separates fixed one-time implementation costs (from Notice to Proceed through Final System Acceptance) from recurring Year 1 SaaS fees calculated on a per-active-vehicle monthly basis. All implementation costs, project management, design, configuration, integrations, data migration, documentation, training, and acceptance testing are included in the fixed implementation price, with no recurring SaaS fees charged prior to system acceptance. Year 1 SaaS pricing includes all required software, licenses, hosting, test environments, maintenance, support, training, and integration maintenance within a bundled per-active-vehicle fee, with the contractor bearing all costs and usage risk for third-party services including mapping, routing, geocoding, messaging, and telephony APIs. The contract is subject to financial assistance from the Ohio Department of Transportation and the United States Department of Transportation, and successful vendors will enter into a Master Service Agreement with NEORide, which individual partner agencies may adopt through partnership agreements accepting the negotiated terms and pricing.

Notes
AFixed Implementation Prices include all required work and platform access from the applicable written Notice to Proceed through written Final System Acceptance, including project management, design, configuration, integrations, migration, documentation, initial training, acceptance testing and burn-in testing. No recurring SaaS fee is charged before acceptance.
BYear 1 is the twelve-month period beginning on each Participating Agency’s written Final System Acceptance. All required recurring software, applications, licenses, hosting, test environments, maintenance, support, integration maintenance, configuration, reporting, data access and required recurring training shall be included in the per-active-vehicle fee.
CYear 1 pricing is requested to provide evaluators with a complete and comparable twelve-month recurring cost of ownership for the required Mobility Platform, using the stated evaluation assumptions. It shall include all required recurring costs within the bundled per-active-vehicle fee.
DYear 1 pricing is requested to help NEORide evaluators understand and compare the total cost of providing the required Mobility Platform during the first twelve months following written Final System Acceptance.
EFor evaluation, assume one Participating Agency with 50 active vehicles and 210 active vehicles across NEORide. The NEORide-wide count determines the applicable Tier 2 rate; the agency’s 50 active vehicles determine its evaluated cost.
FProposers shall calculate the evaluated Year 1 SaaS price by multiplying the quoted Tier 2 monthly fee per active vehicle by 50 agency active vehicles and twelve months.
GFixed implementation costs shall be reported separately and shall not be included again in Year 1 pricing. Evaluators will combine the fixed implementation total and the Year 1 SaaS total to determine the cost of implementation and the first twelve months of system operation following Final System Acceptance.
HThe component allocations shall represent portions of the quoted bundled price, including all required recurring costs, and shall sum to the evaluated Year 1 SaaS price. They are not separately billable charges and need not represent the Proposer’s internal accounting costs.
IThe Contractor bears the cost and usage risk for all required third-party services, including mapping, routing, geocoding, messaging, telephony and other APIs. Increased usage or changes in third-party pricing do not authorize additional charges beyond the contracted per-active-vehicle fee and expressly permitted contractual escalation. No separate trip, user, API-call or transaction-volume overages apply to required functionality.
JNEORide reserves the right to add or delete services or equipment quantities at the specified prices as needed throughout the term of the contract.
KComponent allocations and underlying unit rates are provided for evaluation and transparency only. They do not authorize separate license, module, hosting, integration, user, trip, API or other recurring charges. Each cost shall be priced once. Actual SaaS invoices use agency active vehicles, the applicable NEORide-wide tier and agreed partial-month rules.
