STATEMENT OF WORK

1 GENERAL INFORMATION

1.1 Background

The National Ocean Service (NOS) is responsible for the National Oceanographic and Atmospheric Administration's (NOAA) nautical charting program and provides nautical charts and related products for the coastal and adjacent ocean areas of the United States (including possessions and territories), the Great Lakes, and other inland navigable waters. Accurate and reliable charts are essential to the safety of those who go to sea for commerce, defense, or recreation.

1.2 Purpose

The purpose of this contract is to provide NOAA with modern, accurate hydrographic survey data with which to update the nautical charts of the assigned area.

1.3 Statement of Work

This Statement of Work (SOW) contains requirements specific to the contracted hydrographic services and is intended to supplement the NOS Hydrographic Surveys Specifications and Deliverables (HSSD).

1.4 Technical Specifications

The contractor shall perform all work on all task orders in accordance with the last current edition of the HSSD. This document may be viewed at:

1.5 Area

The Government can issue task orders for surveying within the territorial waters of the United States. The survey limits will be provided in the Project Instructions.

2 SCOPE OF WORK

2.1 General

Work under this contract includes two types of fixed price task orders assigned by the Government: (1) basic task orders and (2) special investigation task orders.

2.1.1 Basic Task Orders

Under a basic task order, the Contractor shall provide survey coverage as specified in the Project Instructions. The price of each basic task order includes, but is not limited to:

• surveying all specified areas

• mobilizing, demobilizing, and moving between survey areas

• establishing geodetic control

• installing, monitoring, and maintaining tide gauges

• processing the data

• all equipment maintenance and calibrations

• field office cost

• downtime due to weather or for other reasons not attributable to the Government

• preparing reports, plots, and other deliverables

• rerunning any sounding or side scan lines which fail to meet specifications

• docking fees and other costs associated with vessel operation

• determining the least depth on wrecks and obstructions from the data acquired during the task order

• addressing all fixed and floating aids to navigation

• addressing all charted features within the survey area

If the vessel is operating overnight, the fixed price shall include meals and accommodations provided by the Contractor to the Contracting Officer's Representative

(COR).

2.1.2 Special Investigation Task Orders

At the Government’s option, task orders will be issued to authorize additional field work to:

• provide multi-beam sonar coverage in addition to the coverage in the basic task order

• provide side scan sonar coverage in addition to the coverage in the basic task order

• perform other investigations

The price associated with conducting these bottom feature developments, processing the data from the developments, and assimilating the data with the basic task will be covered in the task order. If the vessel is operating overnight, the task order price shall include meals and accommodations provided by the Contractor to the COR or the Government Observer.

2.2 Contractor Responsibilities

2.2.1 General

The Contractor shall provide all labor, material, and equipment necessary to supply the Government with hydrographic data acquired in accordance with the requirements and technical specifications stated herein. All work shall be performed to NOAA specifications and the data provided in NOAA specified formats in accordance with the last current edition of the HSSD.

During the execution of the work, the Contractor shall provide professional supervision and quality control to assure the accuracy, quality, completeness, and progression of the work. The Contractor shall be responsible for the following tasks, although this list is not to be deemed as all inclusive:

• acquiring all data in accordance with this SOW

• supplying all equipment, spares, and supplies necessary for the conduct of survey operations

• all measurements

• all necessary calibrations of equipment needed to conduct the survey work

• determining that the static transducer draft, and the settlement and squat of the vessel has been measured and remains properly accounted for throughout the survey

• conducting accuracy testing and accounting for sensor alignment and biases

• determining, processing and applying necessary data corrections

• all required deliverables

• notifying the U.S. Coast Guard, pilots associations, commercial fishing groups, etc., about the project and planned activities

Furthermore, the Contractor is responsible for performing the following services:

• acquiring multibeam sounding data

• acquiring side scan sonar data

• capability to produce Ellipsoidally Referenced Surveys (ERS)

• acquiring and processing time series acoustic backscatter data

• investigating shoreline and other charted features

• installing, operating, and removing water level (tide) stations and Global Positioning

System (GPS) stations for establishing vertical and horizontal control

• acquiring related supporting data (e.g. water level correctors, secchi depth readings, sound speed through the water, etc.)

• processing the hydrographic and auxiliary data

• performing quality control during data acquisition and processing

• delivery of the data and reports to NOAA for application to the nautical charts and associated hydrographic products

• acquiring airborne hydrographic Light Detection and Ranging (lidar) sounding data

2.2.2 IT Security Requirements

The Certification and Accreditation (C&A) or Assessment and Authentication (A&A) requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required. The Contractor will not have access to any government owned equipment or be furnished government privileged information.

The contractor must implement cyber security and quality assurance controls, similar to NOAA's federal workforce when processing hydrographic data for the protection of the data acquired and delivered as documented in this statement of work.

At a minimum, the contractor should implement the following cyber security controls:

1. Implement regular vulnerability scanning and remediation of computers, software, and devices utilized in the acquisition process to reduce the risk of vulnerabilities.

2. Maintain secure configuration of computers and applications to remove unnecessary software, ports, protocols and services which could be subject to compromise.

3. Implement good physical security practices in the handling of external devices or laptops utilized in the acquisition process.

4. Perform Quality assurance on the deliverable to confirm accuracy of the data and the drive is free from malicious code.

5. Notify OCS of any indication or actual security compromise of resources utilized in the contractor's acquisition process.

2.2.3 Personnel

The Contractor shall be responsible for providing personnel with specialized experienced in the collection of hydrographic data and the operation and calibration of automated hydrographic data acquisition systems. Labor category descriptions including education, required years of experience, and experience qualifications are included in Attachment B – Labor Categories. The following labor categories are considered key personnel:

Program Manager, Project Manager, Lead Hydrographer, Senior Hydrographer, Hydrographer, and Tide Specialist.

2.2.4 Vessel

The Contractor is responsible for providing and operating a seaworthy vessel(s) that complies with regulations as shown in the table below:

2.2.4.1 Vessel Operation

The Contractor is responsible for arranging dockage, fueling, and supplying of the vessel(s). The Contractor is responsible for the safety of the crew and passengers and for operating the vessel in a safe and prudent manner. Assignment of survey tasks by the Government does not relieve the Contractor from operating the vessel in a safe and prudent manner. The Contractor is responsible for notifying the COR if work cannot be completed safely.

2.2.4.2 License Requirements

A survey vessel over 50-feet or over 100 gross tons shall be operated by a licensed mate.

If the vessel is underway for more than 12 hours, it shall have 2 licensed mates aboard.

2.2.4.3 Nautical Charts

The vessel shall have on board the largest scale paper or electronic charts of the survey area and any area in which the vessel is operating. These charts shall be fully corrected through the latest weekly Notice to Mariners and the U.S. Coast Guard Local Notice to Mariners.

2.2.5 Survey Equipment and Instrumentation

The Contractor is responsible for maintaining and calibrating all equipment necessary to comply with this Statement of Work. The Contractor shall calibrate equipment requiring annual calibration such as sound speed profilers, Conductivity-Temperature-Depth (CTD) probes, water level measurement systems, and other related instruments and instrumentation systems. These instruments shall be re-calibrated at intervals no greater than twelve months until survey completion. Copies of the sound speed profiler calibration data shall be included in Separate II of the Descriptive Report (DR) if calibration occurred after submission of the Data Acquisition and Processing Report (DAPR). See HSSD Section 8.1.4.

2.2.6 Clearances

The Contractor shall be responsible for:

• obtaining personnel access clearances; permission to enter onto private and public property

• all applicable licenses for operation of electronic navigation devices

• all radio-frequency clearances

• ensuring compliance with all laws, regulations, and ordinances associated with the installation of electronic navigation devices

• staffing and maintaining shore-based installations as required

2.2.7 Keeping the Government Informed

2.2.7.1 Vessel Movement

The Contractor shall inform the COR of survey vessel schedules at least 48 hours in advance.

2.2.7.2 Dangers to Navigation

As soon as practicable after discovery, the Contractor shall notify the COR and the Hydrographic Branch specified in the Project Instructions, about any uncharted or incorrectly charted danger. Visual depictions and an indication of scale must be included when available. See HSSD Section 1.6.

2.2.7.3 Identification of Potential Field Examinations

The Contractor shall make recommendations to the COR for additional field examinations that are deemed necessary to establish survey completion.

2.2.8 Release of Data

The Contractor shall obtain approval from the COR before any survey data are released to parties outside NOAA's Hydrographic Services Division. If any preliminary data are released, they shall be annotated with a disclaimer as provided by the COR.

2.2.9 Regulatory Compliance

The Contractor shall comply with all applicable Federal, State, and local regulations.

2.2.10 Survey Data and Software

The Contractor shall maintain off site backups of the survey data until the COR notifies the contractor that the submitted data has been officially accepted.

2.2.11 Accommodations for Government Observer

2.2.11.1 Berthing and Messing

The Contractor shall provide berthing and messing for one Government Observer aboard the Contractor's vessel. Berthing facilities and meals for the Government Observer shall be commensurate with the berthing and meals provided to licensed mates and engineers on the survey. While the Government Observer is aboard, interior survey work spaces and the berthing and mess areas of the Contractor's vessel shall be smoke free.

2.2.11.2 At Sea Rendezvous

When requested by the COR or Government Observer, and subject to the approval of the vessel's commanding officer, the Contractor shall temporarily suspend operations between survey lines to allow for COR arrivals, departures, or transfer via another vessel.

Arrangements for this other vessel will be made by the COR or Government Observer.

2.3 Government Responsibilities

2.3.1 Government Observer

In the event that the Government chooses to use an on-board observer at any time during this contract, the Government will be responsible for assuring that the observer meets and boards the Contractor's vessel during either a scheduled in-port period or at a mutually agreeable place and time.

2.3.2 Survey Registry Numbers and Titles

The Government will provide the survey registry number and title for each survey in the Project Instructions.

3 SURVEY REQUIREMENTS

3.1 Hydrographic Survey Data

The Contractor shall acquire hydrographic survey data according to the coverage and equipment requirements in the Project Instructions. The importance of maintaining and documenting data flow integrity cannot be overstressed. A description of the data processing routines for converting from raw sounding data to the final sounding values shall be included in Section B of the DAPR. See HSSD Section 8.1.5.1.

The Contractor shall provide both digital raw files and final digital corrected files. Raw unedited multibeam data shall be delivered in such a manner, so that when it is read in CARIS with a “zeroed” CARIS HIPS Vessel File (HVF) and a zerotide.tid file, it is fully corrected for sensor offsets, vessel draft, biases, dynamic attitude, sound velocity, and vertical datum reducers. Alternately, the Contractor may submit the data as a complete CARIS project. See HSSD Section 8.3

3.2 Data Format

3.3 Quality Control

The Contractor shall make available to the COR, the same quality control/quality assurance tools and products used by the Lead and Senior Hydrographers.

3.4 Positioning System Confidence Checks

See HSSD Sections 3.2 and 3.3

3.5 Water Level Systems Checks and Verification

See HSSD Section 4.1.4.

3.6 Single Beam Echo Sounder Data

See HSSD Section 8.3.2.

3.7 Multibeam Confidence Checks

See HSSD Sections 5.2.4.1.

3.8 Speed of Sound Confidence Checks

See HSSD Section 5.2.3.3.

3.9 Side Scan Sonar Confidence Checks

See HSSD Section 6.1.3.1.

4 TIDE AND WATER LEVEL DATA

The Contractor shall collect tide and water level data as directed in the “Tides and Water Level Data and Predicted Tidal Zoning” document (Tides Statement of Work). See HSSD Chapter 4 for guidance on installing and maintaining tide gauges.

5 OTHER DATA

5.1 Bottom Sediment Samples

The Contractor shall collect bottom samples as directed by the Project Instructions. See HSSD Sections 7.2 and 7.2.3.

5.2 Aids to Navigation

The Contractor shall position Aids to Navigation as directed by the Project Instructions.

5.3 Features

The Contractor shall investigate features as directed by the Project Instructions. See HSSD Chapter 7.

6 DELIVERABLES

6.1 Descriptive Report (DR)

The Contractor shall submit the DR in both XML and PDF format in accordance with HSSD Section 8.1.4. The XML file shall validate against the 2017 version of the schemas, which can be found at https://nauticalcharts.noaa.gov/publications/standards-and-requirements.html.

6.2 Data Acquisition and Processing Report

The Contractor shall submit the DAPR in accordance with HSSD Section 8.1.5.1. The DAPR shall describe the data acquisition and processing procedures, and quality control practices. The DAPR shall also specifically address the steps and control processes that were used to ensure that the accuracy requirements were met.

6.3 Horizontal and Vertical Control Report (HVCR)

The Contractor shall submit the HVCR in accordance with HSSD Section 8.1.5.2.

6.4 Digital Data Files

The contractor shall submit digital data in accordance with HSSD Section 8.3 and the data directory structure in HSSD Appendix J. Other formats may be allowed, if authorized in advance by the COR. Each registered survey shall be submitted on its own USB hard drive. Any Supplementary correspondence shall be submitted in PDF format.

The Contractor shall work with the COR to ensure that no compatibility problems exist after data submission

6.4.1 Bathymetric Attributed Grid (BAG)

The Contractor shall submit final depth information as a collection of grids or Navigation Surfaces in the CARIS BASE or BAG format. The Contractor shall ensure that all data has been correctly processed and that appropriate designated soundings have been selected. See HSSD Sections 5.2.1.2.3 and 7.4.

6.4.2 Side Scan Sonar Data

The Contractor shall submit digital side scan sonar data in a format readable by CARIS SIPS version 9 or above or SonarWiz. See HSSD Section 8.3.3.

6.4.3 S-57 Feature File

The Contractor shall submit an S-57 feature file, which includes all features that may be compiled to the nautical chart. Features may include wrecks, obstructions, bottom samples, or other objects. See HSSD Section 7.3.

6.5 Weekly Acquisition Progress Report

See HSSD Section 8.1.1.1.

6.6 Monthly Progress Report

The Contractor shall submit a Monthly Progress Report no later than five (5) calendar days from the end of the reported month. See HSSD Section 8.1.1.2.

6.7 Survey Outlines

At the completion of field work for each registered survey, the Contractor shall submit a survey outline, showing the extent of hydrography, via email to survey.outlines@noaa.gov and the COR. See HSSD Section 8.1.2.

7 DELIVERY INSTRUCTIONS

7.1 Packaging Instructions

The Contractor shall include a letter of transmittal with all shipments, detailing all elements of the shipment according to the template in HSSD Appendix I. All deliveries shall be packaged and marked for shipment in accordance with the best commercial practice.

7.2 Delivery Address

The Contractor shall ship all data, reports, and survey records for the completed project to the appropriate NOAA Hydrographic Branch, using the delivery address indicated in HSSD Section 8.3.1.
