Amendment to Federal Business Opportunities (FBO) Notice

Amendment No.: 0001

Identification No.: NCNJ3000-18-00238

Title: NOS/OCS Hydrographic Surveying Services

Amendment Purpose: This amendment is issued to provide answers to questions received to date for NCNJ3000-18-00238 (NOS/OCS Hydrographic Surveying Services) posted to FBO on

February 8, 2019.

The following questions with respective answers are provided herein:

Question 1: The solicitation mentions, under “Professional Qualifications”, “In order to be qualified, firms will need to have personnel on payroll for all of the labor categories identified in

Attachment B, Labor Category Descriptions”. It then goes on to define “Key Personnel”.

Regarding having personnel “on payroll”, is this meant to apply to just the prime contractor, or to the assembled team as a whole? What about “key personnel” – is the prime expected to have at least these personnel on staff or is this also applicable to the team as a whole?

Answer: The team as a whole must have all of the labor categories identified in

Attachment B, Labor Category Descriptions, (including Key Personnel) on payroll.

Question 2: Will PPQs count against the page count?

Answer: PPQs will not count against the page count.

Question 3: Is a PPQ (or other assessment mechanism) required for each past performance project?

Answer: As stated in the Past Performance evaluation factor, a minimum of three (3) past performance references must be provided. Part I, Section F of the SF330 for example projects requires the Project Owner’s point of contact information be provided. As stated in the Past Performance Selection Criteria, The Government will evaluate past performance based on information submitted in the PPQ, Contractor Performance

Assessment Reporting System (CPARS) for projects provided in the SF330, Part I, Section F and may include customer inquiries, Government databases, and other information available to the Government including contact with points of contact provided in the SF330.

Question 4: The RFP states “In order to be qualified, firms will need to have personnel on payroll for all of the labor categories identified in Attachment B, Labor Category Descriptions.”

“Firms must also have at least two (2) certified hydrographers and availability through ownership or lease of a range of equipment such as seaworthy vessels with specially calibrated equipment and suitable aircraft” Are the qualified personnel required to be employed directly by the prime firm or can the required qualified personnel be drawn from a combination of the teaming firms’ staff?

Answer: The team as a whole must have all of the labor categories identified in

Attachment B, Labor Category Descriptions, (including Key Personnel) on payroll. The qualified personnel are not required to be employed directly by the prime firm.

Question 5: “Front and back side use of a single page will count as 2 pages. The overall submission package (Part I and Part II of SF330) shall not exceed 100 pages. Each side of a single sheet of paper is considered a page, such that a single sheet of 8 ½ X 11, is two pages of the 100 page total….” Would a SF330 page (or piece of paper) that’s only printed on one side count as one page or two pages?

Answer: The SF330 page that is only printed on one side counts as one page. If the

SF330 page is printed on two sides (double-sided), then it counts as two pages.

Question 6: A Past Performance Questionnaire (PPQ) form is included. In the request for

SF330 document, Section 4 “Past Performance”, it mentions PPQs are one item that will be used to evaluate past performance. Could you please clarify what action we are to take with this document concerning our SF330 response -- is the PPQ form included simply for reference, or are we expected to provide completed PPQ forms with the SF330 response? If so where in the

SF330 document and do they count toward the total page count, and do they need to correspond to example projects listed in Section F?

Answer: The PPQ is an optional form. The PPQ can be utilized for example projects listed in SF330, Part I, Section F or for other projects that demonstrate past performance with

Government agencies and private industry completing hydrographic data collection and processing to support routine activities and emergency incidents (relevant in size and scope to this acquisition) with respect to cost control, quality of work, compliance with performance schedules, stakeholder/customer satisfaction, and regulatory compliance, as stated in the Past

Performance Selection Criteria. If a PPQ is utilized, the Contractor is to complete blocks 1 through 4 and the Client (the agency, private firm that the Contractor completed work for) is to compete blocks 5 through 8. The Client shall provide the completed PPQ via email to the

Contract Specialist, Stacy Dohse at Stacy.Dohse@noaa.gov and cc Contracting Officer, Tiffany

Squyres at Tiffany.Squyres@noaa.gov. The PPQ does not count towards the total page count.

Question 7: In the “Past Performance” section, it mentions a minimum of three references must be provided. In what format are these references expected to be provided? Is a “reference” considered the Project Owner Information for example projects (box 23 in section F)?

Answer: There is not a specific required format for references. A reference can be the

Project Owner Information included in SF330, Part I, Section F.
