GENERAL REQUIREMENTS
PART 1 GENERAL
1.1 SAFETY REQUIREMENTS
Refer to section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS for safety and infection control requirements.
1.2 GENERAL INTENTION
a. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for NCA Mountain Home Cemetery Improvements as required by drawings and specifications.
b. All employees of Contractor and subcontractors shall comply with VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.
1.2.1 Sequence of Construction
Sequence of construction is critical for this project. As the cemetary site will remain open and active during construction, considerations must be made to not inhibit the ongoing work by the NCA site personnel. Work done by the Contractor must be coordinated daily with the NCA site Manager and NCA site Head of Maintenance to determine if or when any internments are to be conducted the following day for the Contractor to minimize noise and/or potentially stop work in an area. For bidding purposes, the contractor should plan for approximately three internments a week which last approximately one hour (contractor will be required to stop work).
In addition, the contractors schedule shall be heavily scrutinized by the COR to ensure orders or work is in keeping with best practices to ensure an excellent final product and minimal diturbance or rediturbance occurs to features of work required as part of this contract.
The sequence of construction will hinge on exactly which options are awarded along with the contract base. The contract shall submit their own proposed schedule but the following is a list of items that should be kept in mind when preparing said schedule:
A. Award of the base contract.
a. USACE recommends construction of the restroom facility, and committal shelfter prior to executing asphalt pavement work to avoid disturbance of said pavement work during hauling operations.
b. Prior to construction of the Restroom facility, the contractor will be required to relocate that fuel tank located on the North side of the existing administrative building to a temporary or permanent location depending on what options are awarded. The temporary location shall be within NCA property and shall be provided to the contractor upon award. In addition, NCA will relocated lawn equipment from Admin building garage.
c. At no additional cost to the government, provisions should be made for
SECTION 01 00 00 Page 2 utility construction requirements indicated in the options that will impact construction footprints of the base. This means duct banks and other utility trenches located under asphalt, concrete or other manmade structures shall be constructed under the assumption that all options will be awarded whether they are or not. The intent is to minimize duplication of work either as part of this contract or in future contracts. Adjust bids accordingly.
d. Flag pole lights and committal shelter are to be fully functional throughout the construction process. Sequence work accordingly and seek USACE guidance as needed to ensure the occurs.
B. Award of Option 1.
a. With the award of Options, USACE proposes constructing the maintenance facility prior to construction of the Restroom facility and kiosk.
The Admin building could then serve as a lay down area and there may be opportunities for us of excavated materials as part of the maintenance area earthwork effort.
b. As with the base, USACE recommends construction of the maintenance facility prior to executing asphalt pavement work to avoid disturbance of said pavement work during hauling operations.
c. Due to the power supply for the maintenace facility coming from the administrative buidling area, there will be come overlap in construction of the base and the options. Plan accordinate to avoid duplication of work and unnecessary disturbance of completed features.
d. Ensure the waterline located in the maintenance road is relocated prior beginning paving operations of the road to avoid disturbance of finished features.
e. Upon completion, contractor will relocate all mainteance area equipment back to the newly constructed maintenance area at no additional cost to the governemnt.
C. Award of Option 2.
a. It is not anticipated that Option 2 shall be awarded prior to the award of options 1. With both options awarded, the maintenace building will need to completed prior to establishing controls to the irrigation system.
b. As with the base, USACE recommends construction of irrigation systems prior to executing asphalt pavement work to avoid disturbance of said pavement work during hauling operations.
a. All sections are to have access to an active water line to facilitate ongoing watering of the grounds during construction. Water source could either be existing 2" line or new public utility line being installed under this contract.
D. Award of Option 3.
a. It is not anticipated that Option 3 shall be awarded prior options 1 or 2. Option 3 is only intended to provide flexibility regarding irrigation system construction in vicinity of the maintenance building.
D. Award of Option 4.
a. Option 4 will only be awarded if option 1 is NOT awarded in order to provide a permanent location for the fuel tank.
1.2.2 Normal Working Hours
The Government's normal working hours are Monday through Friday from 0630
SECTION 01 00 00 Page 3 to 1630. The Contractor shall not work outside of these hours without first obtaining written permission from the Contracting Officer. Written permission shall be requested by the Contractor for each instance wherein work outside the normal working hours seems necessary. Should the Contractor need assistance from cemetery staff, the Contractor shall coordinate with cemetery staff so that assistance can be provided within the staff's normal working hours.
1.3 MEASUREMENT AND PAYMENT
Measurement and payment requirements are stated in Section 01 22 00 PRICE

m. Coordination of Construction with Cemetery Director: The burial activities at a National Cemetery shall take precedence over construction activities. The Contractor must cooperate and coordinate with the Cemetery Director, through the COR, in arranging construction schedule to cause the least possible interference with cemetery activities in actual burial areas. Construction noise during the interment services shall not disturb the service. Trucks and workmen shall not pass through the service area during this period:
1. The Contractor is required to discontinue their work sufficiently in advance of Easter Sunday, Mother's Day, Father's Day, Memorial Day, Veteran's Day and/or Federal holidays, to permit them to clean up all areas of operation adjacent to existing burial plots before these dates.

Many of the permit requirements will be satisfied by completing construction as shown and specified. Some requirements involve the Contractor's method of operations, operations planning and the Contractor is responsible for employing best management practices. The affected activities often include, but are not limited to the following:

b. At Contractor's own expense, Contractor shall immediately restore to service and repair any damage caused by Contractor's workmen to existing piping and conduits, wires, cables, etc., of utility services or of fire protection systems and communications systems (including telephone) which are not scheduled for discontinuance or abandonment.
c. Expense of repairs to such utilities and systems not shown on drawings or locations of which are unknown will be covered by adjustment to contract time and price in accordance with clause entitled "CHANGES" (FAR 52.243-4 and VAAR 852.236-88) and "DIFFERING SITE CONDITIONS"
(FAR 52.236-2).
