Q & A’s

Q1: Is there a way that my rep can do a video call meeting or facetime with the onsite rep for a more detailed walkthrough video showing access, lay down area, and, existing install as well as tie‐in points with ductwork and electrical. We need a better perspective of the work area to get a more accurate quote.

A1: No, not at this point of procurement. Offerors had from April 1 until April 5, 2021 to request for a site‐visit, but none were received.

Q2: Will this be a direct change out or an upgrade?

A2: The existing system will be removed and replaced / upgraded for efficiency, ease of maintenance. The new unit will likely have a much smaller footprint due to technology efficiencies introduced sine the 1980’s. The new dust collector will be configured differently as we are removing the return air duct back to the building and exhausting to the outside.

Q3: Does this require a new foundation or will we be using the existing one?

A3: SOW requires removal of concrete old pads / mounts and installation of new mounting pads in order to install the system. Please reference the photos and installation drawings showing old concrete mounts.

Q4: Will this require any electrical work?

A4: Yes, see SOW.

Q5: When the bid is turned in, will we need to provide engineered drawings of the new system?

A5: Not with the proposal being submitted. However winning offeror will need t provide a complete design for approval before installation commences – per SOW. As‐built will be required at project completion.

Q6: Is there a way to get more pictures?

A6: No, due to COVID‐19 work schedule arrangements within the team, I am unable to access the site prior to bid due date.

Q7: I have a question on information listed on the Basis of Design. The Air Flow is listed at 11,000 cfm which aligns with the 20” Inlet Size. Below in the Or Equal Section, it is stated that with the three pieces of equipment running an aggregate flow of 1700 cfm. These two do not seem to agree with each other, it appears the existing Dust Collector may be tremendously oversized which may have led to the shortened life. Can you please get me clarification on those figures?

A7: The sizing of the design criteria was based on a previous installation plan that returned air into the building. NIST has determined that return air had significant disadvantages and more annual costs and maintenance to maintain the various safety elements of that design. Some of the design elements from that proposed installation were adopted in this requirement.

NIST is relying on industry experts to develop this design. While some calculations can be made, exacting calculations and efficient design considerations are the purview of those that deal with these installations.

Q8: Flow requirement for the drum sander, planner, and table saw?

A8: The flow requirement for these machines was provided by an engineer in our safety department. This is where the 1700 cfm figure came from. One of the several engineering inputs in developing this SOW.

Q9: What size is the drop to each?

A9: There are 6” lines going to under floor duct from the table saw, drum sander and planner.

There are 3 other pieces of equipment connected to the underfloor duct with 3” duct.

Q10: Total number of drops?

A10: 6

Q11: Is consideration given for possible expansion?

A11: At this time, no additional equipment is expected to be added to the system. Design should be calculated for existing equipment.

Q12: If determined it is oversized, will an alternative be considered?

A12: Yes, however, the same cartridge based dust collector is still desired for ease of maintenance.

Q13: What is the System External Static Pressure requirement for proper fan sizing?

A13: It is a design consideration for the successful offeror.

Q14: Is a waste drum(s) required or is waste going into the current waste‐management container?

A14: The current system utilizes a waste management container. Given the limited use of the system, NIST desires to remove cost where they can. Ideally, a waste container that could be dumped by shop personnel is desired, but a waste management container is an option if required by code or other consideration.

Q15: Is there a minimum height requirement for bottom of hopper in order to fit a waste management container under hopper?

A15: Height consideration is a design consideration. The distance from the asphalt to the dust collector discharge will determine size, type, and height of any container.

Q16: If waste management container, is there a requirement for a Cast Iron RAV to meet NFPA requirements for combustible dust?

A16: This is a design and code compliance question for the design team.
