STATEMENT OF WORK

Replacement of Dust Collector

Background

The National Institute of Standards and Technology (NIST) is a government scientific research facility located in Gaithersburg, MD. The facility buildings largely date to the mid 1960’s.

The existing dust collector located at Building 301, Facilities Maintenance Division’s Construction Shop has been in service since 1989 and is failing.

Period of Performance

The period of performance is 135 days from Notice to Proceed (NTP).

Objective Contractor shall provide all the necessary services, including ordering and shipping components, unloading and rigging, labor, materials, debris removal, equipment, tools, supplies and supervision as necessary to fulfill the requirements of this project resulting in a fully functioning code compliant dust collection unit.

Within 14 working days of expected dust collector delivery to the NIST site, Contractor shall start demolition of existing dust collector and associated components. Dust collector demolition requires special approval of the dust collector demolition plan.

Contractor shall remove and dispose of the existing equipment and associated material.

Contractor shall repair asphalt and or concrete in the demolition area.

Contractor shall prepare area to accept new dust collector.

Contractor shall upgrade and relocate electrical circuits and control systems per SOW, drawings, and dust collector installation requirements. All electrical work shall be performed de-energized.

Contractor shall identify, procure, receive, transport, and install to full operation and standards a new exterior venting, cartridge type duct collector per the specifications and drawings.

General Tasks

Contractor shall replace the entire dust collector system serving the Facilities Maintenance Division’s Construction Shop for woodworking/saw dust service.

All work shall be conducted during normal work hours unless otherwise approved by the Contracting Officer Representative (COR). A 72-hour notice is required for approval of out-of- hours work.

A new dust collector shall be designed and installed as a total replacement for the existing system. Additionally, the Contractor shall provide spare maintenance parts and filters.

Contactor shall replace the existing NIST Building 301 dust collector. Contractor shall:

· Provide complete design, specifications, and relevant code compliance documentation to design and install new cartridge style dust collector eliminating the return air connection into building 301;

· Demolish, modify, and restore existing dust collector site;

· Demolish, design and re-install electrical service and associated system interfaces; and

· Provide personnel training, spare maintenance parts, and filters.

Scope

Contractors shall demolish the existing dust collector and associated structures and components, design, procure, ship, rig for installation, and install a complete dust collector per the statement of work, manufacturer requirements, and the equipment list.

Contractor shall provide a complete cartridge style dust collector design, code compliance information, electrical system/control panel and interlock plans, and general designed system specifications and documentation to the COR for engineering review and for code compliance within 15 days of issuance of NTP.

The dust collector shall have/be:

· NFPA, NEC and other applicable code compliant at time of installation

· Cartridge type filters

· Silencer

· “Remote” or diffused discharge air

· NEMA 4 or better exterior electrical enclosures

· An interior building mounted control panel with motor control, filter cleaning monitoring/control, system delayed start and stop, freeze stat integration, and interlock on/off status, and other controls and features as required.

The NIST Gaithersburg Construction Shop contains the following equipment:

· Two (2) table saws

· One (1) planer

· One (1) disk/drum sander

· One (1) radial arm saw

· One (1) large belt sander (refinish tabletops)

· One (1) band saw (wood/plexiglass only- no metal)

· One (1) joiner

System flow rate for when the drum sander, planer, and table saw are in simultaneous use is calculated to be 1700 cfm. Electrical service to existing dust collector is 460V 3Ph 60 Hz.

All electrical work shall be conducted under shut down (cold) conditions.

The construction shop dust collector ducting is installed under the concrete floor of the shop area. See Drawing 65’ Mechanical 9-HVAC-7 DWG for detail and specifications.

Note: The building interior under floor duct is not being changed or modified. The connection point for this project is the 20” round duct opening at the bottom of an exterior pit near the existing dust collector.

Contractor shall verify all measurements and conditions before ordering or fabricating any element of this work.

All removed machinery, components, and general construction debris shall be removed from site to a properly licensed disposal facility at contractor’s expense.

Contractor shall submit detailed lift/crane and roof work/leading edge work plans in the Safety Plan for Government approval. Contractor shall provide crane or lift operator qualification/training certifications to the COR.

Contractor shall re-route and restore electrical service to the exterior storage building adjacent to existing dust collector. Service is 120V powering a light fixture and a receptacle – existing inside the building.

Contractor shall provide a detailed demolition plan of the existing dust collector for review by NIST COR and OSHE (Safety Office). Plan shall include main dust collector, electrical components, mounting pads and asphalt, and other items requiring demolition.

Contractor shall provide a detailed lift plan for crane operations to demolish and install new dust collector with the required Safety Plan.

The existing dust collector most likely contains large amount of dust and therefore special attention will need to be given to any hot-work or processes that could create an ignition source.

Contractor shall remove all existing concrete dust collector mounts, pillars, and pads.

Contractor shall install clean-fill dirt into locations where existing mounts have been removed in the grassy areas. Contractor shall compact soil in 6” lifts with a hand compactor to grade, and seed with a commercial branded tall fescue blend grass seed. Germination blanket shall be installed to cover seeded area.

Contractor shall comply with all applicable sediment and erosion control law and regulation when soil is disturbed. A sediment and erosion control plan shall be submitted with the Safety Plan for review and acceptance by NIST before any work commences on demolition of asphalt, concrete demolition, or movement of soil.

Contractor shall remove and replace damaged or missing asphalt in the general work area as part of dust collector installation and demolition of existing system supports and pads.

Contractor shall notify the COR 72 hours before any welding, cutting, or overhead work so work area boundaries can be established. To the extent possible, free egress in and out of the Construction Shop shall be maintained.

Contractor shall demolish all existing dust collector controls back to point of power distribution and secure in a code-compliant manner. Contractor shall seal and or repair all building electrical attachment and penetration locations. On exterior walls, a masonry/cement type repair shall be utilized.

Existing air intake louver electrical switch shall be demolished, and louver operation integrated into dust collector control panel.

Contractor shall install new equipment pads and supports as required. Contractor shall provide concrete and pad reinforcement detail 20 days prior to work commencement on forming for approval by the COR.

Contractor shall install new valves for air and other dust collector control as required. Valves shall be 2-piece bronze ball valves, female threaded, with lever handle and padlocking bail. Irrespective of other valve locations, a new valve shall be installed near dust collector point of connection.

Contractor shall install new dust collector controls at an identified interior shop location. Further, contractor shall install interlocks and time delays for louver assembly operation, hot water coil freezestat and other components as required into the dust collector control circuitry.

· There are two freeze-stat controls at the interior heating coil location to be integrated into the dust collector control panel.

Air intake louver assembly shall be fully opened 2 full minutes before dust collector fans start operation. Louver assembly shall be timed to close 3 minutes after dust collector shuts off.

• Control panel shall bear a label indicating pre-start delay time.

· Contractor shall tie-in to existing louver circuitry to achieve louver operational requirements.

Contractor shall monitor freezestat status in the control panel.

· Freezestat will trip at 38F.

· Control panel will alarm and show a red light should freezestat trip.

· Freeze-stats alarming will fully open circulation through coil.

· Dust collector operation will terminate immediately if freezestat trips with alarm and light notification on control panel.

Contractor shall color match and paint the existing roof top air intake plenum (not louver) to match the dust collector factory paint.

· Plenum is primed.

· Two coats of paint shall be applied to plenum.

Before commissioning of the duct collector system, Contractor or factory representative from dust collector manufacturer shall provide system training and maintenance to NIST Construction Shop employees and selected maintenance personnel.

General Note

The contractor is herein informed that the replacement dust collector shall be designed not to return any air back into the building.

The contractor is herein informed the intake plenum, louver and freezestat are new construction / installation and existing.

The dust collector shall be designed to discharge and diffuse air a sufficient distance from the building and walkways as not to cause a possible safety issue for passersby.

Contractor will remove existing dust collector and associated components and prepare space for installation while awaiting system component delivery.

Contractor will coordinate all required outages.

Contractor shall conduct all electrical work de-energized. Exceptions must be approved prior to work occurring.

The contractor shall install the new dust collector per industry and code standards. Installation includes incidental work required for dust collector and electrical /control installation.

The applicable codes for the design and installation the dust collection system in a woodworking shop are the most recent editions of NFPA 652 and NFPA 664.

New dust collector shall not return any air into the building: air will be discharged to the outside / local dust collector exterior area.

Based on the simultaneous demand of the drum sander, planer, and table saw, the facility requires an aggregate flow rate of around 1700 cfm. Therefore, the system must comply with all of NFPA 664.

Spare Parts

Contractor shall provide the following spare parts:

· One (1) set replacement air filters;

· One (1) set of fan belts; and

· Other regular maintenance consumable parts per manufactures recommendations.

Ball Valves shall be female threaded, 2-piece, standard or full-port, lever handle, bronze, Padlocking, 600 CWP

Deliverables

All deliverables and submittals shall be submitted to the COR via e-mail.

Certificate of insurance shall be submitted to the Contract Specialist within 7 days of award.

Within 7 days of award, Contractor shall send the COR a complete Safety Plan with COVID-19 Addendum for review and acceptance. (A preconstruction Kick-off Meeting and issuance of NTP cannot occur until the Safety Plan is approved and certificate of insurance is provided.)

Within 7 days of NTP, Contractor shall provide a schedule for contracted work.

Within 15 days of NTP, Contractor shall provide submittals for all contract materials.

The government will review and approve or ask for changes to the dust collector and electrical plans within 14 working days of receipt. Returned plans and comments shall maintain a two-week review for each party, preferably shorter, until final design is approved.

Contractor will provide COR a weekly update on all project activity via e-mail with the following information due on Tuesday after the week being reported:

· Adherence to projected schedule (on time or other)

· Daily employee list and hours

· Major work activity

· Task completion percentages

· Problems encountered

· Changes to scope or methodology

· Change orders (Pending, presented, and completion on project (%))

· Other items that affect timely completion of the contract

Contractor shall e-mail the COR and discuss as required, work to be conducted in the following week. This information is due Thursdays by 2:00 p.m. during the term of contract.

Badging & Security

The Contactor is required to have at a minimum, the project superintendent and foreman/leader badged and issued contractor access badges (Green Badges). Remaining workers can enter site with yellow badges, general-site access and will need to be escorted in any interior building areas.

It is recommended that all personnel reasonably expected to be assigned for work on the NIST Gaithersburg Campus submit badging paperwork.

Badging on the NIST Gaithersburg Campus can be a time-consuming endeavor. Therefore, on award of the contract, the contractor shall submit the project superintendent and foreman/leader badge applications at the same time as the Safety Plan. Other expected project personnel applications shall be submitted within 2 weeks of award.

Should an extension of period of performance be required due to badging delays, the Contractor shall request a reasonable extension of period of performance specifically stating, “at no additional cost to the government”.

Safety Plan & Addendum for COVID-19

Contractor shall include a specific COVID-19 Safety Plan detailing Contractor and subcontractor COVID-19 workplace practices.

Following are listing or requirements to be included in a Safety Plan Addendum by construction contractors:

1. Overarching Guidance:

a. Contractors are to immediately report any cases of suspected or confirmed COVID-19 cases immediately to NIST COR.

b. Contractors must comply with NIST COVID-19 specific safety guidance when in NIST common areas.

c. How will the contractor ensure compliance with CDC and OSHA guidelines?

d. What physical workplace changes will be implemented to maximize worker and visitor safety?

e. What requirements will be placed on changes in worker behavior on the project site?

f. What training and communications will be utilized to ensure knowledge and understanding of updated requirements when coming to work?

2. Physical Workplace Requirements:

a. Signage

b. Cleaning & Disinfection Stations

c. Changes in cleaning & disinfection protocols in the workplace (porta-potties, contractor owned trailers, designated break/lunch areas, delivery locations & trash locations)

d. Use of Cloth Face Coverings or Masks, requiring cloth face coverings or masks be worn in all common or shared spaces on campus.

3. Worker Behavior:

a. Requirements for staying home when sick i Response to workers who have been on-site who test positive for COVID-19

b. Worker health checks

c. Social Distancing

d. Face Coverings

e. Gathering restrictions & how they will be dealt with for common activities of groups of more than 10 people

f. Work Breaks and Lunch Revisions

g. Reducing physical contact with others

h. Changes in AHA’s & JHA’s for COVID-19 specific measures

i. Shared resources (tools/equipment, water stations, etc.) revisions

4. Training & Communications:

a. Mandatory back to work training for employees on new requirements/expectations

b. Documentation to track training completion

c. Info to employees on changes in the workplace to mitigate the spread of germs/virus

d. Plan for how to communicate information to employees on COVID-19 specific changes in the workplace beyond training

Special Requirements

Contractor shall stop work and notify COR of any suspected asbestos or suspected asbestos containing material encountered in the performance of this contract.

All removed equipment, trash, packing, and debris will be removed by contractor to his offsite properly authorized disposal facilities daily unless authorized by COR.

Government Furnished Information

The Government will provide the drawings/documentation for the project, as necessary. The Contractor is responsible for verifying the drawings against field conditions before starting the project.

The contractor shall notify the COR of any discrepancies.
