Attachment I – Combined Synopsis/Solicitation

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.

This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05.

The associated North American Industrial Classification System (NAICS) code for this procurement is 333413 – Industrial and Commercial Fan and Blower and Air Purification Equipment Manufacturing. The small business size standard is 500 employees. This acquisition is set aside for small businesses. Simplified acquisition procedures will be utilized.

Background Information

The National Institute of Standards and Technology (NIST) is a government scientific research facility located in Gaithersburg, MD. The facility buildings largely date to the mid 1960’s.

The existing dust collector located at Building 301, Facilities Maintenance Division’s Construction Shop has been in service since 1989 and is failing.

Contractor shall provide all the necessary services, including ordering and shipping components, unloading and rigging, labor, materials, debris removal, equipment, tools, supplies and supervision as necessary to fulfill the requirements of this project resulting in a fully functioning code compliant dust collection unit.

1352.215-73 INQUIRIES (APR 2010):

Offerors must submit all questions concerning this solicitation in writing electronically to gina.lee@nist.gov. Questions must be received no later than 5:00 p.m. EST on Friday April 9, 2021. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision).

CONTRACT LINE ITEM STRUCTURE:

Offerors should provide one lump-sum price for the job, however include detail cost breakdown for the Government.

REQUIRED SUBMISSIONS

All offerors shall submit the following:

3. This is a combined synopsis/solicitation for the Dust Collector. The Government intends to award one (1) firm fixed price contract as a result of this combined synopsis/solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL proposals shall include a statement regarding the terms and conditions herein as follows:

a. The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”

OR

b. The offeror shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:…”

Offeror shall list exception(s) and rationale for the exception(s)

Please note that this procurement IS NOT being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a proposal based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant contract, not the terms and conditions of the offeror’s FSS or GWAC contract, and the statement required above shall be included in the quotation.

4. The DUNS # for the offeror’s active System for Award Management (SAM) registration. Offerors shall have an active registration at www.SAM.Gov to be considered for award.

SITE VISIT: An organized site-visit is currently not scheduled, however, may be accommodated if enough requests are received. A written request must be sent by COB on April 5, 2021 to Gina Lee at gina.lee@nist.gov.

DUE DATE FOR QUOTATIONS

E-mail quotes are required. All quotes must be submitted, via e-mail, to Gina Lee at gina.lee@nist.gov. Quotes shall be sent in two (2) volumes. Volume 1 shall be Technical and Volume 2 shall be Price. Facsimile quotations will NOT be accepted.

Submission must be received not later than 8:00 a.m. EST on April 15, 2021. An e-mail quote shall be considered received when it is received in Gina Lee’s Outlook Inbox.

INSTRUCTIONS TO OFFERORS

Volume 1 shall be Technical and shall address the following:

1) Offeror shall submit no more than ten (10) single sided pages demonstrating their understanding of the project demolition and installation requirements which shall include all aspects of the job as described in the Statement of Work, Specifications, and drawings/sketches.

2) Offeror shall identify make and model of proposed cartridge style dust collector and provide manufacturer brochures and technical data for base model (Offeror’s selected make and model dust collector less any modifications or other design considerations).

3) Offeror shall identify any element of the offer which the Offeror plans or expects to subcontract.

4) Offeror shall acknowledge that a specific COVID-19 Safety Plan detailing contractor and subcontractor COVID-19 workplace practices is a requirement of this contract as part of the required safety plan.

5) Offeror shall submit project supervisor work history in installing and supervising the installation of industrial dust collectors and associated work.

EVALUATION CRITERIA AND BASIS FOR AWARD

The Government intends to award one (1) firm fixed price contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, is the lowest price technically acceptable proposal.

Price will be evaluated for reasonableness.
