NOTES

8-Dec-2023NOTES
(1)Gas MonthlyBased upon previous year's interruptible gas usage plus increase in load due to new buildings and/or mission. The Government is not bound by any means to use this amount of gas. These estimates are provided for bidding purposes. Charges will be based on actual consumption during contract period.
(2)Spot Gas IndexBased on spot market natural gas prices for the first day of each month as reported in the trade publication "Inside FERC Gas Market Report" for gas deliveries into the Southern Natural Gas Company (SONAT) pipeline. Actual prices will be determined each month during the contract period.
(3)Contractor AdjustmentContractor adjustment to the spot gas index. This adjustment can be Negative (a reduction in price) or a positive (an increase in price). This line item must include all of the adjustments by the contractor including, but not limited to:
Profit
Misc Costs
Reflection in price changes to index due to
Special Price Structuring
(4)Pipeline Transportation FeeCharges to contractor by SONAT or other vendor for transportation of gas on the interstate pipeline. This rate must be guaranteed by contractor.
(5)Pipeline Fuel LossCharges from SONAT or other vendor for losses in the transportation system from well-head to city-gate.
(6a)Contractor Unit CostContractor-designated cost for natural gas deliveries from the city-gate to the Government delivery point. This line item shall include all costs associated with providing interruptible natural gas to Robins AFB such as line and meter maintenance, fixed monthly costs, etc. This charge is in the form of $/unit. This price shall be provided to third-party contractors upon request and shall be the same if primary contractor supplies natural gas or if a third-party supplies natural gas. If contractor will provide capacity release on SONAT in addition to passage of gas through their distribution system, contractor shall include capacity release as part of contractor cost.
ORContractor may provide either a price per unit or a monthly cost based on a value of gas moved. Contractor may charge a combination of both, but is encouraged to charge one or the other.
(6b)Contractor CostContractor-designated cost for natural gas deliveries from the city-gate to the Government delivery point. This line item shall include all costs associated with providing interruptible natural gas to Robins AFB such as line and meter maintenance, fixed monthly costs, etc. This charge is in the form of $/month. This price shall be provided to third-party contractors upon request and shall be the same if primary contractor supplies natural gas or if a third-party supplies natural gas. If contractor will provide capacity release on SONAT in addition to passage of gas through their distribution system, contractor shall include capacity release as part of contractor cost.
(7)Total CostSum of all unit costs times the estimated monthly gas consumption and all monthly fixed costs.
(8)Penalty GasFuel oil backup will be provided in the two steam plants. Propane-Air-Mix backup will be provided for all other buildings. It is envisioned that no penalty gas will be required except for comparison purposes. Consumption will be based on actual failure to stop using gas during curtailment periods.
(9)Penalty MarginContractor-designated margin for recovery charges from SONAT caused by the Government's failure to curtail gas during curtailment period(s). This cost does not include the cost of the gas used.
