GAS SERVICE SPECIFICATIONS

#20 DECEMBER 2023

1. ESTIMATED SERVICE:

Estimated maximum demand: 400 MCF per hour.

8,000 MCF per day.

Estimated annual consumption: 950,000 MCF.

(Estimated quantities are used for evaluation purposes only.)

2. POINT OF DELIVERY:

a. The point of delivery of gas shall be at:

Stub located in meter yard within the west boundary fence and northerly 58 feet from the 9th Street gate (owned by City of Warner Robins) OR approximately 0.25 miles south of Robins Parkway on the north side of Richard Ray Blvd., on the south side of the fuel farm (owned by Atlanta Gas Light Company).

3. QUALITY:

a. The gas delivered hereunder shall be natural gas. The gas so delivered shall contain no less than 1000 BTU per cubic foot. The unit of volume to determine total heating value shall be one (1) cubic foot of gas saturated with water vapor at a temperature of sixty (60) degrees

Fahrenheit and an absolute pressure equivalent to thirty (30) inches of mercury at thirty-two (32) degrees Fahrenheit.

b. The gas delivered:

(i) Shall be commercially free from dust or other solid or liquid matter which might interfere with its merchantability or cause injury to or interference with proper operation of the lines, regulators, meters and other equipment of the government.

(ii) Shall not contain more than a trace of hydrogen sulfide per one hundred

(100) cubic feet of gas, as determined by methods prescribed in Standards for Gas Service, Circular of the National Bureau of Standards, No 405, page 134 (1934 edition), and shall be considered free from hydrogen sulfide if a strip of white filter paper, moistened with a solution containing five (5) percent by weight of lead acetate, is not distinctly darker than a second paper freshly moistened with the same solution, after the first paper has been exposed to the gas for one

(1) minute in an apparatus of approved form, through which the gas is flowing at the rate of approximately five (5) cubic feet per hour, the gas not impinging directly from a jet upon the test paper.

(iii) Shall not contain more than twenty (20) grains of total sulfur per one hundred (100) cubic feet.

4. MEASUREMENT.

a. Unit of measure and metering base: The volumetric measurement base shall be one

(1) cubic foot of gas at pressure base of thirty (30) inches of mercury (14.73 pounds per square inch absolute), and without adjustment for water vapor content. To determine the volume of gas delivered, factors for pressure, temperature, specific gravity, and deviations from Boyle’s Law shall be applied.

b. Atmosphere pressure: The average absolute atmospheric (barometric) pressure shall be assumed to be fourteen and four-tenths (14.4) pounds per square inch, irrespective of actual elevation or location of the delivery point above sea level or variations in actual barometric pressure from time to time.

c. Temperature: The temperature of the natural gas flowing through the meter or meters shall be the arithmetic average of the hourly temperature record, or shall be read from established tables of monthly averages for the service location.

d. Specific Gravity: The specific gravity of the natural gas shall be determined by joint test using an Edward’s type Balance, or other approved instrument, at the commencement of delivering hereunder and as often thereafter as deemed necessary; or if mutually agreed upon, by the use of a recorder, periodically checked with an Edward’s type Balance.

e. Deviation of Boyle’s Law: The deviation from Boyle’s Law shall be determined by tests or computed based on the composition of the gas and conditions at point of measurement, with such reasonable frequency as is found necessary.

f. Measuring Equipment:

(i) The Contractor shall maintain and operate, at the delivery points, measuring stations properly equipped with displacement or orifice meters and other necessary measuring equipment by which the volumes of gas delivered hereunder shall be measured. Orifice meter shall be installed and operated, and gas volumes computed, in accordance with specifications recommended in Gas measurement committee Report No. 3, dated April 1955, of the Natural Gas

Department of the American Gas Association, as the same may be amended from time to time applied in a practical manner; displacement meter dial readings to be adjusted for varying pressure and temperature conditions. The government may install such check measuring equipment, as it shall desire, provided that the equipment shall be so installed as not to interfere with the operations of the contractor. The Contractor shall have access to check measuring equipment at all reasonable hours, but the reading, calibrating and adjusting thereof and only the

Government shall do the changing of charts unless otherwise agreed.

(ii) The Government shall have the right to be present at the time of any installing, reading, cleaning, changing, repairing, inspecting, testing, calibrating, or adjusting done in connection with the other’s measuring equipment used in measuring deliveries. The records from such measuring equipment shall remain the property of the owner but, upon request, each shall submit to the other its records and charts, or true copies thereof, together with calculations thereof, for inspection and verification, thereof, after which return the Contractor for the mutual use of both parties for such period and to the extent required by law.

(iii) Reasonable care shall be exercised in the installation, maintenance, and operation of any pressure regulating equipment to avoid any inaccuracy in the determination of the volume of gas delivered.

5. MEASURING: The natural gas shall be measured by existing meters.

6. CURTAILMENT:

a. Notice of Curtailment: The natural gas provided hereunder is subject to curtailment or interruption of interruptible sales as declared by SONAT during periods of peak demand upon twenty-four (24) hour notice. Government shall furnish contractor with the names and telephone numbers of persons to be contacted in the event of curtailment or interruption. Such curtailment or interruption may occur at any hour of day or night, and contractor’s obligation to provide notice hereunder shall be met upon contractor’s reasonable efforts to contact these named individuals at telephone numbers provided to the contractor. Contractor shall contact

Government as soon as reasonably possible of curtailment via telephone and provide Government with written confirmation of curtailment notification via email or fax..

b. Unauthorized Use of Gas: If, upon twenty-four (24) hour notice by contractor, Government fails to comply with a notice of curtailment or interruption calling for complete or partial curtailment or interruption of natural gas deliveries hereunder, and by reason thereof, the contractor incurs penalties and additional gas costs, then Government shall be charged for the amount of such penalties and additional gas costs which are attributable to Government’s failure to comply with such curtailment notice.

7. FULL SERVICE: The contractor shall maintain at the point of delivery a regulating pressure within ten (10) percent of the pressure required by the Contracting Officer but shall not be required to maintain more than 85 psi or less than 45 psi.
