About this file

This is a Nationwide Permit No. 14 authorization letter issued by the U.S. Army Corps of Engineers, Walla Walla District Regulatory Division, to the Ada County Highway District for the Cloverdale Road Expansion Project in Ada County, Idaho. The project involves widening Cloverdale Road from two lanes to five lanes between Victory Road and Overland Road to accommodate increased traffic from new development and population growth. Project activities include removal and replacement of an existing 48-inch diameter corrugated metal pipe with a 95-foot-long reinforced concrete pipe, excavation and backfilling operations, construction of a cast-in-place concrete headwall, installation of bank and scour protection with riprap, placement of a new irrigation structure, implementation of best management practices, and rehabilitation of temporarily impacted areas. The work will discharge approximately 227 cubic yards of fill material below the ordinary high water mark of Eightmile Creek, resulting in permanent impacts to approximately 0.034 acres of streambed along 133 linear feet. The permit authorization was issued on September 1, 2026, and is valid until March 15, 2031, contingent upon the permittee's compliance with all general, regional, and special conditions outlined in the authorization.

The permittee must comply with a Section 401 Water Quality Certification issued by the Idaho Department of Environmental Quality on December 16, 2025, and must adhere to special conditions regarding potential endangered species listings, including the Monarch Butterfly and Suckley's Cuckoo Bumble Bee. The permittee is responsible for ensuring all contractors and agents are informed of and follow all authorization terms and conditions. Additionally, the permittee must submit a signed Compliance Certification form within 30 days of project completion and must immediately notify the district engineer if any previously unknown historic, cultural, or archaeological remains are discovered during construction. The permit does not convey property rights or exclusive privileges and does not excuse compliance with other federal, state, or local statutes and regulations. Should the project not be completed by March 15, 2031, the permittee must contact the Corps at least 60 days prior to that date, as a new application and verification may be required.
