About this file

This is a Floodplain Permit Approval Letter issued by the City of Boise Planning and Development Services Department to the Ada County Highway District (ACHD) on August 7, 2026. The approval authorizes the replacement and installation of a new culvert under Cloverdale Road as part of a roadway widening project. The project involves replacing an existing 36 x 48-inch elliptical corrugated metal pipe with a 48-inch reinforced concrete pipe and extending the pipe length from approximately 60 to 97 feet to accommodate the roadway expansion from a two-lane to a five-lane arterial with 10-foot-wide multi-use pathways on both sides. The culvert is located within the AE floodplain associated with Eightmile Creek but outside the floodway. The application was received on July 7, 2026, and approved on August 7, 2026, following staff-level review under Boise City Code Section 11-02-07.3.F.

The approval is conditioned upon compliance with multiple requirements including submission of appropriate grading and erosion and sediment control (ESC) permits prior to construction, utilization of floodproofed and anchored construction materials, stabilization and revegetation of disturbed areas, prohibition of material storage within delineated floodplain portions, and compliance with permits from the U.S. Army Corps of Engineers and Idaho State Department of Water Resources if required. Additional conditions mandate compliance with requirements from the Boise City Public Works Department divisions (Sewer, Solid Waste, Drainage, and Street Lights) and other agencies including the Ada County Highway District, Boise City Parks Department, Building Department, Central District Health Department, Fire Department, Irrigation District, and Century Link. The applicant submitted a "No Rise" analysis demonstrating the project will not negatively impact the floodplain or surrounding areas. The approval becomes effective after a ten-day appeal period, with appeals due by 5:00 P.M. on August 17, 2026.

Re: CFH26-00058/ 2451 S Cloverdale Road/ Floodplain

Dear Applicant:

Your application for a staff level Floodplain Permit has been reviewed and approved under Boise City Code (BCC) Section 11-02-07.3.F (FP-O Flood Protection Overlay) based upon the plans and application information submitted to the Boise City Planning and Development Service department, date stamped received on July 7, 2026, the application is approved. This section of Boise City Code outlines requirements designed to protect life and property, and health and safety, from periodic flooding in areas within the floodway, floodway fringe, and area of shallow flooding zones. In approving the application, the Planning Team must make specific required findings as noted below and must notify the applicant in writing of the findings and conditions of approval.

PROJECT PROPOSAL

The applicant requests approval of a Floodplain Permit to replacement and install a new culvert under Cloverdale Road. The culvert is located within the AE floodplain associated with Eightmile Creek. The project area is not located within floodway. The new culvert will convey Eightmile Creek under Cloverdale Road, which will be widened to five lanes.

The project is located within the right-of-way, and it is generally addressed at 2451 S Cloverdale Road. The Ada County Highway District (ACHD) is expanding Cloverdale Road to a five-lane arterial roadway with a 10-foot-wide multi-use pathway on both sides of the street. As such, the project will replace the existing 36 x 48-inch elliptical corrugated metal pipe with a 48-inch reinforced concrete pipe and increase length of the pipe under the roadway from approximately 60 to 97 feet. The culvert replacement and installation will not impact the surrounding area. In addition, the application submitted a “No Rise” analysis indicating the project is not negatively impact the floodplain or surrounding area.

BOISE CITY ZONING ORDINANCE

Section 11-02-07.3.F.(3) Flood Fringe (FF) Zone and Area of Shallow Flooding (ASF) Zone

FINDINGS OF FACT AND CONCLUSIONS OF LAW

1) Except for levees, all new development shall utilize methods and practices that minimize development and prevent the increase in flood damage potential to other properties or other adverse impacts including but not limited to, bank erosion resulting from higher velocities, increased heights of floodwaters, extended flood duration, or alterations that may promote channel blockage.

Findings: The development will utilize methods and best management practices to minimize development and prevent flood damage in accordance with Idaho Department of Water Resources, and Army Corps of Engineers guidelines.

2) All new development shall utilize materials and utility equipment resistant to flood damage.

Findings: ACHD will install a new culvert under Cloverdale Road as part of a roadway improvement project. The project will replace the existing culvert 36 x 48-inch elliptical corrugated metal pipe with a new 48-inch reinforce concrete pipe. In addition, culvert installation includes the construction of headwalls and wingwalls and a box structure on the east and west side of the roadway, respectively. The culvert installation project shall utilize flood resistant materials.

3) All new construction and substantial improvements to structures shall be anchored to prevent floatation, collapse or lateral movement of the structure resulting from hydrostatic and hydrodynamic loads including the effects of buoyancy.

Findings: The culvert installation shall be buried under the roadway with a headwall and wingwalls and box structure anchoring project on the east and west side of the roadway, respectively. As such, the structures be anchored and will not be at risk of collapse, lateral movement or floatation.

4) All manufactured homes must likewise be anchored to prevent flotation, collapse or lateral movement, and shall be installed using methods and practices that minimize flood damage. Anchoring methods may include, but are not limited to, use of over-the–top or frame ties to ground anchors (Reference FEMA’s Protecting Manufactured Homes from Floods and Other Hazards FEMA P-85 11/2009 for additional techniques).

Findings: The application is not for a manufactured home or structure.

5) Drainage practices shall be used that minimize exposure to flood hazards.

Findings: A condition of approval will require the maintenance work to utilize best management practices that minimize exposures to flood hazards.

CFH26-00058 | Administrative Approval | 2451 S Cloverdale Road | Issued August 7, 2026 | Page 3 of 5

6) Manufacture and/or storage of material that is buoyant, flammable, toxic or explosive is prohibited.

Findings: The project is for the installation of a culvert under Cloverdale Road.

Therefore, the applicant does not plan to have buoyant, flammable, toxic and explosive materials stored or manufactured within the floodplain during or after the project is complete.

7) River crossings shall be designed to withstand the flows and velocities of the base flood discharge and shall not impede the flows.

Findings: The application does not include a new river crossing.

8) All development and structures shall meet or exceed the requirements of Section

11-02-07.3.E, BR-O: Boise River System Overlay, if applicable.

Findings: The project is located within Eightmile Creek and a River System permit is not required.

9) Water velocities within the Floodway Fringe are not significantly increased as to cause adverse effects on the site or to surrounding properties.

Findings: A condition of approval requires appropriate grading and ESC permits from the City of Boise prior to commencing work. These applications will verify the proposal does not significantly increase water velocities within the floodway fringe.

In addition, the applicant submitted a “No Rise” analysis for the project.

10) Require adequate drainage paths around structures on slopes to guide floodwaters around and away from proposed structures.

Findings: No structures on slopes are located within the proposed work area. All drainage paths should adhere to IDWR, and ACOE conditions of approval for their respective permits.
