SALIENT CHARACTERISTICS
Gas-Phase Filtration Media Filters for The National Archives at College Park College Park, Maryland 20740-6001
I. BACKGROUND
A. The National Archives and Records Administration (NARA) is an independent Federal agency that helps preserve our nation's history by overseeing the management of all Federal records. Our mission is to ensure ready access to the essential evidence that documents the rights of American citizens, the actions of Federal officials, and the national experience. We must make it easy for citizens to access this essential evidence regardless of the location of the documentation or of the people using it.
B. The Facilities Management Branch (BF) is a support element of NARA. It is the responsibility of BF to protect NARA’s holding by maintaining critical air quality standards as specified in NARA 1571, Archival Storage Standards[footnoteRef:1]: [1: An electronic copy is available on request
1571.11 Air handling and filtration systems required: The following filtration systems are required in the air handling units (outlined in table one of the appendix) for the records storage and processing areas:
a. Gas-phase filtration system. The gas phase filtration system must control effectively gas phase contaminants including, aromatic, aliphatic, oxygenated hydrocarbons, chlorinated hydrocarbons, and inorganic acid/basic compounds. The operation of the air purification system may be a combination of chemisorption, adsorption, and catalytic processes. The system must be designed to allow periodic monitoring of the filter performance by providing sampling ports or access to the filter ports.
The existing Air Handling Equipment at the Archives 2 facility was manufactured to accept the Extraction System, Inc (ESI) 200 series 242412 DPCC Absorber (24.0” wide x 24.0” high x 12.0” deep), and the 241212 DPCC Absorber (24.0” wide x 12.0” high x 12.0” deep) gas phase filtration media to control air quality in records storage areas. The replacement filters being procured by this solicitation shall fit the existing Air Handling Equipment exactly, without any modifications to the existing Air Handling Equipment what-so-ever. There shall be no leakage around the new filters. Through a series of acquisitions and mergers ESI is now part of Entegris Inc. Both products are commercially available.
II. GENERAL REQUIREMENTS
A. The successful contractor shall supply NARA Original Equipment Manufacturer-filled disposable gas-phase filter modules for use in the existing ESI enclosures located at Archives II.
1. The filters shall fit the existing air handling equipment exactly, without requiring any modifications to the existing air handling equipment. There shall be no leakage around the new filters.
2. Quantity: 84 each (24x24x12); 109 each (24x12x12)
3. Dimensions: 24.0” wide x 24.0” high x 12.0” deep; 24.0” wide x 12.0” high x 12.0” deep
B. Original Equipment Manufacturer (OEM)
1. The OEM shall have a minimum of ten (10) years experience in the design, fabrication and testing of systems that are 99.95% efficient in the removal of gaseous contaminants. A signed letter from the OEM shall be provided to attest to experience.
2. The OEM shall be certified by an accredited body to ISO-9001:2008 standards for manufacture of chemical media. A copy of the manufacturer’s ISO-9001:2008 standards certification shall be submitted with quotation.
III. SPECIFIC REQUIREMENTS
A. The following table lists the maximum limits for pollutant gases in records storage, processing, and exhibit areas. The levels of pollutant gases specified in this appendix are based on the lowest concentrations that can readily be measured and achieved with current air filtration technology. There are no known “safe” lower limits below which pollutants will not cause damage. Minimum life expectancy is 18 months.
Type of pollutant
Maximum permitted after air filtration
Formaldehyde
4.0 ppb; 5.0 g/m3.
Acetic acid
4.0 ppb; 10.0 g/m3
B. The absorbers shall have, at a minimum, the same total specific surface area and service life as standard 90 lb. carbon tray systems. The Absorber shall achieve this performance through the use of higher surface of carbon particles and the properties of low concentration diffusion based chemical adsorption. The absorbers shall be used where standard 90 lbs. carbon tray systems are specified for the removal of odors and irritants. Chemically treated absorbers shall be used for corrosion control smog and formaldehyde removal.
C. The dry processed carbon composite shall consist of 20 to 140 mesh active carbon particles thermally and physically bound to a synthetic fiber matrix. The high surface area fiber/carbon bed structure shall have a thickness of 0.25”. The activated carbon shall meet or exceed NIOSH performance requirements for use in gas and vapor air purifying respirators.
D. The dry processed carbon composite shall be embossed for optimum aerodynamic performance, pleated and potted into an aluminum frame. This frame shall be inserted and sealed into a permanent mount aluminum holding frame.
