QUESTIONS AND ANSWERS

1) Question: “Considering the geographical constraint of personally reviewing the document, I request you to provide us the following details before we buy the document:

1) List of Items, Schedule of Requirements, Scope of Work, Terms of Reference, Bill of Materials required.

2) Soft Copy of the Tender Document through email.

3) Names of countries that will be eligible to participate in this tender.

4) Information about the Tendering Procedure and Guidelines

5) Estimated Budget for this Purchase

6) Any Extension of Bidding Deadline?

7) Any Addendum or Pre Bid meeting Minutes?”

Answer #1: The government stated its requirements, as well as the governing “procedures and guidelines”, in Request for Quotation (RFQ) No. NAMA-12-Q-0121. RFQ No. NAMA-12-Q-0121 was made publicly available on September 20, 2012 at the Federal Business Opportunity web site: https://www.fbo.gov/spg/NARA/NAA/AC/NAMA-12-Q-0121/listing.html . Interested vendors are responsible for regularly checking the FBO web site for updates concerning this RFQ. The government isn’t responsible for providing industry a “bill of materials” for this procurement. Federal Acquisition Regulation (FAR) clause 52.225-13, Restrictions On Certain Foreign Purchases (June 2008) applies to this procurement, see page 11 of the RFP. Except as authorized by the Office of Foreign Assets Control (OFAC), most transactions involving Cuba, Iran, and Sudan are prohibited, as are most imports from Burma or North Korea, into the United States or its outlying areas. Lists of entities and individuals subject to economic sanctions are included in OFAC’s List of Specially Designated Nationals and Blocked Persons at http://www.treas.gov/offices/enforcement/ofac/sdn. More information about these restrictions, as well as updates, is available in the OFAC’s regulations at 31 CFR Chapter V and/or on OFAC’s website at http://www.treas.gov/offices/enforcement/ofac . The government’s “budget” for this procurement is protected by the Procurement Integrity, implemented by FAR subsection 3.104, and as such will not be disclosed. No extensions have been issued to-date for this RFQ’s response date. To-date, this is the first amendment issued for this RFQ. A “pre bid meeting” hasn’t been and won’t be held, as such there aren’t any “pre bid meeting minutes.”

RFQ Change: None

2) Question: “Also we would like to be informed of future tenders from your organization. Hence, we request you to add our name to your bidder's list and do inform us about upcoming Projects, Tenders.”

Answer #2: This agency doesn’t maintain a “bidder’s list.” The FBO (www.fbo.gov) and GSA eBuy (https://www.gsaadvantage.gov/advantage/login/eBuyLogin.do;jsessionid=14EA09C916B630A45A418B61239AA794.A6) web sites are available to vendors interested in learning about opportunities to do business with the U.S. government.

RFQ Change: None

3) Question: “We will be highly obliged if you can send us your complete & latest contact information. This will help us reaching to you faster.”

Answer #3: Points-of-contact, primary and alternate, are listed at the FBO web site. Additionally, the information for the primary point-of-contact, the Contract Specialist, in listed in the RFQ.

RFQ Change: None
